Dear And<strong>re</strong>a,<br />
Thank you for sending the <strong><strong>re</strong>sponse</strong>s <strong>to</strong> our Crown Land Application from The Natu<strong>re</strong> Trust (TNT)<br />
and BC Parks. I will attempt <strong>to</strong> <strong>re</strong>spond <strong>to</strong> the concerns raised by both groups. I apologize if the<br />
comments a<strong>re</strong> somewhat <strong>re</strong>petitive but I thought I should add<strong>re</strong>ss each concern di<strong>re</strong>ctly.<br />
1. His<strong>to</strong>ry of Savary Island Refundables Depot<br />
For many years, the Savary Island Volunteer Fi<strong>re</strong> Department (SIVFD) operated a <strong>re</strong>fundables<br />
depot on Savary Island. Unfortunately, the depot was located on Ministry of Transportation (MoT)<br />
road allowance. Over time, as some of the properties adjacent <strong>to</strong> the depot we<strong>re</strong> developed,<br />
concerns we<strong>re</strong> raised. The adjacent properties we<strong>re</strong> within 50 feet of the depot. In June 2009, MoT<br />
asked the SIVFD <strong>to</strong> <strong>re</strong>move the depot while allowing them time <strong>to</strong> find a mo<strong>re</strong> suitable location.<br />
In August of 2010, the Association of the Savary Island Committee (<strong>ASIC</strong>), which <strong>re</strong>p<strong>re</strong>sents over<br />
700 property owners, held an Extraordinary General Meeting (EGM). A motion was passed by<br />
those attending, over 100 property owners, <strong>to</strong> support closu<strong>re</strong> of the cur<strong>re</strong>nt location of the bottle<br />
depot and <strong>to</strong> pursue development of a new location.<br />
It was clear at the meeting that property owners believed the bottle depot service was valuable <strong>to</strong><br />
the <strong>island</strong>. <strong>ASIC</strong> Di<strong>re</strong>c<strong>to</strong>rs ag<strong>re</strong>ed <strong>to</strong> take on the task of finding a new location that would not be in<br />
t<strong>re</strong>spass and would be less disruptive <strong>to</strong> neighbours than was the cur<strong>re</strong>nt location.<br />
2. Letter from The Natu<strong>re</strong> Trust of British Columbia (TNT).<br />
In the memorandum from TNT, they note in section “His<strong>to</strong>ry of <strong>Lot</strong> <strong>224</strong>” that lot <strong>224</strong> did not <strong>re</strong>ceive<br />
higher protection i.e. park status and as such, appears <strong>to</strong> be an idle parcel of Crown land. This<br />
statement is true, but befo<strong>re</strong> <strong>ASIC</strong> made the crown land application, we <strong>re</strong>cognized the complicated<br />
<strong>re</strong>lationship between TNT and BC Parks associated with lot <strong>224</strong>.<br />
On behalf of <strong>ASIC</strong>, I met with <strong>re</strong>p<strong>re</strong>sentatives of TNT and BC Parks <strong>to</strong> explain <strong>ASIC</strong>’s concept for a<br />
community service site in the ext<strong>re</strong>me eastern point of lot <strong>224</strong> and <strong>to</strong> determine if the<strong>re</strong> we<strong>re</strong> any<br />
potential issues impeding a successful application. At the time, no serious issues we<strong>re</strong> raised with<br />
the proposal so we proceeded with our application.<br />
TNT Concerns.<br />
2a. Lack of consultation with public or Savary Island Land Trust (SILT).
The issue of a <strong>re</strong>fundables depot was discussed at the <strong>ASIC</strong> EGM in summer of 2010. A motion<br />
was put forward by the members supporting the closu<strong>re</strong> of the existing depot, with the expectation<br />
that efforts <strong>to</strong> find a new location should continue so the service could be maintained. The<strong>re</strong>after,<br />
efforts <strong>to</strong> find a new location occur<strong>re</strong>d during the <strong>re</strong>mainder of 2010 and early 2011.<br />
<strong>ASIC</strong> <strong>re</strong>cognized the complicated <strong>re</strong>lationship between TNT and BC Parks associated with lot <strong>224</strong>.<br />
As P<strong>re</strong>sident of <strong>ASIC</strong>, I met with <strong>re</strong>p<strong>re</strong>sentatives of TNT and BC Parks <strong>to</strong> explain <strong>ASIC</strong>’s concept<br />
for a community service site in the ext<strong>re</strong>me eastern point of lot <strong>224</strong> and <strong>to</strong> determine if the<strong>re</strong> we<strong>re</strong><br />
any potential issues impeding a successful application. At the time, no serious issues we<strong>re</strong> raised<br />
by TNT or BC Parks, so we proceeded with our application.<br />
In March 2011, on behalf of <strong>ASIC</strong>, I sent an email <strong>to</strong> SILT <strong>to</strong> inform them of our intent <strong>to</strong> submit an<br />
application for use of a small portion of lot <strong>224</strong> for a Community Service Site and bottle depot<br />
location. In April 2011, the Executive Di<strong>re</strong>c<strong>to</strong>r of SILT informed me that the SILT board passed a<br />
motion supporting in principle the bottle depot on lot <strong>224</strong> subject <strong>to</strong> mo<strong>re</strong> detail, including a map,<br />
application details and information about the application process. A number of SILT members a<strong>re</strong><br />
also members of <strong>ASIC</strong> and attended the AGM in July 2011 and we<strong>re</strong> updated on the status of the<br />
application process.<br />
The May 2011 decision <strong>to</strong> apply for a portion of lot <strong>224</strong> was p<strong>re</strong>sented and discussed at the <strong>ASIC</strong><br />
AGM in July of 2011, which was attended by over 200 property owners.<br />
One of <strong>ASIC</strong>’s Di<strong>re</strong>c<strong>to</strong>rs <strong>re</strong>p<strong>re</strong>senting the eastern portion of the <strong>island</strong> contacted the 3 property<br />
owners nea<strong>re</strong>st <strong>to</strong> the proposed site <strong>to</strong> discuss the possible new location. Their <strong><strong>re</strong>sponse</strong> was that<br />
they did not like the proposal and asked us <strong>to</strong> find another location. <strong>ASIC</strong> explained that we had<br />
examined all the Crown land on Savary with the help of the Powell River Regional District<br />
Administra<strong>to</strong>r Frances Lad<strong>re</strong>t as well as Regional Di<strong>re</strong>c<strong>to</strong>r Patrick Brabazon and believed this <strong>to</strong> be<br />
the most isolated location we could find. One property owner questioned the need for a depot. <strong>ASIC</strong><br />
explained that the general message from our over 700 members was that the bottle depot was an<br />
important community service.<br />
One of the nearby properties is a church. The church managers asked that sorting not occur on<br />
Sunday mornings.<br />
<strong>ASIC</strong> also sends monthly updates <strong>to</strong> our members, cur<strong>re</strong>ntly over 700, and these updates have<br />
always provided information on the status of the application for use of Crown land. Our updates a<strong>re</strong><br />
also published in the Savary Island News which is an on-<strong>island</strong> newspaper sent <strong>to</strong> approximately<br />
300 subscribers 10 months of the year. <strong>ASIC</strong> provided a bottle depot update in 8 <strong>re</strong>cent issues of<br />
the Savary Island News (April, May, Jun, Sept, Oct, Nov, and Dec 2011; and Jan 2012). SILT also<br />
writes for this newspaper <strong>re</strong>gularly so is awa<strong>re</strong> of <strong>ASIC</strong>’s articles.<br />
In addition, <strong>ASIC</strong> posts the monthly meeting minutes at the government wharf on Savary as well as<br />
on our website, which has updates of the application status. <strong>ASIC</strong> has posted a site plan at the<br />
proposed site, as well as a notice in the Powell River Peak newspaper, attached.<br />
The Regional Board of the Powell River Regional District is supportive of the community bottle<br />
depot application as per the attached minutes. The Sliammon First Nation is supportive of<br />
temporary use of the proposed site as per their letter <strong>to</strong> you in December 2011.<br />
2b. Application indicates adjacent landowners do not object.
Nowhe<strong>re</strong> in the application is the<strong>re</strong> <strong>re</strong>fe<strong>re</strong>nce <strong>to</strong> views of adjacent landowners. We commented that<br />
the site is isolated from cottages and sc<strong>re</strong>ened by vegetation. The closest cottage is approximately<br />
300 feet away. Pho<strong>to</strong>s of the a<strong>re</strong>a we<strong>re</strong> provided in the application.<br />
2c. Inc<strong>re</strong>ased traffic will impact the existing roadway.<br />
The transportation of bins (which hold bottles) <strong>to</strong> the depot will occur along Vancouver Boulevard<br />
which is the main road on the <strong>island</strong> and is used by all vehicles on Savary Island This road is<br />
maintained by Ministry of Transportation and is graded twice a year and dust control is applied in<br />
summer. Entrance <strong>to</strong> the site is by way of Savary Island Lane which will need some minor<br />
upgrading and will <strong>re</strong>ceive traffic actively by about 5 vehicles for 2 hours 3 days a week in July and<br />
August. Use drops off in the shoulder seasons and virtually nothing in the fall, winter and spring.<br />
This calculation of traffic is based on my personal experience having been a bottle sorter for 5<br />
years.<br />
The level of traffic will not change on Vancouver Blvd between the wharf pickup site and the<br />
proposed new location, but traffic west of the new site and the closest adjacent properties will<br />
diminish as traffic will not be <strong>re</strong>qui<strong>re</strong>d <strong>to</strong> move bottles and cans down <strong>island</strong> <strong>to</strong> the old site.<br />
2d. Excess Garbage attracting wasps and rodents.<br />
Unfortunately, some property owners and <strong>re</strong>nters do dump non-<strong>re</strong>fundable items and some<br />
garbage in the bins. Volunteers sort this material and dispose of the garbage at the Regional<br />
District waste management site in Powell River. The cost of this activity is paid for by the<br />
<strong>re</strong>fundables.<br />
Wasps can be of some issue in the August and September months. Volunteers deploy wasp traps<br />
at that time. Rodents a<strong>re</strong> not an issue on Savary Island. The<strong>re</strong> a<strong>re</strong> mice but <strong>to</strong> the best of our<br />
knowledge no rats have been observed on the <strong>island</strong>.<br />
2e. Noise.<br />
We <strong>re</strong>cognize that the sorting operations do <strong>re</strong>sult in some noise. We intend <strong>to</strong> mitigate this issue<br />
as best we can by maintaining the vegetation sc<strong>re</strong>en between the nearby properties and the depot.<br />
In addition, the depot will be constructed so that the active side (the entrance) faces away from the<br />
nearby properties and will be some 300 feet from these properties. <strong>ASIC</strong> will also continue <strong>to</strong><br />
consider other options <strong>to</strong> <strong>re</strong>duce noise as <strong>re</strong>qui<strong>re</strong>d.<br />
As mentioned p<strong>re</strong>viously, the site will be used 3 days per week for about 2 hours per day in July<br />
and August and one day a week in the <strong>re</strong>mainder of the year.<br />
2f. Length of Tenu<strong>re</strong>.<br />
The issue of the tenu<strong>re</strong> for the site is difficult. The<strong>re</strong> is very limited Crown land available on Savary,<br />
which has been heavily subdivided in<strong>to</strong> approximately 1100 lots. The large parcels of land on the<br />
<strong>island</strong> a<strong>re</strong> privately owned and no property owners have voluntee<strong>re</strong>d a portion of these lands for a<br />
community service site.<br />
The cost of <strong>re</strong>locations and constructing a depot <strong>re</strong>qui<strong>re</strong>s <strong>ASIC</strong> <strong>to</strong> <strong>re</strong>quest at least 5 years of use of<br />
the site with some form of <strong>re</strong>newal option in the event other locations do not become available.
2g. Degrading the Conservation Values.<br />
<strong>ASIC</strong> <strong>to</strong>tally disag<strong>re</strong>es with this TNT comment. The tiny portion of lot <strong>224</strong> which we have applied for<br />
tenu<strong>re</strong> is the least valuable portion of the lot. Our proposal does not <strong>re</strong>qui<strong>re</strong> the <strong>re</strong>moval of any<br />
standing t<strong>re</strong>es and we a<strong>re</strong> planning on maintaining as much of the vegetation on the site as a<br />
sc<strong>re</strong>en for the nearby properties. The only plants affected will be sword ferns, which dominate the<br />
site.<br />
I would also ask that you look at Dr. Roemer’s <strong>re</strong>connaissance inven<strong>to</strong>ry <strong>re</strong>port (provided by BC<br />
Parks) whe<strong>re</strong> he points out that much of the eastern end of the property is “st<strong>re</strong>wn with wood waste<br />
from saw-milling activities, machinery parts and car bodies.”<br />
Further, we point <strong>to</strong> the attached Official Community Plan map, which clearly shows the lot as being<br />
outside Savary’s ecologically sensitive a<strong>re</strong>as.<br />
2h. Bottle Depot Cur<strong>re</strong>ntly Not Operating.<br />
It is true that the <strong>re</strong>fundable depot did not operate in 2011. One business at the eastern end of the<br />
<strong>island</strong> did inc<strong>re</strong>ase his capacity <strong>to</strong> collect and transport <strong>re</strong>fundables off the <strong>island</strong>. At the western<br />
end of the <strong>island</strong>, one permanent <strong>re</strong>sident started collecting <strong>re</strong>fundables. In this case, we have<br />
<strong>re</strong>ceived complaints from his adjacent neighbour about this operation, as it is less than 30 feet away<br />
from their cottage. Property owners did step up their efforts <strong>to</strong> <strong>re</strong>move <strong>re</strong>fundables as well but we<br />
have seen some inc<strong>re</strong>ase in litter on the <strong>island</strong>.<br />
Not providing this service on <strong>island</strong> is an option but it eliminates a significant funding source for<br />
other important <strong>island</strong> issues.<br />
3. Letter from BC Parks.<br />
Concerns from BC Parks.<br />
3a. Proposal Not Consistent with protection of Ecological Values.<br />
<strong>ASIC</strong> <strong>re</strong>cognizes that lot <strong>224</strong> was acqui<strong>re</strong>d as part of a potential plan for protecting the fo<strong>re</strong>sted<br />
ancient sand dunes in the a<strong>re</strong>a. However, I would point out that the eastern portion of lot <strong>224</strong> does<br />
not have any sand dunes. In addition as pointed out p<strong>re</strong>viously in the <strong>re</strong>port provided by BC Parks,<br />
the a<strong>re</strong>a is “st<strong>re</strong>wn with wood waste from saw-milling activities, machinery parts and car bodies.”<br />
Additionally, the attached Official Community Plan map clearly shows the lot as being outside<br />
Savary’s ecologically sensitive a<strong>re</strong>as.<br />
3b. Request for details of the location and footprint of any structu<strong>re</strong>.<br />
Attached is a site plan of <strong>Lot</strong> <strong>224</strong> p<strong>re</strong>pa<strong>re</strong>d by Emery and Rae Land Survey.<br />
3c. No Rationale for why a new location is <strong>re</strong>qui<strong>re</strong>d.<br />

the <strong>island</strong> as well as a good <strong>re</strong>venue source for community initiatives. <strong>ASIC</strong> Di<strong>re</strong>c<strong>to</strong>rs ag<strong>re</strong>ed <strong>to</strong><br />
take on the task of finding a new location that would not be in t<strong>re</strong>spass and less disruptive <strong>to</strong><br />
neighbours than the cur<strong>re</strong>nt location.<br />
3d. Assessment of Alternative Locations.<br />
During 2010 and early 2011, <strong>ASIC</strong> and the Regional District <strong>re</strong>viewed a map of Savary Island and<br />
the location of existing Crown land and RD-owned lots on the <strong>island</strong>. The<strong>re</strong> is very little Crown land<br />
available on Savary Island and only one that we have found that would provide any distance from<br />
nearby cottages. We believe we have explo<strong>re</strong>d all other locations, and in our view, this is the best<br />
location available at this time.<br />
3e. Tenu<strong>re</strong> no mo<strong>re</strong> than 5 years.<br />
<strong>ASIC</strong> believes a 5-year tenu<strong>re</strong> would be acceptable but we would like the flexibility for extension<br />
should no other better location become available.<br />
3f. Consultation.<br />

5. Reconsideration by <strong>MoFLNRO</strong>.<br />
<strong>ASIC</strong> has been seeking a new location for Savary Island’s bottle depot since August 2010. We have<br />
<strong>re</strong>sponsibly add<strong>re</strong>ssed every concern put forward by the community, and feel that the absence of<br />
the depot would be harmful <strong>to</strong> both the funding needed for the community, and the maintenance of<br />
a pristine environment, which is in the inte<strong>re</strong>st of all who ca<strong>re</strong> for Savary Island.<br />
We <strong>re</strong>quest that you ca<strong>re</strong>fully <strong>re</strong>consider the due diligence that <strong>ASIC</strong> has undertaken.<br />

The SIVFD Association supports the application <strong>to</strong> <strong>re</strong>locate the Savary Island Bottle Recycling Depot<br />
<strong>to</strong> DL 1373, <strong>Lot</strong> <strong>224</strong>.<br />
The tax funds the Savary Island Volunteer Fi<strong>re</strong> Department <strong>re</strong>ceives a<strong>re</strong> only enough <strong>to</strong> keep the fi<strong>re</strong><br />
department operating. Since the closing of the bottle <strong>re</strong>cycling depot at its p<strong>re</strong>vious location in May 2011,<br />
the<strong>re</strong> is cur<strong>re</strong>ntly no other means <strong>to</strong> raise additional funds for new equipment or trucks except for the<br />
generosity of <strong>island</strong>ers who donate money. So the continued existence of a bottle depot and the funds it<br />
generates is beneficial <strong>to</strong> the enti<strong>re</strong> community.<br />
In 2007, Fi<strong>re</strong>fighters, First Responders, and concerned civilians formed the Savary Island Volunteer Fi<strong>re</strong><br />
Department Association in part <strong>to</strong> gain access <strong>to</strong> a Di<strong>re</strong>ct Access Program Grant (DAPG). This helped<br />
bring about necessary public safety purchases that had not been possible within the limits of the fi<strong>re</strong><br />
department’s yearly budget. The DAPG provided assistance in purchasing a 4x4 First Responder Vehicle<br />
capable of traversing our worst roads (see pho<strong>to</strong> on next page). It <strong>re</strong>placed the aging traditional st<strong>re</strong>et<br />
ambulance our fi<strong>re</strong> department was using.<br />
Our obligation was 25% of the <strong>to</strong>tal cost of the 4x4 FR Vehicle, a significant portion of which was provided<br />
by the hard work of the SIVFDA members who sorted <strong>re</strong>fundables at the bottle depot. The 4x4 FR Vehicle<br />
has been helping transport patients since June 2009.<br />
The SIVFDA is hoping <strong>to</strong> <strong>re</strong>ly on the bottle depot as a source of funding in the futu<strong>re</strong>.<br />

The SIVFD is writing this letter in support of the <strong>re</strong>location of the Savary Island Bottle<br />
Recycling Depot <strong>to</strong> DL 1373, <strong>Lot</strong> <strong>224</strong>.<br />
For a number of years the SIVFD has been the <strong>re</strong>cipient of the efforts and funds generated<br />
by the bottle <strong>re</strong>cycling depot, and has used those funds <strong>to</strong> purchase vehicles, equipment and<br />
supplies that help protect the Savary Island community against the risk of fi<strong>re</strong>, and for 9-1-1<br />
medical <strong>re</strong>lated <strong>re</strong>scues.<br />
Since 2009 the community has looked at many other locations around the <strong>island</strong> and all of<br />
them have been <strong>re</strong>jected. At this point in time, the small a<strong>re</strong>a in the corner of <strong>Lot</strong> <strong>224</strong> is the<br />
only option for the depot’s temporary <strong>re</strong>location and also the last chance for the SIVFD <strong>to</strong> have<br />
access <strong>to</strong> the funds generated by the <strong>re</strong>fundables.<br />

years. In the last decade the number of visi<strong>to</strong>rs has grown dramatically. Cabin<br />

numbers.Our cabin is near the dock. The number of cases of soft drinks, beer,<br />
cider, and wine that pass over the wharfhead never ceases <strong>to</strong> amaze us.<br />
Garbage and <strong>re</strong>cyclables have become a <strong>re</strong>al problem on our <strong>island</strong>, probably<br />
mo<strong>re</strong> so than any other place I have seen. The bottle depot and the wonderful,<br />
dedicated volunteers who man it a<strong>re</strong> essential <strong>to</strong> keeping the <strong>island</strong> clear of<br />
<strong>re</strong>cyclables that would otherwise be left st<strong>re</strong>wn about. Please, whoever makes
the decision on a new location for this much needed service, <strong>re</strong>cognize how<br />
important and imperative it is <strong>to</strong> Savary that it be approved.<br />
