CONTROL OF HAZARDOUS ENERGY<br />

STANDARD<br />

<strong>The</strong> contractor provides a safe, hygienic and healthy workplace setting and takes necessary steps to<br />

prevent accidents and injury arising out of, linked with or occurring in the course of work or as result of<br />

the operation of contractor’s facilities. <strong>The</strong> contractor has systems to detect, avoid and respond to<br />

potential risks to the safety and health of all employees.<br />

‣ Develop and implement processes and procedures for lockout/tagout (LOTO) of machinery<br />

and equipment to ensure the control of hazardous energy.<br />

RESPONSIBILITIES<br />

Location Manager must ensure that the LOTO procedures are developed, implemented and followed.<br />

HSE Representative must establish, maintain and administer the LOTO processes and procedures.<br />

Managers & Supervisors must ensure that employees are trained and adhere to the requirements of the<br />

LOTO processes and procedures.<br />

Employees must adhere to the requirements of the LOTO processes and procedures.<br />

DEFINITIONS<br />

• Hazardous energy is any stored or residual energy in machinery that may cause harm as a result of<br />

unexpected energizing start up or release of stored energy. This includes electrical energy, thermal<br />

energy, chemical reactions, mechanical motion, potential or stored energy.<br />

• Lockout/tagout (LOTO) refers to specific practices and procedures to safeguard employees from<br />

the unexpected energization or startup of machinery and equipment, or the release of hazardous<br />

energy during service or maintenance activities.<br />

REQUIREMENTS<br />

1. RISK ASSESSMENT—Each facility must have a documented annual risk assessment performed which<br />

includes as a minimum:<br />

a. Identification of equipment, tasks (e.g. installation, maintenance, inspection, cleaning or repair<br />

of machinery or equipment) and their associated hazards resulting from uncontrolled hazardous<br />

energy sources.<br />

b. Evaluation of risks associated with hazardous energy.<br />

c. Control measures to reduce or eliminate risks (e.g. LOTO procedures).<br />

2. POLICIES & PROCEDURES—Each facility must implement procedures to reduce or eliminate the risk<br />

associated with the control of hazardous energy. Procedures must cover, as a minimum, the<br />

following:<br />

a. Machine specific LOTO procedures must be documented for equipment with multiple energy<br />

sources.<br />
