Since 2000 Maurice Lam has been Managing Partner, Deloitte & Touche, Luxembourg, and since 1988 Partner,
Assurance and Advisory Services.
He was born in 1957 and is Mauritian. He speaks English and French. He was educated at the University of
Leicester (UK) and took a BA in economics in 1979, in which year he was awarded the Prize for Best Economics
Graduate.
He has been a member of the Institute of Chartered Accountants in England and Wales since 1982; Réviseur
d'Entreprises, Luxembourg, since 1990 and Expert-Comptable, Luxembourg, since 1996.
Between 1979 and 1985 he acquired auditing and advisory experience with Deloitte & Touche UK. Since 1985
he has taken on audit, consulting and financial advisory assignments serving the Luxembourg financial
services industry. Between 1990 and 2000 he was a member of the Examination Board of the Institut des
Réviseurs d'Entreprises, Luxembourg. Since 1994 Maurice Lam has been a member of the Executive Committee
of Deloitte & Touche, Luxembourg Group.

Michael Foot is Managing Director, Deposit Takers and Markets Directorate at the Financial Services
Authority. He was appointed on 1 June 1998.
Before the creation of the FSA Michael worked at the Bank of England. He joined the Bank of England in
1969 as an economist. He worked in the gilt-edged market (1981-83), the domestic money market (1983-
85) and as Alternate Director for the UK at the IMF in Washington (1985-87). He was Head of Foreign
Exchange Division (1988-90), and Head of European Division (1990-93). Michael was appointed Head of
Banking Supervision Division in 1993, and became Deputy Director, Supervision & Surveillance in July 1994.
Michael was appointed Executive Director with effect from 1 March 1996.
Michael was educated at Latymer Upper School, London, at Pembroke College, Cambridge (MA Economics),
and at Yale University, USA (MA). He is a fellow of the Chartered Institute of Bankers. He has written a
number of articles on monetary policy md monetary history.
Michael, who is 55, is married with one son and two daughters. For recreation he enjoys choral singing and
tennis.
Zdenĕk Tuma

Born on 19 October 1960 in Ceské Budejovice. Zdenĕk Tu˚ma graduated from the University of Economics,
Prague, and worked there after completing his studies. In 1986 he joined the Institute for Forecasting of the
Czechoslovak Academy of Sciences as a postgraduate researcher. In 1993-1995 he was an adviser to the
Minister of Industry and Trade, and from 1995 he was Chief Economist at Patria Finance. From 1 June 1998
until joining the CNB at the beginning of 1999 he held the post of Executive Director of the European Bank for
Reconstruction and Development, representing the Czech Republic, Slovakia, Hungary and Croatia on the
Board of Directors. From 1990 to 1998, he lectured on macroeconomics at the Faculty of Social Sciences at
Charles University. Between 1999 and 2001 he was President of the Czech Economics Society.
He is a member of the Board of Trustees at the University of Economics, Prague, a member of the Graduation
Council at the Centre for Economic Research and Graduate Education (CERGE) at Charles University in Prague,
a member of the Governing Body of the English College in Prague, an honorary member of the Board of Trustees
at the U.S. Business School Praha and a member of the Board of Editors of the economic journal Finance a úvěr
(Finance and Credit). He has undertaken study internships at the London School of Economics and the
University of Cambridge in the UK, the Tinbergen Institute in the Netherlands and George Mason University in
the USA. He regularly publishes articles on macroeconomics and monetary policy in the daily press and in
professional journals.
On 13 February 1999, he was made a CNB Vice-Governor and member of the Bank Board. He was appointed
Governor of the CNB on 1 December 2000.

Arthur Philippe, who is a Luxembourg citizen, was awarded a degree in economics at the University of
Louvain, Belgium.
He is Director and member of the Management Board of the Commission de Surveillance du Secteur
Financier (CSSF), Luxembourg.
Arthur Philippe is also: a member of the EU Financial Services Group; member of the EU Banking Advisory
Committee; former Secretary to the Board of the Institut Monétaire Luxembourgeois; former Chairman of the
EU Contact Group of Bank Supervisors, and former member of the Basle Committee on Banking
Supervision.

Paul Mercier was born at Leuven (Louvain) Belgium on March 15, 1952. He is Belgian, married, and has
two children.
Paul Mercier was awarded his Licence en Sciences Economiques at the Catholic University of Louvain in
1976. His Memoir was on " Investissements privés et fuites de revenus du Tiers Monde". The Director was
Paul Mandy and the Rapporteur was Fernand Bézy. He obtained a "Distinction". He took his Maîtrise en
Sciences Economiques at the Catholic University of Louvain in 1978. His Memoir was "Politique monetaire:
la gestion des objectifs quantitatifs". The Director was Alexandre Lamfalussy and the Rapporteur Alain
Siaens. He obtained "Grande Distinction".
Paul Mercier's present employment (since 1 June 1998) has been as Deputy Director General of Operations,
European Central Bank, in charge of Monetary Policy and Foreign Exchange Policy Implementation.
Previously (from November 1994 to June 1998), he was Head of Financial Markets at the European Monetary

Luxembourg-based all cargo air-carrier, and a member of its Executive Committee.
Prior to joining Cargolux in October 1998, Mr. Arendt was a member of the Management team of
Banque Générale du Luxembourg S.A., the largest Luxembourg bank, where he exercised various functions,
including head of corporate finance.
Prior to joining Banque Générale du Luxembourg S.A. in October 1994, Mr Arendt was Vice President
at Merrill Lynch, where he worked in the New York and London-based corporate finance teams of the
investment bank.
Mr. Arendt is a lawyer by education. He holds LLM's from King's’ College, London University and New York
University School of Law. He practiced law for several years with the Luxembourg law firm of Arendt &

Neil MacKinnon, who is British, was born on 17th May 1955. He took a BA degree at the University of Liverpool
in 1980 and a degree in economics and econometry at Southampton University in 1982.
From mid-June 2002, he will take up a post as Chief Economist with The ECU Group, a London-based currency
debt management and hedge fund group.
From 1999 to 2002 Neil MacKinnon was Chief Currency Strategist with Merrill Lynch, and before that a
consultant. Between 1992 and 1998 he was Chief Currency Strategist with Citibank, and prior to that (from
1990 to 1992) Chief Economist with Yamaichi International. Europe.

André Roelants was born on 25th November, 1943 in Schaerbeek, Brussels, Belgium. He is married, has three
children and lives in Luxembourg.
Since July 2001 André Roelants has been President and CEO of Clearstream International.
He studied Humanités Modernes at the Institut Notre Dame in Brussels. In 1966 he took a degree in Commercial and
Financial Sciences at the Facultés Universitaires Catholiques, Mons, Belgium. In 1978 he took the CEPAC at the Ecole
de Commerce Solvay, at the Université Libre de Bruxelles. In 1996 he received a degree from the Harvard Business
School. He speaks French and English and has a good knowledge of Dutch and German.
Before he became President of Clearstream, André Roelants was (1997) a member of the Executive Committee of the
Dexia Group. In 1996 he became Chairman of the Executive Board of the Banque Internationale à Luxembourg.
Previously (1990-91) he was Managing Director and Chairman of the Executive Committee of CREGEM International
Bank, Luxembourg. Before that (1988-90) he was Vice-President and Managing Director in charge of the general
management of Bank of America International, Luxembourg. Between 1986 and 1988 he was with the Chase
Manhattan Bank, Copenhagen and previously - from 1985 to 1986 - he was with the Chase Banque de Commerce
(Chase Manhattan Bank), Brussels. Earlier he was a Managing Director (1983/85) of Banque Sud Belge at Charleroi;
Manager (1975-83) with the Royal Bank of Canada Belgium (Brussels); member of the Executive Committee of the
Crédit Commercial de Mons (Mons, Belgium), and university trainee with the Banque Lambert, Brussels (1966- 1968).

Bernard Connolly, born in Manchester in 1949, studied philosophy, politics and economics at Oxford University
and did postgraduate work in economics at Manchester University.
After working in the Confederation of British Industry, where he acted as head of the Industrial Trends and
Economic Forecasting Department, he joined the European Commission. There, he worked closely in the
mid-1980's with Rudiger Dombusch, Olivier Blanchard and other academic advisors. He spent a sabbatical
year with J P Morgan in Nev' York and after retuming to the Commission was for six years from 1989 the head
of the unit responsible for analysis of the European Monetary System and national and Community monetary
policies and for servicing the Monetary Committee, where most decisions affecting ERM/EMU were taken or
prepared. He was a member of the Monetary Policy and Foreign Exchange Policy Sub-Committees of the
Committee of Central Bank Governors and of the OECD's Group of High-Level Monetary Experts.
He is the author of the acclaimed book on the ERM and EMU, "The Rotten Heart of Europe: the Dirty War
for Europe's Money". The publication of the book led the Wall Street Journal Europe to name him as one of
its Europeans of the year in 1995. It also led the Commission to suspend him immediately on publication
and subsequently to sack him after a suspension period in which he was treated as if he were a dangerous
terrorist. He has recently introduced an application in the European Court of Human Rights, seeking condamnation
by that Court of the 15 Member States of the European Union for violations by the Commission and the
Court of Justice of the European Communities of several articles of the European Convention on Human Rights.
Widely regarded as one of the foremost experts on the interaction of economics, politics and markets in
monetary affairs, he is now head of research and chief global strategist as principal, and chief economist, of
AIG International, market-makers and risk-managers in currencies, precious metals and commodities. As well
as advising AlG's customers and participating in a large number of academic and business conferences and
seminars (he was the only non-academic speaker at the Royal Economic Society's 1999 Annual Conference),
he writes regularly in the newspapers and political journals of many countries and appears frequently on TV
and radio throughout the world. In March 2001 he was the recipient of the FrØde Jakobsen prize, awarded in
Denmark for outstanding moral courage in public affairs.

Alessandro Lombardi was born in Venice on 4th December 1948. His university training was in economics
and languages.
Alessandro Lombardi is now Deputy General Manager responsible for finance at the Istituto per le Opere di
Religione, Vatican City. Previously he worked with: the Deutsche Bank, Frankfurt: the Irving Trust, New York
and the Banca Antoniana.
Between 1986 and 1996 Alessandro Lombardi taught economics at the University of California. During the
past two years he has taught at LUMSA University, Rome. He has taught seminars in the USA at:
Albuquerque University; Washington University; Siena College and St. John's University, New York. In
Europe, he has held seminars at the University of Venice.
Alessandro Lombardi has won a number of prizes in the financial field and has written on economic topics
for a number of newspapers.

Luc Frieden was born in Esch-sur-Alzette on September 16th 1963. He is married and has two children.
He went to primary school in Esch-sur-Alzette and then on to secondary school at the “Lycée de Garçons” in
Esch. In 1982, he obtained his final secondary school diploma (classics/economic science section) at the
“Athenée de Luxembourg”.
Then, he started studying law at the “Centre universitaire de Luxembourg” and went on to study law at the
"Université de Paris I" (Panthéon-Sorbonne) graduating with a Master's degree in Business Law in 1986.
In 1987, he obtained his Master's degree in comparative Law and Legal Philosophy from the University of
Cambridge (UK) and in 1988 a Master of Laws from the Harvard Law School in the United States. He wrote a
post-graduate thesis on "Media Newsgathering by Satellites", which was published in 1989 in the Stanford
Journal of International Law. He also studied at the John F. Kennedy School of Government at Harvard University.
From 1989 to 1998, Luc Frieden was an attorney at the bar of Luxembourg. During the same period, he taught
public law at the “Centre Universitaire de Luxembourg” and he wrote a number of articles on banking law and
constitutional law. Between 1981 and 1994 he was a regular commentator on legal issues and foreign politics
on the Luxembourg radio programme, RTL. He is a member of the "Institut Grand-ducal" (Grand-ducal
Institute), in the moral and political science section.
He was first elected Member of Parliament for the Christian Social Party in the central district constituency
during the elections of June 12th 1994. He was in office from 1994 to February 1998 and acted as Chairman
of the Finance and Budget Committee, Chairman of the Institutions and Constitutional Reform Committee.
On February 4th 1998, Luc Frieden was appointed Minister of Justice, Minister of Budget and Minister of
Relations with the Parliament. He was responsible for co-ordinating government business in connection with
the introduction of the single European currency to Luxembourg. He assumed these responsibilities until the
resignation of the Government on June 14th 1999.
Following the general elections of June 1999, Mr. Frieden was reappointed on August 7, 1999 Minister of
Treasury and Budget as well as Minister of Justice.
Mr Frieden has also been Governor of the World Bank since February 4th 1998.

Yves Mersch was born on 1 October 1949. He is married to Tengku Khatijah bte Ahmad.
They have one daughter and one son.
Education
Yves Mersch gained postgraduate degrees in international law and in political science in Paris.
Professional background
In 1974 Yves Mersch was admitted to the Luxembourg Bar. That year he became an Assistant in public law
at the University of Paris South. In 1975 he was appointed as an Assistant at the Luxembourg Ministry of
Finance with a responsibility for budgetary masters. From 1976-77 he worked as an Assistant at the
International Monetary Fund in Washington D.C. Between 1977 and 1980 he worked on fiscal affairs and
structural policies at the Ministry of Finance. In 1980 he was seconded to the Ministry of Foreign Affairs
and worked with the Luxembourg Permanent Representation to the UN in New York. In 1981 he became
Adviser at the Ministry of Finance in the fields of monetary affairs and international financial relations.
In 1985 Yves Mersch was appointed Government Commissioner for the Luxembourg Stock Exchange and in
1989 he was named Director of the Treasury.
In 1998 he became Governor of the Central Bank of Luxembourg

Chief Financial Officer, Member of the Group Management Board before being from 1998 to 2002 Chief
Financial Officer, Executive Vice-President of the Group Management Board of Arbed.
Since 18th February 2002 he is Executive Senior Vice-President, CFO of Arcelor, Luxembourg.
