2012/070 Fundraising<br />

Tom Shebbeare led a discussi<strong>on</strong> <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> criteria/questi<strong>on</strong>s to be answered in order to draw up a fundraising<br />

str<str<strong>on</strong>g>at</str<strong>on</strong>g>egy:<br />

(a) Wh<str<strong>on</strong>g>at</str<strong>on</strong>g> do we need <str<strong>on</strong>g>the</str<strong>on</strong>g> m<strong>on</strong>ey for? – wh<str<strong>on</strong>g>at</str<strong>on</strong>g> is <str<strong>on</strong>g>the</str<strong>on</strong>g> community’s wish list? Wh<str<strong>on</strong>g>at</str<strong>on</strong>g> have o<str<strong>on</strong>g>the</str<strong>on</strong>g>r villages d<strong>on</strong>e to<br />

improve <str<strong>on</strong>g>the</str<strong>on</strong>g>ir communities? – new/refurbished village hall; allotments; planting; self-build; community<br />

shops/café etc.? Faringd<strong>on</strong> are <str<strong>on</strong>g>the</str<strong>on</strong>g> <strong>on</strong>ly o<str<strong>on</strong>g>the</str<strong>on</strong>g>r VWHDC community doing a Neighbourhood Plan <str<strong>on</strong>g>at</str<strong>on</strong>g><br />

present. Funding needed not just to write <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Drayt<strong>on</strong></str<strong>on</strong>g><str<strong>on</strong>g>2020</str<strong>on</strong>g> Plan, but to make it a reality. VWHDC may<br />

give us c.£10k for <str<strong>on</strong>g>the</str<strong>on</strong>g> plan, and <str<strong>on</strong>g>the</str<strong>on</strong>g> Parish Council/DCT can probably fund <str<strong>on</strong>g>the</str<strong>on</strong>g> rest <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> plan costs.<br />

Fundraising will be aimed getting grants from e.g. Lottery Funding, TOE2 (e.g. for biodiversity<br />

survey?), charities and found<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s, individual (gift aided?) d<strong>on</strong><str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s and community fundraising<br />

events.<br />

(b) Wh<str<strong>on</strong>g>at</str<strong>on</strong>g> is <str<strong>on</strong>g>the</str<strong>on</strong>g> time period for <str<strong>on</strong>g>the</str<strong>on</strong>g> fundraising plan – 5 years; 10 years? When should we start?<br />

(c) Who will <str<strong>on</strong>g>the</str<strong>on</strong>g> fundraisers be? – Parish Council/<str<strong>on</strong>g>Drayt<strong>on</strong></str<strong>on</strong>g> Community Trust/O<str<strong>on</strong>g>the</str<strong>on</strong>g>r legal body set up for <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

purpose?<br />

ACTION: Tom Shebbeare and Clerk to meet to draw up a draft fundraising plan to discuss <str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> next<br />

2012/071 Housing<br />

(a) Criteria for dealing with planning applic<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>s for new housing. The draft document from Daniel<br />

Scharf had been circul<str<strong>on</strong>g>at</str<strong>on</strong>g>ed to <str<strong>on</strong>g>Steering</str<strong>on</strong>g> <str<strong>on</strong>g>Group</str<strong>on</strong>g> members toge<str<strong>on</strong>g>the</str<strong>on</strong>g>r with a covering document drafted by<br />

John Scott. It was agreed:<br />

(i) John Scott’s cover document should form a short Executive Summary to <str<strong>on</strong>g>the</str<strong>on</strong>g> main document, so<br />

th<str<strong>on</strong>g>at</str<strong>on</strong>g> residents could understand <str<strong>on</strong>g>the</str<strong>on</strong>g> purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> document and it main points quickly, without<br />

having to understand <str<strong>on</strong>g>the</str<strong>on</strong>g> planning language in which <str<strong>on</strong>g>the</str<strong>on</strong>g> main document had to be cast to<br />

comply with n<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al and local planning requirements<br />

(ii) Daniel Scharf and Richard Williams will draft <str<strong>on</strong>g>the</str<strong>on</strong>g> final revisi<strong>on</strong>s to <str<strong>on</strong>g>the</str<strong>on</strong>g> document over <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

weekend, and will present it for adopti<strong>on</strong> <str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Parish Council meeting <strong>on</strong> M<strong>on</strong>day 3 rd<br />

Specific preferred development sites would not be identified <str<strong>on</strong>g>at</str<strong>on</strong>g> this stage.<br />

Design criteria (e.g. uniqueness; character) will be added in by Richard Williams, taking ideas<br />

from <str<strong>on</strong>g>the</str<strong>on</strong>g> Design Council Seminar <str<strong>on</strong>g>at</str<strong>on</strong>g>tended <str<strong>on</strong>g>the</str<strong>on</strong>g> previous week by Andrew Bax/Janet<br />

manning/Richard Williams and <str<strong>on</strong>g>the</str<strong>on</strong>g> Clerk.<br />

Phasing/max size <str<strong>on</strong>g>of</str<strong>on</strong>g> site. These issues were left unresolved for Daniel/Richard Williams to<br />

discuss with <str<strong>on</strong>g>the</str<strong>on</strong>g> Parish Council<br />

(b) Manor Farm development. Earl <str<strong>on</strong>g>of</str<strong>on</strong>g> Plymouth. Daniel Scharf had been prevented from reaching<br />

Bridgew<str<strong>on</strong>g>at</str<strong>on</strong>g>er by floods stopping trains <str<strong>on</strong>g>at</str<strong>on</strong>g> Bristol, but had had a l<strong>on</strong>g teleph<strong>on</strong>e discussi<strong>on</strong> with Michael<br />

Lawley, <str<strong>on</strong>g>of</str<strong>on</strong>g> Cooke & Arkwright, agents for Earl <str<strong>on</strong>g>of</str<strong>on</strong>g> Plymouth Est<str<strong>on</strong>g>at</str<strong>on</strong>g>es. The EoP are also having a re-think<br />

<strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g> Manor Farm development and are negoti<str<strong>on</strong>g>at</str<strong>on</strong>g>ing with <str<strong>on</strong>g>the</str<strong>on</strong>g> OCC County Surveyor to see if road entry<br />

to <str<strong>on</strong>g>the</str<strong>on</strong>g> new housing could be <str<strong>on</strong>g>of</str<strong>on</strong>g>f Abingd<strong>on</strong> Road, opposite Hilli<str<strong>on</strong>g>at</str<strong>on</strong>g> Fields. They are also looking afresh <str<strong>on</strong>g>at</str<strong>on</strong>g><br />

<str<strong>on</strong>g>the</str<strong>on</strong>g> number and type <str<strong>on</strong>g>of</str<strong>on</strong>g> housing. This could be win-win for <str<strong>on</strong>g>the</str<strong>on</strong>g> village, since <str<strong>on</strong>g>the</str<strong>on</strong>g> idea <str<strong>on</strong>g>of</str<strong>on</strong>g> a village<br />

green/village hall/sheltered/affordable housing within <str<strong>on</strong>g>the</str<strong>on</strong>g> Manor Farm development might now be<br />

negotiable with a new layout design. Daniel Scharf reported th<str<strong>on</strong>g>at</str<strong>on</strong>g> EoP are amenable to ideas being put to<br />

<str<strong>on</strong>g>the</str<strong>on</strong>g>m; th<str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> community c<strong>on</strong>tributi<strong>on</strong> (currently £130k plus some public space) might still be <str<strong>on</strong>g>at</str<strong>on</strong>g>tained<br />

without need to change <str<strong>on</strong>g>the</str<strong>on</strong>g> road layout <str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Green; th<str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> site would still be c<strong>on</strong>strained by its<br />

positi<strong>on</strong> in <str<strong>on</strong>g>the</str<strong>on</strong>g> C<strong>on</strong>serv<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> Area and <str<strong>on</strong>g>the</str<strong>on</strong>g>refore subject to stricter planning c<strong>on</strong>trol.<br />

ACTION: Tom Shebbeare to talk to Mike Habermehl to see if his designs for <str<strong>on</strong>g>the</str<strong>on</strong>g> Village Centre could<br />

be submitted to EoP in a simplified and summary form (e.g. 1 side A4?), including <str<strong>on</strong>g>the</str<strong>on</strong>g> road entry from<br />

Abingd<strong>on</strong> Road<br />

(c) SOHA. The Clerk had c<strong>on</strong>tacted SOHA and a reply was awaited.<br />

2012/072 Working <str<strong>on</strong>g>Group</str<strong>on</strong>g>s<br />

(a) Look and Feel (C<strong>on</strong>vener: Janet Manning) and Work and Play (C<strong>on</strong>vener: Oen<strong>on</strong>e Grant). This<br />

joint group had poised its meetings but would be engaging with <str<strong>on</strong>g>the</str<strong>on</strong>g> community through <str<strong>on</strong>g>the</str<strong>on</strong>g> FODSA<br />

School Christmas Fair and by looking <str<strong>on</strong>g>at</str<strong>on</strong>g> listing <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Drayt<strong>on</strong></str<strong>on</strong>g> businesses to make c<strong>on</strong>tact with <str<strong>on</strong>g>the</str<strong>on</strong>g>m.<br />

(b) Sustainability (C<strong>on</strong>vener: Dianne Dunsd<strong>on</strong>). Next meeting is to be <str<strong>on</strong>g>held</str<strong>on</strong>g> <strong>on</strong> Wed 5 th December. The<br />

next area <str<strong>on</strong>g>of</str<strong>on</strong>g> work would be to look <str<strong>on</strong>g>at</str<strong>on</strong>g> biodiversity issues and w<str<strong>on</strong>g>at</str<strong>on</strong>g>er management.<br />

(c) Transport (C<strong>on</strong>vener: Christine West) will meet next <strong>on</strong> Tuesday 13 th December, 6.30 p.m.<br />

2012/073 Biodiversity/Envir<strong>on</strong>mental Survey<br />

Inform<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> had been ga<str<strong>on</strong>g>the</str<strong>on</strong>g>red from <str<strong>on</strong>g>the</str<strong>on</strong>g> 1990’s-2005 surveys coll<str<strong>on</strong>g>at</str<strong>on</strong>g>ed by John Killick and circul<str<strong>on</strong>g>at</str<strong>on</strong>g>ed. There was<br />

also some inform<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> from <str<strong>on</strong>g>the</str<strong>on</strong>g> old canal-side from <str<strong>on</strong>g>the</str<strong>on</strong>g> Berks & Wilts Canal Trust. It was thought th<str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

Abingd<strong>on</strong> N<str<strong>on</strong>g>at</str<strong>on</strong>g>uralist Society might be engaged <str<strong>on</strong>g>at</str<strong>on</strong>g> some point, and th<str<strong>on</strong>g>at</str<strong>on</strong>g> advice could be obtained from Cynth<br />

Napper (Oxfordshire N<str<strong>on</strong>g>at</str<strong>on</strong>g>ure C<strong>on</strong>serv<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>), whom <str<strong>on</strong>g>the</str<strong>on</strong>g> Clerk had c<strong>on</strong>tacted and who had produced a<br />

‘Community and parish Guide to Biodiversity’. Cynth was willing to come to speak to a <str<strong>on</strong>g>Drayt<strong>on</strong></str<strong>on</strong>g> group, <strong>on</strong>ce it<br />

had been decided who/how any work could be undertaken. Funding (up to £10k?) might be obtained for a<br />

biodiversity study from TOE2. The Sustainability <str<strong>on</strong>g>Group</str<strong>on</strong>g> will look <str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>se issues.<br />

2012/074 Wiltshire & Berks Canal Restor<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong><br />

The Clerk reported th<str<strong>on</strong>g>at</str<strong>on</strong>g> he had been in touch with Marin Buckland <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Wilts & Berks Canal Restor<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong><br />

Trust. Martin was resp<strong>on</strong>sible for <str<strong>on</strong>g>the</str<strong>on</strong>g> Abingd<strong>on</strong> secti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> Canal, and would be happy to speak to<br />

Dr<str<strong>on</strong>g>at</str<strong>on</strong>g><strong>on</strong><str<strong>on</strong>g>2020</str<strong>on</strong>g>/<str<strong>on</strong>g>the</str<strong>on</strong>g> Parish Council. At present <str<strong>on</strong>g>the</str<strong>on</strong>g> positi<strong>on</strong> was th<str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> canal was a design<str<strong>on</strong>g>at</str<strong>on</strong>g>ed l<strong>on</strong>g distance<br />

footp<str<strong>on</strong>g>at</str<strong>on</strong>g>h. Its future restor<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> al<strong>on</strong>g its original route was included in <str<strong>on</strong>g>the</str<strong>on</strong>g> current VWHDC Local Plan, and this<br />

is expected to be carried into <str<strong>on</strong>g>the</str<strong>on</strong>g> next Local Plan. The route may have to be diverted in <str<strong>on</strong>g>the</str<strong>on</strong>g> <str<strong>on</strong>g>Drayt<strong>on</strong></str<strong>on</strong>g> area if<br />

Thames W<str<strong>on</strong>g>at</str<strong>on</strong>g>er get permissi<strong>on</strong> to build a reservoir. This should be known in <str<strong>on</strong>g>the</str<strong>on</strong>g> next few m<strong>on</strong>ths, as TW<br />

produce <str<strong>on</strong>g>the</str<strong>on</strong>g>ir new W<str<strong>on</strong>g>at</str<strong>on</strong>g>er Management Plan. If <str<strong>on</strong>g>the</str<strong>on</strong>g> reservoir is built, TW will have to provide for <str<strong>on</strong>g>the</str<strong>on</strong>g> canal<br />

restor<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> <strong>on</strong> a parallel route, and it would form part <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g>ir overflow channel str<str<strong>on</strong>g>at</str<strong>on</strong>g>egy. Grants were available<br />

for <str<strong>on</strong>g>the</str<strong>on</strong>g> canal restor<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong> project, but <str<strong>on</strong>g>the</str<strong>on</strong>g>y needed to be pump-primed by local support, so <str<strong>on</strong>g>the</str<strong>on</strong>g> Trust was keen to<br />

engage with <str<strong>on</strong>g>Drayt<strong>on</strong></str<strong>on</strong>g><str<strong>on</strong>g>2020</str<strong>on</strong>g>/The Parish Council. Daniel Scharf had also been in touch <str<strong>on</strong>g>at</str<strong>on</strong>g> n<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>al level with Ken<br />

Oliver (Canal Officer, Wilts & Berks canal Trust) who had agreed to come to speak to <str<strong>on</strong>g>the</str<strong>on</strong>g> Parish Council <strong>on</strong> 4 th<br />

2012/075 Publicity<br />

(a) Design Council Workshop. This workshop had presented several case studies <strong>on</strong> neighbourhood plans.<br />

The less<strong>on</strong> was to use many and varied forms <str<strong>on</strong>g>of</str<strong>on</strong>g> communic<str<strong>on</strong>g>at</str<strong>on</strong>g>i<strong>on</strong>. Small face to face meetings <strong>on</strong> <str<strong>on</strong>g>the</str<strong>on</strong>g><br />

street, using a mobile ‘A’ board, was <strong>on</strong>e method. Going to community group meetings was ano<str<strong>on</strong>g>the</str<strong>on</strong>g>r.<br />

It was agreed th<str<strong>on</strong>g>at</str<strong>on</strong>g> outdoor promoti<strong>on</strong>s were probably best left to <str<strong>on</strong>g>the</str<strong>on</strong>g> spring wea<str<strong>on</strong>g>the</str<strong>on</strong>g>r (April <strong>on</strong>wards). A<br />

community night should be organised for around 1 st April.<br />

(b) Facebook/Twitter. It was suggested th<str<strong>on</strong>g>at</str<strong>on</strong>g> <str<strong>on</strong>g>the</str<strong>on</strong>g> DAMASCUS group might be approached to help.<br />
