8.3 Monitor<strong>in</strong>g and evaluation with<strong>in</strong> DNPM<br />

As part of implement<strong>in</strong>g the PNGDSP 2010-2030 through MTDPs, DNPM will develop and <strong>in</strong>stitutionalise an<br />

elaborate Monitor<strong>in</strong>g and Evaluation (M&E) system that utilises best practice <strong>in</strong>formation and communication<br />

technology to monitor performance.<br />

To start this process, the Department has already established regional offices <strong>in</strong> Kokopo for the <strong>New</strong> Gu<strong>in</strong>ea<br />

Islands Region, Kundiawa for the Highlands Region, Madang for the Momase Region and Port Moresby for the<br />

Southern Region, with the view to effectively monitor project <strong>in</strong>puts and outputs. The Prov<strong>in</strong>cial Liaison and<br />

Monitor<strong>in</strong>g Division (PLMD) will be the ‘eyes and ears on the ground’ to ensure that monies for sectoral<br />

programs and projects under the Public Investment Program, <strong>in</strong>clud<strong>in</strong>g grants and loan funded programs, are<br />

used for their <strong>in</strong>tended purpose.<br />

Officers from the PLMD will carry out regular monitor<strong>in</strong>g visits and will solicit support from other l<strong>in</strong>e<br />

agencies and prov<strong>in</strong>cial and district adm<strong>in</strong>istration plann<strong>in</strong>g offices to augment monitor<strong>in</strong>g efforts. Monitor<strong>in</strong>g<br />

visits will range from 7 to 10 days per month. Officers will not only focus on the quantity of project<br />

deliverables, but the quality as well, ensur<strong>in</strong>g that <strong>in</strong>terventions are meet<strong>in</strong>g targeted standards. Through<br />

such processes timely <strong>in</strong>formation will flow back to the central database for process<strong>in</strong>g.<br />

Monitor<strong>in</strong>g of the relationship between outputs and outcomes will be a collaborative approach across the<br />

department <strong>in</strong>volv<strong>in</strong>g sectoral teams and officers from, PLMD and Policy w<strong>in</strong>g. Inputs from the sectoral<br />

agencies, key stakeholders and local level government will constitute an <strong>in</strong>tegral part of this activity.<br />

Evaluation of expenditure will be a jo<strong>in</strong>t exercise between PLMD, sectoral teams and the policy w<strong>in</strong>g, as a<br />

sequential cha<strong>in</strong> of expected impacts, outcomes and outputs is required to develop an evaluation report.<br />

Periodic impact assessments, with various stakeholders, and post completion reviews of specific projects and<br />

programs will be carried out to identify a traceable “result cha<strong>in</strong>” from <strong>in</strong>puts through to impacts of each<br />

project and program.<br />

The table below gives the focus areas of M&E dur<strong>in</strong>g and after implementation of MTDP <strong>2011</strong>-<strong>2015</strong>.<br />

The results of the monitor<strong>in</strong>g and evaluation activities will be published annually, over the next five years, <strong>in</strong><br />

the form of a MTDP Results Monitor<strong>in</strong>g Framework (MRMF). This publication will report on the trends<br />

result<strong>in</strong>g from the Government’s annual development budget expenditure and will plot the progress towards<br />

reach<strong>in</strong>g the higher order PNGDSP objectives.<br />
