The Land Group Incorporation (Amendment) Act and the Land Registration (Customary) (Amendment) Act<br />
will be fully implemented with<strong>in</strong> the medium term.<br />
· Alienated land development – Weak adm<strong>in</strong>istration and land use plann<strong>in</strong>g is prevent<strong>in</strong>g the effective<br />
development of alienated land. The work on improv<strong>in</strong>g land adm<strong>in</strong>istration will therefore be crucial <strong>in</strong><br />
the development of alienated land, <strong>in</strong>clud<strong>in</strong>g develop<strong>in</strong>g market based mechanisms for releas<strong>in</strong>g land<br />
to developers.<br />
· Dispute resolution – The work on dispute resolution will be pursued <strong>in</strong> alignment and coord<strong>in</strong>ation<br />
with work on land adm<strong>in</strong>istration and customary land development.<br />
· Institutional development and capacity build<strong>in</strong>g – Institutional development and capacity build<strong>in</strong>g<br />
will be undertaken to strengthen partner agency operational and management capacity. This<br />
component will <strong>in</strong>clude land related tra<strong>in</strong><strong>in</strong>g and education. The NLDP Office will be operational and<br />
will coord<strong>in</strong>ate the various aspects of the land program <strong>in</strong> the first five years.<br />
· Land use plann<strong>in</strong>g – The Government will develop a Land Use <strong>Plan</strong>n<strong>in</strong>g Scheme to guide the best use<br />
of land. This will ensure that the natural environment support<strong>in</strong>g the diverse culture is protected, that<br />
a particular economic activity is suitable for the designated parcel of land, and that there is<br />
susta<strong>in</strong>able economic development.<br />
· Hous<strong>in</strong>g and land – The hous<strong>in</strong>g shortage has a strong correlation with the land shortage. Therefore<br />
the Government will need to address land supply as the first step <strong>in</strong> address<strong>in</strong>g hous<strong>in</strong>g.<br />
· Supply of skilled land planners and surveyors – Increas<strong>in</strong>g the supply of the required numbers of<br />
key skilled personnel <strong>in</strong> land management will require expansion of both physical <strong>in</strong>frastructure and<br />
spaces <strong>in</strong> the tertiary education system <strong>in</strong> PNG.<br />
Challenges <strong>in</strong> implementation<br />
The MTDP will emphasise effective implementation of the NLDP to deliver on the key result areas. There are<br />
many challenges and obstacles fac<strong>in</strong>g the implementation of land reform. They <strong>in</strong>clude build<strong>in</strong>g the support of<br />
NGOs, secur<strong>in</strong>g adequate fund<strong>in</strong>g for the program, and obta<strong>in</strong><strong>in</strong>g active participation and commitment by<br />
implement<strong>in</strong>g agencies.<br />
Another important risk is that foreign <strong>in</strong>fluences could beg<strong>in</strong> to underm<strong>in</strong>e the current PNG driven land<br />
reform <strong>in</strong>itiatives. The current NLDP is driven by the PNG government and must cont<strong>in</strong>ue to be driven by PNG<br />
<strong>in</strong> order to manage well the cultural sensitivities and obta<strong>in</strong> outcomes appropriate and effective for PNG.<br />
