6.2.3 <strong>Development</strong> partners<br />

Goal:<br />

Strong and decisive leadersh ip <strong>in</strong> driv<strong>in</strong>g the aid program forw ard to achieve susta<strong>in</strong>able<br />

economic growth<br />

Currently, PNG receives overseas development assistance from five bilateral donors — Australia (AusAID),<br />

Japan (JICA/JBIC), <strong>New</strong> Zealand (NZAID), People’s Republic of Ch<strong>in</strong>a, and People’s Republic of Korea — a<br />

number of multilateral donors, <strong>in</strong>clud<strong>in</strong>g the European Union, World Bank and Asian <strong>Development</strong> Bank, and<br />

a number of agencies of the United Nations (<strong>UNDP</strong>, UNICEF, UNFPA, UNHCR, FAO, WHO, GEF, UNIFEM and<br />

UNHABITAT). Fund<strong>in</strong>g and technical support is also channelled through both <strong>in</strong>ternational and local NGOs,<br />

private foundations and sector specific vertical programs.<br />

In an effort to make aid more effective and to move towards a more susta<strong>in</strong>able broad-based economy with<br />

improved service delivery, the Government and all development partners signed the PNG Commitment on Aid<br />

Effectiveness <strong>in</strong> 2008. This commits PNG to the implementation of the <strong>in</strong>ternational pr<strong>in</strong>ciples of ownership,<br />

alignment, harmonisation, manag<strong>in</strong>g for results, and mutual accountability, as set out <strong>in</strong> the Paris<br />

Declaration on aid effectiveness. It is through this agreement that PNG and the development partners have<br />

committed to work <strong>in</strong> the spirit of partnership and mutual accountability to build on the ongo<strong>in</strong>g efforts and<br />

experiences of PNG.<br />

As outl<strong>in</strong>ed <strong>in</strong> Part 5.13, over the next five years the Government will improve monitor<strong>in</strong>g and report<strong>in</strong>g on<br />

the PNG commitment on Aid Effectiveness. Moreover, the Government will cont<strong>in</strong>ue to focus on reduc<strong>in</strong>g<br />

technical assistance as a proportion of foreign aid, whilst cont<strong>in</strong>u<strong>in</strong>g to welcome <strong>in</strong>itiatives of development<br />

partners to fund <strong>in</strong>vestments and essential services. Crucially, the Government will direct development<br />

partners to support government priorities, as set out <strong>in</strong> the MTDP and PNGDSP. Additionally, over the next<br />

five years, support from development partners will be documented <strong>in</strong> the <strong>Development</strong> Assistance Database<br />

(DAD PNG), strengthen<strong>in</strong>g PNG’s commitment to the aid effectiveness agenda.<br />

6.2.4 Churches<br />

Goal:<br />

Effective health, education and community service delivery through a close and susta<strong>in</strong>able<br />

partnership with PNG’s churches<br />

Churches have contributed to the development of PNG for over 100 years and cont<strong>in</strong>ue to play an important<br />

role <strong>in</strong> nation build<strong>in</strong>g by foster<strong>in</strong>g spiritual, social and economic growth. The Government has recognised the<br />

efforts of churches <strong>in</strong> partner<strong>in</strong>g with the Government to provide basic social services such as health and<br />

education under difficult circumstances <strong>in</strong> many parts of the country, especially <strong>in</strong> the rural areas where the<br />

majority of the population lives, but where government services are either <strong>in</strong>adequate or lack<strong>in</strong>g.<br />

Over the next five years the Government will cont<strong>in</strong>ue to support PNG’s churches through the Church-State<br />

Partnership. At least K60 million will be directed by the Government through PNG’s churches to help deliver<br />

health and education services. With<strong>in</strong> the period <strong>2011</strong>-<strong>2015</strong>, it is the Government’s commitment to ensure<br />

that a close work<strong>in</strong>g relationship is ma<strong>in</strong>ta<strong>in</strong>ed with PNG’s churches through establish<strong>in</strong>g jo<strong>in</strong>t coord<strong>in</strong>ation<br />

meet<strong>in</strong>gs, establish<strong>in</strong>g <strong>in</strong>dependent monitor<strong>in</strong>g mechanisms to assess performances, and cont<strong>in</strong>u<strong>in</strong>g to<br />

ma<strong>in</strong>ta<strong>in</strong> and strengthen development partnerships.<br />

6.2.5 Civil societies and community based organisations<br />

Goal:<br />

Civil societies an d community based organisations will complement the Government <strong>in</strong><br />

service delivery.<br />

Civil society organisations (CSOs) and community based organisations (CBOs) provide basic services to<br />

communities, address<strong>in</strong>g a host of development issues. The Government recognises the work that these<br />

organisations do to support the citizens of PNG, and has therefore developed a partnership framework. Over<br />

the next five years this partnership framework will be implemented, strengthen<strong>in</strong>g the relationship between<br />

the Government and CSOs to effectively implement development plans and policies of the Government. In<br />

particular, the Government will direct around K60 million through the CSO-State Partnership to help deliver<br />

basic health and education services to improve the lives of the people of PNG.<br />

Over the com<strong>in</strong>g years greater monitor<strong>in</strong>g by the agency responsible for plann<strong>in</strong>g and development will take<br />

place, to ensure effectiveness. Furthermore, the effectiveness of the CSOs will be enhanced by improv<strong>in</strong>g the<br />
