Introduc<strong>in</strong>g the MTDP<br />

Let me take this opportunity to <strong>in</strong>troduce the first <strong>Medium</strong> <strong>Term</strong> <strong>Development</strong><br />

<strong>Plan</strong> (MTDP) <strong>2011</strong>-<strong>2015</strong> for <strong>Papua</strong> <strong>New</strong> Gu<strong>in</strong>ea (PNG) and briefly highlight what it<br />

sets out to achieve. The MTDP <strong>2011</strong>-<strong>2015</strong> is the first of four roll<strong>in</strong>g <strong>Medium</strong> <strong>Term</strong><br />

<strong>Development</strong> <strong>Plan</strong>s to implement the <strong>Papua</strong> <strong>New</strong> Gu<strong>in</strong>ea <strong>Development</strong> Strategic<br />

<strong>Plan</strong> (PNGDSP), 2010-2030. The PNGDSP clearly sets out the 20-year strategies<br />

and targets to achieve Vision 2050. This first MTDP will be a crucial foundation<br />

and its implementation will be monitored closely.<br />

This MTDP is revolutionary. Emphasis is no longer on expenditure priorities, as it<br />

was under its predecessor plan (MTDS 2006-2010). It is a policy driven plan,<br />

supported by specific targets and projected estimated cost<strong>in</strong>gs to achieve the<br />

desired results. The last MTDS revolutionised plann<strong>in</strong>g and budget<strong>in</strong>g practices <strong>in</strong><br />

PNG as for the first time it prioritised budgetary resources to priority areas under the development budget.<br />

The MTDS review <strong>in</strong>dicated that sectoral alignments <strong>in</strong> terms of the size of budgetary resources meet<strong>in</strong>g the<br />

expenditure priorities has been significant, with close to 80 per cent of resources over the last 5 years be<strong>in</strong>g<br />

spent on MTDS priorities. Lessons learnt from the MTDS period 2005-2010 has helped us to design this<br />

MTDP better by sett<strong>in</strong>g clear sectoral strategies, targets, <strong>in</strong>dicative resource requirements and clarify<strong>in</strong>g the<br />

agencies responsible for deliver<strong>in</strong>g results.<br />

This MTDP is also designed follow<strong>in</strong>g the sequenc<strong>in</strong>g pr<strong>in</strong>ciples detailed <strong>in</strong> the PNGDSP, 2010-2030. Its theme<br />

will be to improve and develop the governance and <strong>in</strong>stitutional capacity together with essential <strong>in</strong>frastructure<br />

and the necessary policy mix required to prepare PNG to advance <strong>in</strong>to higher productivity and improve the<br />

quality of life of all <strong>Papua</strong> <strong>New</strong> Gu<strong>in</strong>eans. The emphasis will now be on gett<strong>in</strong>g the preconditions right, the<br />

basic <strong>in</strong>frastructure, <strong>in</strong>stitutions, and systems and processes to a compatible standard to pave the way for<br />

effective service delivery and private sector led growth. A significant amount of resources <strong>in</strong> the first 5 years<br />

will be focused on improv<strong>in</strong>g the efficiency and governance of the <strong>in</strong>stitutions that deliver services as well as<br />

open<strong>in</strong>g up and expand<strong>in</strong>g the productive capacity of the economy through transport and <strong>in</strong>frastructural<br />

connectivity.<br />

With a clear theme, this MTDP sets out projected estimates of costs for strategies and outl<strong>in</strong>es targets for all<br />

sectors to work towards achiev<strong>in</strong>g the k<strong>in</strong>d of development outcome the PNGDSP demands. The sett<strong>in</strong>g of<br />

clear deliverable targets has shifted the focus away from Treasury and <strong>Plan</strong>n<strong>in</strong>g Departments to implement<strong>in</strong>g<br />

agencies. The limelight is now on implement<strong>in</strong>g agencies, government <strong>in</strong>stitutions, prov<strong>in</strong>ces and districts to<br />

deliver results. Under the MTDP, implement<strong>in</strong>g agencies will be held accountable as to whether they are<br />

deliver<strong>in</strong>g results or not. The MTDP provides the clarity and justifies the resources for sectoral plans,<br />

strategies, programs, <strong>in</strong>vestment and activities. It calls for performance <strong>in</strong> terms of deliver<strong>in</strong>g the desired<br />

results and promotes a performance-based culture throughout the public service system. It will impose an<br />

obligation for <strong>in</strong>stitutional restructur<strong>in</strong>g and alignment to achieve the set deliverable targets, and tie <strong>in</strong><br />

contracts of heads of agencies to perform. This also provides the basis for effective monitor<strong>in</strong>g of sectoral<br />

performance by the Department of National <strong>Plan</strong>n<strong>in</strong>g and Monitor<strong>in</strong>g.<br />

It is now necessary and mandatory for all the agencies and <strong>in</strong>stitutions of the Government to align their<br />

plans, strategies, programs and activities to the <strong>Medium</strong> <strong>Term</strong> <strong>Development</strong> <strong>Plan</strong>, <strong>2011</strong>-<strong>2015</strong>. The fund<strong>in</strong>g to<br />

sectors start<strong>in</strong>g <strong>in</strong> <strong>2011</strong> will be based on a process of annualis<strong>in</strong>g programs and activities to achieve the<br />

strategies and deliverable targets. With collaboration, tireless effort and determ<strong>in</strong>ation we will be able to<br />

transform PNG <strong>in</strong>to a middle-<strong>in</strong>come country with an improved quality of life for all citizens. The time and<br />

avenue to start is MTDP <strong>2011</strong>-<strong>2015</strong>. Let us now beg<strong>in</strong> because a step at a time will take us on the journey to<br />

our dest<strong>in</strong>y.<br />
