EMERGENCY ACTION<br />

STANDARD<br />

<strong>The</strong> contractor provides a safe, hygienic and healthy workplace setting and takes necessary steps to<br />

prevent accidents and injury arising out of, linked with or occurring in the course of work or as result of<br />

the operation of contractor’s facilities. <strong>The</strong> contractor has systems to detect, avoid and respond to<br />

potential risks to the safety and health of all employees.<br />

‣ Develop and implement processes and procedures to respond to potential events that can<br />

lead to an emergency.<br />

RESPONSIBILITIES<br />

Location Manager must ensure that the emergency action and planning policy and procedures are<br />

developed, implemented and followed.<br />

HSE Representative must establish, maintain and administer emergency action and planning policy<br />

and procedures.<br />

Managers and Supervisors must ensure that employees are trained and adhere to the requirements of<br />

the emergency action and planning policy and procedures.<br />

Employees must adhere to the requirements of the emergency action and planning policy and<br />

procedures.<br />

REQUIREMENTS<br />

1. RISK ASSESSMENT—Each facility must have a documented annual risk assessment performed for<br />

emergency situations which includes as a minimum:<br />

a. Identification of events that may lead to an emergency situation. (e.g. fire, bomb threat, social<br />

dispute, air pollution, kidnapping/hostage, flood, tsunami, earthquake, hurricane, medical, etc.).<br />

b. Evaluation of risk associated with each emergency situation.<br />

c. Identification of control measures required to reduce or eliminate risk (e.g. emergency plans,<br />

training, alarm system, control center, etc).<br />

2. POLICIES & PROCEDURES—Each facility must have developed and implemented written emergency<br />

action and planning procedures. At a minimum, procedures must include:<br />

a. Names or job titles of persons who can be contacted for further information or explanation of<br />

duties regarding the plan.<br />

b. Roles and responsibilities of emergency personnel (including command and control).<br />

c. Means to report emergencies including posting of emergency numbers.<br />

d. Evacuation procedures and posted plans (for emergencies that require evacuation).<br />

e. Identification and provisions for employees who remain to operate critical plant equipment or<br />

operations before they evacuate.<br />

f. Identification and provisions for assisting handicapped individuals.<br />
