He was born in 1957 and is Mauritian. He speaks English and French. He was educated at the University of<br />
Leicester (UK) and took a BA in economics in 1979, in which year he was awarded the Prize <strong>for</strong> Best Economics<br />
Graduate.<br />
He has been a member of the Institute of Chartered Accountants in England and Wales since 1982; Réviseur<br />
d'Entreprises, <strong>Luxembourg</strong>, since 1990 and Expert-Comptable, <strong>Luxembourg</strong>, since 1996.<br />
Between 1979 and 1985 he acquired auditing and advisory experience with Deloitte & Touche UK. Since 1985<br />
he has taken on audit, consulting and financial advisory assignments serving the <strong>Luxembourg</strong> financial<br />
services industry. Between 1990 and 2000 he was a member of the Examination Board of the Institut des<br />
Réviseurs d'Entreprises, <strong>Luxembourg</strong>. Since 1994 Maurice Lam has been a member of the Executive Committee<br />
of Deloitte & Touche, <strong>Luxembourg</strong> Group.<br />

Michael Foot is Managing Director, Deposit Takers and Markets Directorate at the <strong>Financial</strong> Services<br />
Authority. He was appointed on 1 June 1998.<br />
Be<strong>for</strong>e the creation of the FSA Michael worked at the Bank of England. He joined the Bank of England in<br />
1969 as an economist. He worked in the gilt-edged market (1981-83), the domestic money market (1983-<br />
85) and as Alternate Director <strong>for</strong> the UK at the IMF in Washington (1985-87). He was Head of Foreign<br />
Exchange Division (1988-90), and Head of European Division (1990-93). Michael was appointed Head of<br />
Banking Supervision Division in 1993, and became Deputy Director, Supervision & Surveillance in July 1994.<br />
Michael was appointed Executive Director with effect from 1 March 1996.<br />
Michael was educated at Latymer Upper School, London, at Pembroke College, Cambridge (MA Economics),<br />
and at Yale University, USA (MA). He is a fellow of the Chartered Institute of Bankers. He has written a<br />
number of articles on monetary policy md monetary history.<br />
Michael, who is 55, is married with one son and two daughters. For recreation he enjoys choral singing and<br />

Born on 19 October 1960 in Ceské Budejovice. Zdenĕk Tu˚ma graduated from the University of Economics,<br />
Prague, and worked there after completing his studies. In 1986 he joined the Institute <strong>for</strong> Forecasting of the<br />
Czechoslovak Academy of Sciences as a postgraduate researcher. In 1993-1995 he was an adviser to the<br />
Minister of Industry and Trade, and from 1995 he was Chief Economist at Patria Finance. From 1 June 1998<br />
until joining the CNB at the beginning of 1999 he held the post of Executive Director of the European Bank <strong>for</strong><br />
Reconstruction and Development, representing the Czech Republic, Slovakia, Hungary and Croatia on the<br />
Board of Directors. From 1990 to 1998, he lectured on macroeconomics at the Faculty of Social Sciences at<br />
Charles University. Between 1999 and 2001 he was President of the Czech Economics Society.<br />
He is a member of the Board of Trustees at the University of Economics, Prague, a member of the Graduation<br />
Council at the Centre <strong>for</strong> Economic Research and Graduate Education (CERGE) at Charles University in Prague,<br />
a member of the Governing Body of the English College in Prague, an honorary member of the Board of Trustees<br />
at the U.S. Business School Praha and a member of the Board of Editors of the economic journal Finance a úvěr<br />
(Finance and Credit). He has undertaken study internships at the London School of Economics and the<br />
University of Cambridge in the UK, the Tinbergen Institute in the Netherlands and George Mason University in<br />
the USA. He regularly publishes articles on macroeconomics and monetary policy in the daily press and in<br />
professional journals.<br />
On 13 February 1999, he was made a CNB Vice-Governor and member of the Bank Board. He was appointed<br />
Governor of the CNB on 1 December 2000.<br />

Paul Mercier's present employment (since 1 June 1998) has been as Deputy Director General of Operations,<br />
European Central Bank, in charge of Monetary Policy and Foreign Exchange Policy Implementation.<br />
Previously (from November 1994 to June 1998), he was Head of <strong>Financial</strong> Markets at the European Monetary<br />
Institute (EMI), and Chairman of the EMI Task Force on Monetary Policy Instruments and Procedures. From<br />
September 1982 to September 1995, he was Professor at the Facultés Universitaires Saint Louis, Brussels,<br />
in the Economics Course, Faculty of Law.<br />
From January 1989 to October 1994, he was Department Adviser (Credit department) at the National Bank<br />
of Belgium. From January 1985 to January 1989, Paul Mercier served in the Office of Commissioner Willy De<br />
Clercq (European Commission). From September 1980 to January 1985, he was, first, Attaché then Deputy<br />
Adviser at the National Bank of Belgium, Credit Department. From September 1979 to September 1980, he<br />
was teaching assistant of Professors Kumps and Witterwulghe at the Facultés Universitaires Saint Louis,<br />
Brussels. From September 1978 to September 1979, Paul Mercier was, during his military service,<br />
intelligence officer in the Royal Belgian Air Force.<br />

Prior to joining Cargolux in October 1998, Mr. Arendt was a member of the Management team of<br />
Banque Générale du <strong>Luxembourg</strong> S.A., the largest <strong>Luxembourg</strong> bank, where he exercised various functions,<br />
including head of corporate finance.<br />
Prior to joining Banque Générale du <strong>Luxembourg</strong> S.A. in October 1994, Mr Arendt was Vice President<br />
at Merrill Lynch, where he worked in the New York and London-based corporate finance teams of the<br />
investment bank.<br />
Mr. Arendt is a lawyer by education. He holds LLM's from King's’ College, London University and New York<br />

Neil MacKinnon, who is British, was born on 17th May 1955. He took a BA degree at the University of Liverpool<br />
in 1980 and a degree in economics and econometry at Southampton University in 1982.<br />
From mid-June 2002, he will take up a post as Chief Economist with <strong>The</strong> ECU Group, a London-based currency<br />
debt management and hedge fund group.<br />
From 1999 to 2002 Neil MacKinnon was Chief Currency Strategist with Merrill Lynch, and be<strong>for</strong>e that a<br />
consultant. Between 1992 and 1998 he was Chief Currency Strategist with Citibank, and prior to that (from<br />
1990 to 1992) Chief Economist with Yamaichi International. Europe.<br />
Earlier experience included work <strong>for</strong>: Chase Investment Services (1989-1990), as Senior International<br />
Economist; Nomura Research Europe, as Senior Economist (1986-1988); Fielding, Newson-Smith, as economist<br />

André Roelants was born on 25th November, 1943 in Schaerbeek, Brussels, Belgium. He is married, has three<br />
children and lives in <strong>Luxembourg</strong>.<br />
Since July 2001 André Roelants has been President and CEO of Clearstream International.<br />
He studied Humanités Modernes at the Institut Notre Dame in Brussels. In 1966 he took a degree in Commercial and<br />
<strong>Financial</strong> Sciences at the Facultés Universitaires Catholiques, Mons, Belgium. In 1978 he took the CEPAC at the Ecole<br />
de Commerce Solvay, at the Université Libre de Bruxelles. In 1996 he received a degree from the Harvard Business<br />
School. He speaks French and English and has a good knowledge of Dutch and German.<br />
Be<strong>for</strong>e he became President of Clearstream, André Roelants was (1997) a member of the Executive Committee of the<br />
Dexia Group. In 1996 he became Chairman of the Executive Board of the Banque Internationale à <strong>Luxembourg</strong>.<br />
Previously (1990-91) he was Managing Director and Chairman of the Executive Committee of CREGEM International<br />
Bank, <strong>Luxembourg</strong>. Be<strong>for</strong>e that (1988-90) he was Vice-President and Managing Director in charge of the general<br />
management of Bank of America International, <strong>Luxembourg</strong>. Between 1986 and 1988 he was with the Chase<br />
Manhattan Bank, Copenhagen and previously - from 1985 to 1986 - he was with the Chase Banque de Commerce<br />
(Chase Manhattan Bank), Brussels. Earlier he was a Managing Director (1983/85) of Banque Sud Belge at Charleroi;<br />

Bernard Connolly, born in Manchester in 1949, studied philosophy, politics and economics at Ox<strong>for</strong>d University<br />
and did postgraduate work in economics at Manchester University.<br />
After working in the Confederation of British Industry, where he acted as head of the Industrial Trends and<br />
Economic Forecasting Department, he joined the European Commission. <strong>The</strong>re, he worked closely in the<br />
mid-1980's with Rudiger Dombusch, Olivier Blanchard and other academic advisors. He spent a sabbatical<br />
year with J P Morgan in Nev' York and after retuming to the Commission was <strong>for</strong> six years from 1989 the head<br />
of the unit responsible <strong>for</strong> analysis of the European Monetary System and national and Community monetary<br />
policies and <strong>for</strong> servicing the Monetary Committee, where most decisions affecting ERM/EMU were taken or<br />
prepared. He was a member of the Monetary Policy and Foreign Exchange Policy Sub-Committees of the<br />
Committee of Central Bank Governors and of the OECD's Group of High-Level Monetary Experts.<br />
He is the author of the acclaimed book on the ERM and EMU, "<strong>The</strong> Rotten Heart of Europe: the Dirty War<br />
<strong>for</strong> Europe's Money". <strong>The</strong> publication of the book led the Wall Street Journal Europe to name him as one of<br />
its Europeans of the year in 1995. It also led the Commission to suspend him immediately on publication<br />
and subsequently to sack him after a suspension period in which he was treated as if he were a dangerous<br />
terrorist. He has recently introduced an application in the European Court of Human Rights, seeking condamnation<br />
by that Court of the 15 Member States of the European Union <strong>for</strong> violations by the Commission and the<br />
Court of Justice of the European Communities of several articles of the European Convention on Human Rights.<br />
Widely regarded as one of the <strong>for</strong>emost experts on the interaction of economics, politics and markets in<br />
monetary affairs, he is now head of research and chief global strategist as principal, and chief economist, of<br />
AIG International, market-makers and risk-managers in currencies, precious metals and commodities. As well<br />
as advising AlG's customers and participating in a large number of academic and business conferences and<br />
seminars (he was the only non-academic speaker at the Royal Economic Society's 1999 Annual Conference),<br />
he writes regularly in the newspapers and political journals of many countries and appears frequently on TV<br />
and radio throughout the world. In March 2001 he was the recipient of the FrØde Jakobsen prize, awarded in<br />
Denmark <strong>for</strong> outstanding moral courage in public affairs.<br />

Alessandro Lombardi was born in Venice on 4th December 1948. His university training was in economics<br />
and languages.<br />
Alessandro Lombardi is now Deputy General Manager responsible <strong>for</strong> finance at the Istituto per le Opere di<br />
Religione, Vatican City. Previously he worked with: the Deutsche Bank, Frankfurt: the Irving Trust, New York<br />
and the Banca Antoniana.<br />
Between 1986 and 1996 Alessandro Lombardi taught economics at the University of Cali<strong>for</strong>nia. During the<br />
past two years he has taught at LUMSA University, Rome. He has taught seminars in the USA at:<br />
Albuquerque University; Washington University; Siena College and St. John's University, New York. In<br />
Europe, he has held seminars at the University of Venice.<br />
Alessandro Lombardi has won a number of prizes in the financial field and has written on economic topics<br />
<strong>for</strong> a number of newspapers.<br />

Luc Frieden was born in Esch-sur-Alzette on September 16th 1963. He is married and has two children.<br />
He went to primary school in Esch-sur-Alzette and then on to secondary school at the “Lycée de Garçons” in<br />
Esch. In 1982, he obtained his final secondary school diploma (classics/economic science section) at the<br />
“Athenée de <strong>Luxembourg</strong>”.<br />
<strong>The</strong>n, he started studying law at the “Centre universitaire de <strong>Luxembourg</strong>” and went on to study law at the<br />
"Université de Paris I" (Panthéon-Sorbonne) graduating with a Master's degree in Business Law in 1986.<br />
In 1987, he obtained his Master's degree in comparative Law and Legal Philosophy from the University of<br />
Cambridge (UK) and in 1988 a Master of Laws from the Harvard Law School in the United States. He wrote a<br />
post-graduate thesis on "Media Newsgathering by Satellites", which was published in 1989 in the Stan<strong>for</strong>d<br />
Journal of International Law. He also studied at the John F. Kennedy School of Government at Harvard University.<br />
From 1989 to 1998, Luc Frieden was an attorney at the bar of <strong>Luxembourg</strong>. During the same period, he taught<br />
public law at the “Centre Universitaire de <strong>Luxembourg</strong>” and he wrote a number of articles on banking law and<br />
constitutional law. Between 1981 and 1994 he was a regular commentator on legal issues and <strong>for</strong>eign politics<br />
on the <strong>Luxembourg</strong> radio programme, RTL. He is a member of the "Institut Grand-ducal" (Grand-ducal<br />
Institute), in the moral and political science section.<br />
He was first elected Member of Parliament <strong>for</strong> the Christian Social Party in the central district constituency<br />
during the elections of June 12th 1994. He was in office from 1994 to February 1998 and acted as Chairman<br />
of the Finance and Budget Committee, Chairman of the Institutions and Constitutional Re<strong>for</strong>m Committee.<br />
On February 4th 1998, Luc Frieden was appointed Minister of Justice, Minister of Budget and Minister of<br />
Relations with the Parliament. He was responsible <strong>for</strong> co-ordinating government business in connection with<br />
the introduction of the single European currency to <strong>Luxembourg</strong>. He assumed these responsibilities until the<br />
resignation of the Government on June 14th 1999.<br />
Following the general elections of June 1999, Mr. Frieden was reappointed on August 7, 1999 Minister of<br />
Treasury and Budget as well as Minister of Justice.<br />
Mr Frieden has also been Governor of the World Bank since February 4th 1998.<br />

Yves Mersch was born on 1 October 1949. He is married to Tengku Khatijah bte Ahmad.<br />

Education<br />
Yves Mersch gained postgraduate degrees in international law and in political science in Paris.<br />
Professional background<br />
In 1974 Yves Mersch was admitted to the <strong>Luxembourg</strong> Bar. That year he became an Assistant in public law<br />
at the University of Paris South. In 1975 he was appointed as an Assistant at the <strong>Luxembourg</strong> Ministry of<br />
Finance with a responsibility <strong>for</strong> budgetary masters. From 1976-77 he worked as an Assistant at the<br />
International Monetary Fund in Washington D.C. Between 1977 and 1980 he worked on fiscal affairs and<br />
structural policies at the Ministry of Finance. In 1980 he was seconded to the Ministry of Foreign Affairs<br />
and worked with the <strong>Luxembourg</strong> Permanent Representation to the UN in New York. In 1981 he became<br />
Adviser at the Ministry of Finance in the fields of monetary affairs and international financial relations.<br />
In 1985 Yves Mersch was appointed Government Commissioner <strong>for</strong> the <strong>Luxembourg</strong> Stock Exchange and in<br />
1989 he was named Director of the Treasury.<br />
In 1998 he became Governor of the Central Bank of <strong>Luxembourg</strong><br />

and Forecasts Department be<strong>for</strong>e being counsellor to the Management Board in charge of the Accounting<br />
Department (1984 - 1985).<br />
Between 1986 and 1988 he was Secretary of the Board of Directors and from 1988 to 1992, Managing<br />
Director of NovAr, an Arbed subsidiary in charge of business development.<br />
After that, from 1992 to 1995 he held the post of Secretary General of Arbed. From 1996 to 1998 he was<br />
Chief <strong>Financial</strong> Officer, Member of the Group Management Board be<strong>for</strong>e being from 1998 to 2002 Chief<br />
<strong>Financial</strong> Officer, Executive Vice-President of the Group Management Board of Arbed.<br />
Since 18th February 2002 he is Executive Senior Vice-President, CFO of Arcelor, <strong>Luxembourg</strong>.<br />
