Effective financial management is essential for ensuring resources are well utilised. Managing the implementation of activities, especially under the development budget has not been effective in the past and must be resolved to ensure the effectiveness of expenditure on law and order. Considerable attention has been given in the past to organisational governance and structure, but with little return in terms of the indicators of crime and justice. In the future, a balance must be struck between finding the ideal structure and getting on with the job. This challenge is best approached by ensuring the sector is led by experienced and well paid Papua New Guineans who are committed to a sector wide approach and who will work tirelessly to achieve a safe and just society for all. 24
