TRAFFIC AND VEHICLE MANAGEMENT<br />

STANDARD<br />

<strong>The</strong> contractor provides a safe, hygienic and healthy workplace setting and takes necessary steps to<br />

prevent accidents and injury arising out of, linked with or occurring in the course of work or as result of<br />

the operation of contractor’s facilities. <strong>The</strong> contractor has systems to detect, avoid and respond to<br />

potential risks to the safety and health of all employees.<br />

‣ Develop and implement processes and procedures to reduce or eliminate the risk associated<br />

with the operation of powered motor vehicles and pedestrian traffic. Contractor must comply<br />

with requirements as outlined in this standard or relevant local laws and regulations, whichever<br />

is more stringent.<br />

RESPONSIBILITIES<br />

Location Manager must ensure that the powered motor vehicle program (PMV) procedures are<br />

developed, implemented and followed.<br />

HSE Representative must establish, maintain and administer the PMV procedures, training and<br />

preventative maintenance.<br />

Managers and Supervisors must ensure that employees are trained and adhere to the requirements of<br />

the PMV procedures.<br />

Employees must adhere to the requirements of the PMV procedures and training.<br />

DEFINITIONS<br />

• Powered Motor Vehicle (PMV) is any mobile power propelled vehicle used to carry, push, pull, lift,<br />

stack or tier materials. <strong>The</strong>y are commonly known as forklifts, pallet trucks, tractors, platform lift trucks,<br />

motorized hand trucks, rider trucks fork trucks and lift trucks.<br />

REQUIREMENTS<br />

1. RISK ASSESSMENT—Each facility must have a documented PMV risk assessment that includes:<br />

a. Identification of all PMV’s and associated hazards.<br />

b. Evaluation of the risk associated with the PMV’s.<br />

c. Identification of control measures to eliminate or reduce the risk.<br />

2. PROCEDURES—Each location must implement a powered motor vehicle program which covers as a<br />

minimum the following:<br />

a. Vehicle safety requirements:<br />

• Load capacity visibly marked.<br />

• Restraint system.<br />

• Warning system (e.g., lights, alarm, or horn).<br />

• Protection from falling objects in high lift areas.<br />

• Safe operating procedures and behaviors.<br />
