4.7 Small and medium enterprises<br />

Goal:<br />

Develop and promote small an d medium enterprises<br />

Introduction<br />

Economic growth based on extract<strong>in</strong>g natural resources is unsusta<strong>in</strong>able <strong>in</strong> the longer term. Therefore there<br />

needs to be a strong focus on develop<strong>in</strong>g other sectors of the economy through the private sector and small<br />

and medium enterprises (SME) <strong>in</strong> particular. SMEs are vital if PNG is to realise development that is broadbased<br />

and susta<strong>in</strong>able. SMEs generate enormous benefits at many levels, such as jobs and wealth creation.<br />

They also help to promote self-reliance and reduce poverty by support<strong>in</strong>g susta<strong>in</strong>able livelihoods.<br />

The development of SMEs <strong>in</strong> PNG has not been robust due to policy, <strong>in</strong>stitutional, environmental and<br />

structural impediments. In promot<strong>in</strong>g SMEs, the Government has to create an enabl<strong>in</strong>g environment and<br />

improve support services. Currently, the number of SMEs <strong>in</strong> PNG, which mostly comprises of tucker shops<br />

(48%), is 16,500. None of these SMEs unfortunately are <strong>in</strong>volved <strong>in</strong> overseas operations.<br />

MTDP <strong>2011</strong>-<strong>2015</strong><br />

The first MTDP <strong>2011</strong>-<strong>2015</strong> will set the policy and legislative framework to establish an enabl<strong>in</strong>g environment<br />

for SMEs to prosper. It will focus on review<strong>in</strong>g and improv<strong>in</strong>g the exist<strong>in</strong>g SBDC Act 1990, SME Policy 1998<br />

and trade policies with a view to facilitate an export driven focus and SME promotion. In addition to<br />

develop<strong>in</strong>g robust SME policies and establish<strong>in</strong>g the legislative framework to guide the growth of SMEs, the<br />

MTDP <strong>2011</strong>-<strong>2015</strong> also aims to build capacity through exist<strong>in</strong>g tra<strong>in</strong><strong>in</strong>g programs such as “Know About<br />

Bus<strong>in</strong>ess” (KAB), “Start, Improve your Bus<strong>in</strong>ess” (SIYB), SIC and “Women <strong>in</strong> Textile Tra<strong>in</strong><strong>in</strong>g.” Compared to<br />

basel<strong>in</strong>e data of 16,500 SMEs employ<strong>in</strong>g 82,500 people, the first MTDP has a set target of achiev<strong>in</strong>g 21,000<br />

SMEs employ<strong>in</strong>g 105,000 people by <strong>2015</strong>, with 3 SMEs operat<strong>in</strong>g overseas by <strong>2015</strong>.<br />

The SBDC is the Government’s support agency under the coord<strong>in</strong>ation of the Department of Commerce and<br />

Industry (DCI) <strong>in</strong> promot<strong>in</strong>g SME development.<br />

Build<strong>in</strong>g on MTDP <strong>2011</strong>-<strong>2015</strong><br />

Subsequent MTDPs will focus on achiev<strong>in</strong>g the targets set for <strong>2015</strong> and onwards with the sector strategies<br />

identified <strong>in</strong> the PNGDSP 2010-2030 to promote SME development. They will play a vital role <strong>in</strong> improv<strong>in</strong>g<br />

support services for SMEs, draw<strong>in</strong>g from the deliverables outl<strong>in</strong>ed <strong>in</strong> the first MTDP <strong>2011</strong>-<strong>2015</strong>. Under the<br />

exist<strong>in</strong>g bus<strong>in</strong>ess development programs of SBDC, successive MTDPs will cont<strong>in</strong>ue to improve SMEs access to<br />

credit f<strong>in</strong>ance, with the expansion of microf<strong>in</strong>ance facilities across the prov<strong>in</strong>ces. There will also be <strong>in</strong>creased<br />

market<strong>in</strong>g and promotion of SMEs towards a competitive <strong>in</strong>dustry that is able to participate <strong>in</strong> a globally<br />

challeng<strong>in</strong>g environment.<br />

Subsequent MTDPs will enable creation of jobs, wealth and susta<strong>in</strong>able livelihoods <strong>in</strong> reduc<strong>in</strong>g poverty and<br />

promot<strong>in</strong>g self-reliance, thus ultimately achiev<strong>in</strong>g the overarch<strong>in</strong>g goal of the PNGDSP 2010-2030 which is “a<br />

quality of life for all <strong>Papua</strong> <strong>New</strong> Gu<strong>in</strong>eans”.<br />

Challenges <strong>in</strong> implementation<br />

There are several constra<strong>in</strong>ts that will imp<strong>in</strong>ge on development and growth of SMEs. These are identified as:<br />

· lack of human resource capacity and development;<br />

· lack of <strong>in</strong>formation dissem<strong>in</strong>ation and knowledge of bus<strong>in</strong>ess opportunities;<br />

· lack of access to markets and f<strong>in</strong>ancial credit;<br />

· lack of f<strong>in</strong>ancial and appropriate technological resources;<br />

· lack of adequate <strong>in</strong>frastructure;<br />

· policy <strong>in</strong>coherence; and<br />

· complexity of adm<strong>in</strong>istrative procedures.<br />
