$150 Million in Funding Announced for <strong>Council</strong>s<br />

RDAF Round 5 allocations and details regarding next round are now available.<br />
Local Government Minister Anthony Albanese has announced $150 million of community<br />
infrastructure funding, with every municipality across Australia to benefit. This funding is being<br />
provided under two programs: the Regional Development Australia Fund (RDAF) and the Liveable<br />
Cities program.<br />
Addressing the final day of the ALGA National General Assembly Minister Albanese said that 70% of<br />
funding would be directed to regional and rural councils.<br />
"This funding represents a real incentive to make sure the relationship between Federal and local<br />
government can continue in a real and direct way," he said.<br />
Minister Albanese urged councils to get submissions ready quickly in support of 'shovel ready' and<br />
additional projects which would boost employment in communities across Australia.<br />
Applications open on Friday 21 June <strong>2013</strong> and close 5.00pm 22 <strong>July</strong> <strong>2013</strong>. A list of funding<br />
allocations for round 5 have been published on the RDAF website.

A message from LGAQ President Margaret de Wit<br />
Local Government Minister David Crisafulli has written to all councils saying the Queensland Government will<br />
now advocate the No case in the upcoming referendum. He says advice received by the Government warns the<br />
current wording of the proposed change to the Constitution would allow the Federal Government to put<br />
conditions on funding of local communities. I suggest you call on the Minister to publicly release this advice in<br />
full, just as the LGAQ has done with legal opinions from several sources, including former NSW Supreme Court<br />
chief justice Jim Spigelman, showing that the change would NOT increase the Federal Government?s power<br />
over states or local communities. We should expose this last minute about face by the Government for what it<br />
is, a political tactic. There is too much at stake for your community to be distracted from the true purpose of this<br />
referendum, to protect vital programs such as Roads to Recovery from legal challenge.<br />

I am writing to let you know why the Queensland Government cannot support the Federal<br />
Government’s proposal for Constitutional Recognition of Local Government, as it is presently<br />
proposed.<br />
The Queensland Government has made it clear to the Federal Government that the wording<br />
chosen for the constitutional amendment must not allow the Commonwealth to take<br />
decision-making power from local communities. Further, we have stressed that the amendment<br />
must not undermine the role of the State Government.<br />
Advice received by the Queensland Government confirms that the wording proposed by the<br />
Commonwealth could lead to the Federal Government conditioning funding on policy<br />
outcomes that are inconsistent with the views of the State Government, or indeed local<br />
communities. On this basis, the Premier and I have written to Federal Minister Albanese with<br />
suggested changes to the wording that would achieve the goal of direct Commonwealth<br />
funding to local government, without shifting the balance of power from local communities to<br />
Canberra (see attached).<br />
While the Queensland Government continues to support the principle of local government<br />
constitutional recognition, it will not accept a power grab by Canberra.<br />
Without any amendment to the question proposed by the Federal Government, the Queensland<br />
Government will be forced to advocate for a ‘no’ vote in the referendum. It is not in the interest<br />
of any Queenslander to allow Canberra to have more direct control over our local communities.<br />
I hope this clarifies the State Government’s position on this important matter.<br />

The <strong>2013</strong> Queensland Landcare Conference takes place in Warwick, 27 ? 29 September, hosted by Condamine<br />

This year's event will focus on healthy habitats and profitable production. Some seven keynote speakers are confirmed<br />

Julian Cribb – author of The Coming Famine<br />
Julian Cribb is an author, journalist, editor and science communicator. He is principal of Julian Cribb & Associates<br />
who provide specialist consultancy in the communication of science, agriculture, food, mining, energy and the<br />
environment. His career includes appointments as newspaper editor, scientific editor for The Australian<br />
newspaper, director of national awareness for CSIRO, member of numerous scientific boards and advisory<br />
panels, and president of national professional bodies for agricultural journalism and science communication. He is<br />
a board member of the Secretariat for International Landcare (SILC).<br />
His published work includes over 8000 articles, 3000 media releases and eight books. He has received 32 awards<br />
for journalism. His internationally-acclaimed book, The Coming Famine explores the question of whether we can<br />
feed humanity through the mid-century peak in numbers and food demand.<br />
Bill Gammage – author of The Biggest Estate on Earth<br />
Bill Gammage is an adjunct professor in the Humanities Research Centre at the Australian National University (ANU), researching Aboriginal<br />
land management. He grew up in Wagga, and was an ANU undergraduate and postgraduate before teaching history at the Universities of<br />
Papua New Guinea and Adelaide. He wrote The Broken Years on Australian soldiers in the Great War (1974), Narrandera Shire (1986), The<br />
Sky Travellers on the 1938-39 Hagen-Sepik Patrol in New Guinea (1998), and The Biggest Estate on Earth: How Aborigines made Australia<br />
(2011). He served the National Museum of Australia for three years as <strong>Council</strong> member, deputy chair and acting chair. He was made a<br />
Freeman of the Shire of Narrandera in 1987, a fellow of the Australian Academy of Social Sciences in 1991, and an AM in 2005.<br />
Major General Michael Jeffrey AC, AO(Mil), CVO, MC (Retd) – Former Governor-General & Australia’s first official Advocate for Soils<br />
Born in Wiluna, WA in 1937, Michael Jeffery graduated from the Royal Military College into Infantry, serving<br />
operationally in Malaya, Borneo, Papua New Guinea and Vietnam, where he was awarded the Military Cross and<br />
the South Vietnamese Cross of Gallantry.<br />
From 1993-2000 he was the Governor of Western Australia. In 2000 he established, in Perth, a not for profit<br />
strategic research institute – Future Directions International (FDI). From 2003 to 2008 he served as Governor-<br />
General of Australia where his key interests were in youth, education and landscape regeneration.<br />
He is Chairman of FDI, Outcomes Australia, and Soils for Life and is patron of numerous charitable organisations.<br />
He was recently appointed by the Prime Minister as the National Advocate for Soil Health and as the Australian<br />
Envoy for The Queen Elizabeth Diamond Jubilee Trust.<br />

Mr Shayne Joyce – 2012 Winner National Carbon Cocky of the Year<br />
Shane is a 3 rd generation beef cattle producer from Theodore. Shane & his wife Shan have been managing their<br />
property Dukes Plain for the past 30 years. This year Shane & Shan won both, Innovative Carbon Cocky &<br />
Carbon Cocky of the Year Awards, at Carbon Farmers of Australia Dubbo Carbon Farming Week. Shane & Shan<br />
have both, an Organic Certified beef cattle breeding & fattening, & a non certified beef cattle trading & fattening<br />
enterprises.<br />
Dukes Plain is a very diverse landscape with sandstone escarpment, eucalypt forest, brigalow, & semi evergreen<br />
vine thicket land types. Shane & Shan have managed their landscape (among other things) for timber retention,<br />
diversity of pastures, soil health, diversity of wildlife (above & below ground), & effective use of rainfall, to deliver robust production outcomes. In<br />
2012 Dukes Plain was included in Soils for Life Australia wide case studies “Innovations for Regenerative Landscape Management”.<br />
Dr. Nancy A Schellhorn – Principal Research Scientist<br />
Dr. Schellhorn is the Team Leader of Spatial Ecology with the CSIRO Ecosystem Sciences Department. She is<br />
currently researching ecosystem services through the study of beneficial and pest invertebrates within native<br />
habitats and managed environments.<br />
Dr. Schellhorn shall talk about her work that focuses on meeting the challenge of maintaining / growing<br />
agricultural productivity while minimizing our impact on natural resources. To meet this challenge she and her<br />
team have developed and advanced the concept Pest Suppressive Landscapes (PSL), which provides a way of<br />
measuring, designing and managing agricultural landscape mosaics for productivity and biodiversity.<br />
Dr. Schellhorn shall show examples from projects conducted on the Darling Downs, QLD and southern NSW.<br />
Mrs Georgie Somerset – A rural leader with experience in agribusiness, rural tourism and regional development.<br />
Georgie Somerset is a beef farmer and rural leader with experience in agribusiness, rural tourism and regional<br />
development. Her work involves identifying opportunities, resolving issues and creating linkages and networks<br />
across rural sectors.<br />
Actively involved in the family owned beef property in Queensland’s South Burnett and mother of three children,<br />
Georgie is president of the Queensland Rural, Regional and Remote Women’s Network, is on the board of QRAA<br />
and involved with various industry and community groups.<br />
Georgie’s life combines cattle yards and board rooms, boarding school parenting and committee chairing and long drives for short meetings.<br />
Georgie believes in lifelong learning and education. She knows that accessing information and influencing decision makers is still possible in a<br />
remote location if you stay connected.<br />
She is also a great believer in the 3 Cs - good coffee, chocolate and conversation.<br />
Mr Terry McCosker - Director of Carbon Link Limited and Resource Consulting Services (RCS)<br />
Terry is an internationally acclaimed teacher and has worked in research, extension and property management in both<br />
government and private sectors for 45 years. Terry has published over 40 papers and made several world first<br />
discoveries in the 1980’s in the fields of bull fertility, ruminant nutrition and pasture ecology. Terry co-founded RCS<br />
over 25 years ago which has set the benchmark for capacity building in rural and regional Australia. He is responsible<br />
for the introduction of the GrazingforProfit School into Australia which now has over 5,000 graduates and has<br />
changed grazing, livestock and business management nationally. Terry is a Churchill Fellow, a Fellow of the Tropical<br />
Grasslands Society, has chaired the Australian Beef Expo, has sat on numerous advisory committees and has been<br />
nominated for many awards.<br />
Terry is also a pioneer in the field of soil carbon and carbon farming, having been committed to research and<br />
commercial activity in this area for over six years. In this Capacity he is Chairman of Carbon Link Limited, and has led<br />
the first, large scale commercial, accurate soil baselining project in the world.<br />

Please note that this field trip and workshop program is a preliminary program only and is subject to change. To offer variety in the<br />
programming, we have options for five field trips and three on-site workshops. Field trips shall be limited to 30 participants and workshops have<br />

Come out to Cunningham 20km west of Warwick and see if you can you find all the ‘treasure’ first. Get<br />
down at soil surface level, discuss the environmental indicators, the root cause and management<br />
options.<br />
This visit shall consist of finding certain things in the paddock with a prize being given for the winner. A<br />
paddock discussion will then be held about what we have found and why; what environmental<br />
conditions or management decisions have caused and the result.<br />
This field trip will demonstrate how technology is improving sustainable farming practices by energy,<br />
fertilizer and chemical use reductions as well as innovations which are enhancing the working<br />
environment of the modern farmer. Come and see controlled traffic farming the machinery and the<br />
results, 20 row row-crop machines with variable rate control and farm mapping for production<br />
enhancements. You will also learn about some of the future developments for technology in the farm<br />
enterprise.<br />
Allora Mountain Flora & Fauna Reserve has been well known by the Allora community as an area of<br />
significance and worthy of promotion for its conservation values. It occupies an area of 210 hectares<br />
adjacent to the town of Allora.<br />
This visit shall explain the project plan aimed at developing it as a highly valued recreational and<br />
educational space for the local community as well as an attractive tourist destination for those travellers<br />
seeking an experience of local landscape and flora and fauna.<br />
This field trip will go into the scenic mountains east of Warwick. Much of this area was once covered in<br />
big rainforest trees. Killarney Bushcare has been working on re-vegetating and protecting a small patch<br />
of Rainforest at Spring Creek Mountain Cafe. This project presented many challenges that have helped<br />
us learn more about this process including raising the locally sourced seeds. We can now share this<br />
with you.<br />
To walk around the site we recommend a moderate level of agility but all are welcome.<br />
5. Indigenous Culture –<br />

This visit takes you 40km out of Warwick to Nyalar Mirungan-ah Nature Refuge where Cicada Woman<br />
Tours will help you learn about Aboriginal spirituality, Aboriginal plant use and traditional culture, or<br />
Tjukurpa. Tjukurpa is the traditional philosophy of life of Aboriginal people. It explains the meaning of<br />
life and how to care for other people and the land. This tour will give you a feeling for the role of<br />
landscape and country in Aboriginal life and for its potential as a way of thinking about our management<br />
of land.<br />
You will also be served a cup of tea or coffee with delicious nibbles made with traditional ingredients<br />
such as Wattleseed, Nettle, Warrigal Greens & Bunya Nut.<br />
6. Soil Chromotology<br />

The "Day in the life of a Soil" Workshop is an innovative, effective and hands on way to learn about the<br />
complexity of the soil. Using roleplays where participants become soil microbes and organisms, the<br />
workshop takes participants into the soil world. Key processes in the soil such as mineralisation, humus<br />
development and how fertilisers work are revealed in an easy to understand way. This highly successful<br />
Landcare workshop has been attended by hundreds of landholders in NSW and Queensland with<br />
everyone having a great experience. Queensland DAFF has recently developed a teaching resource kit<br />
based on the game for school teachers.<br />

Over the recent past we have had access to a multitude of workshops…information, information,<br />
information….however how much of this is turned into ACTION?<br />
Shane’s own personal experience with exposure to Biodynamics in the early 1970’s, led to no action.<br />
On returning to Biodynamics in 2002, Biodynamic Agriculture Australia had come about. The founders<br />
were “pragmatists” and open to farmers and gardeners trying different methodologies in the making and<br />
application of biodynamic preparations.<br />
With this “pragmatism” came a freedom to practicing Biodynamics, and a variety of “new” biodynamic<br />
preparations and application methods which are proving to be effective have arisen.<br />
Shane & Louise will lead workshop participants through an outline of some of the “traditional’ as well as<br />
the “new” methodologies of Biodynamics in the garden & on the farm.<br />
Improving your soils and quality of produce with Biodynamics is achievable, cost-effective and can now<br />
turn to ACTION !<br />

Conversations on the Condamine | Friday 27 September<br />
Held at Queens Park on the banks of the Condamine River, this informal evening shall feature tasting plates<br />
filled with delicacies using produce sourced from local suppliers. Sample what the local area has to offer, and<br />
talk to the producer who has created the product. The evening shall also feature a “Food & Fibre” market<br />
atmosphere, offering the opportunity to purchase local produce to enjoy with friends. A welcome drink will be<br />
provided, after which delegates will be able to purchase their own from the conference bar. This evening is<br />
included in the full conference delegate package. Additional tickets to this event are $40.<br />
State Landcare Awards | Saturday 28 September<br />
This year’s conference gala dinner shall include the Queensland State Landcare Awards. Delicious cuisine consisting of three courses shall be<br />
served throughout the evening in between award presentations. Entertainment on the evening shall be provided by Marco Gliori, a local poet<br />
whose humorous anecdotes shall have you chuckling in your seats. Locally acclaimed musician, Phil Vellacott, shall captivate us with his guitar<br />
playing and is more than happy to perform a song at your request. The Conference bar will be open all night, serving a selection of fine<br />
alcoholic and non alcoholic beverages. Additional tickets are $70.<br />
Junior Landcare<br />
A Junior Landcare Program will be offered for the duration of the Conference for children aged from 7 to 15 years. To be hosted by teachers<br />
from Warwick Central State School, children will be offered opportunities to share, create and explore within our local environment. The Junior<br />
Landcare Program features interactive sessions with local producers, a visit to Rosenthal Scrub, arts and crafts as well as contributing to local<br />
revegetation works and Waterwatch activities along the Condamine River. Those involved in Junior Landcare will also be singing a welcoming<br />
song to guests at the State Landcare Awards on Saturday evening.<br />
Costs for Junior Landcare delegates will be $50 per child for the three days. This includes morning tea, lunch, afternoon tea and all activities.<br />
Alternatively, there is a day rate of $20 per child per day.<br />

Partners Program<br />
There shall be a variety of tourist spots to see or guided activities if there are sufficient numbers interested. Full package details shall be<br />
uploaded onto the Conference Website closer to the event. We have however negotiated options associated with visits to Abbey of the Roses;<br />
Glengallan Homestead; Pringle Cottage Museum; a visit to the Southern Downs Steam Railway and a historic tour through town with the Town<br />

About our venues<br />
The conference shall take place in the grounds of St. Marys Upper Primary School Campus, using the new MacKillop Centre.<br />
Concurrent sessions shall take place in the nearby classrooms. The St. Marys Campus is located at 175 Palmerin Street,<br />
Warwick and is within easy walking distance to the Warwick CBD.<br />
Junior Landcare shall take place at Warwick Central State School, located approximately 3 blocks from the St Mary’s Campus.<br />
Friday evening will be held on the banks of the Condamine River, in town and Saturday night’s dinner shall be held in the<br />
Dining Hall at Scots PGC.<br />
St. Mary’s Upper Campus is relatively easy walking distance from most accommodation places however transportation from<br />
nominated pick up spots shall be available. It is also easy walking distance to Warwick Central State School for the Juniors.<br />
A shuttle bus will be available to deliver delegates direct from the venue to the Condamine River on the Friday evening,<br />
although those who wish to stretch their legs with a twilight stroll can do so easily. The shuttle bus will be available at regular<br />
intervals throughout the night to assist with transporting delegates back to their accommodation. This bus service shall also<br />
pick up and drop off from nominated spots to the Scots PGC on the Saturday night.<br />

The Airport Flyer leaves Brisbane Airport at 1.30pm and arrives in Warwick at 4.20pm. For details visit the Airport Flyer website at<br />

Local bus company Crisps Coaches has a Brisbane pickup in the morning and again in the afternoon. Each bus shall have plenty of room for<br />

Coming by car<br />
The drive to Warwick from most directions is on sealed roads and shall bring you through many picturesque townships. Once you arrive in<br />
Warwick, most accommodation places are very clearly signed.<br />
Getting around Warwick<br />
The majority of conference facilities and accommodation are all generally located within comfortable walking distance of the Warwick CBD. If<br />
required, there are town buses and taxis available.<br />
A shuttle bus will be available to transport delegates to designated sites within the CBD to assist with transportation of delegates to and from the<br />
various social events.<br />
Accommodation in Warwick<br />
Warwick Christian College at Slade Campus<br />
Dormitory style accommodation is available with more than 150 beds available. There are two main housing facilities, each having a spacious<br />
common room for social interaction (or perhaps for some time out.) Although the dormitories come with a bed and drawers and have the usual<br />
amenities up the hallway, it is preferred that you bring your own pillow and towel. ** It must be noted that these facilities are not secure and your<br />
belongings are to be stored at your own risk.<br />
The cost of each dormitory room is $44.00 (including GST). Alternatively, you may choose the accommodation plus breakfast package (full hot<br />

There are several motels and hotels in Warwick with the majority being within walking distance of the conference venue. Motel rooms range in<br />
price from $65 to $170 per night. We ask that all accommodation is booked directly with the motel / hotel of your choice.<br />
Camping, Caravans or Cabins<br />
If camping, caravanning or sleeping in a cabin is your preferred choice, there are two caravan parks on either side of Warwick. Although not<br />
easily within walking distance to the CBD, powered caravan sites are approximately $27, cabins ranging from $72 to $85 or camp out from as<br />
little as $18 per couple per night.<br />

With an impressive speaker line-up of four State Government Ministers that will participate in a<br />
dedicated Q&A session at the conclusion of day one (Ministers Crisafulli, McVeigh, Cripps and<br />
Emerson), Assistant Minister Ted Malone, two Director-Generals, other industry associations and<br />
colleagues in Local Government, this inaugural Bush <strong>Council</strong>s Convention is not to be missed!<br />
Held in Longreach, this Convention is the first of its type to focus specifically on issues faced by<br />
regional, rural and remote councils, such as natural resource management, regional and economic<br />

New Flying Fox Management Resources for Queensland <strong>Council</strong>s<br />

New information available on LGOnline provides important resources for councils dealing with flying<br />
fox management.<br />
The Local Government Association of Queensland has launched a dedicated member-only area of its<br />
website for latest information and support on the issue of flying fox management.<br />
A communication guide designed to assist elected members in responding to community questions<br />
and concerns related to flying fox colonies is accompanied by a best practice management guide<br />
produced in partnership with environmental consulting firm Ecosure.<br />
The two part communication guide and resources kit will be emailed direct to councils on LGAQ’s<br />
flying fox communication mailing list.<br />
A pre-qualified list of Environmental Consultancy firms with relevant qualifications to work with<br />
councils on the issue of flying fox management has also been established by LGAQ in partnership<br />
with Local Buy.<br />

Polling day booth management<br />
<strong>Council</strong>s will be asked to manage the ?staffing? (with staff, volunteers etc.) themselves in their own LGAs. The<br />
suggestion is to appoint a specific Booth manager to oversee the organisation of this. Banners and other collateral will be<br />
supplied.<br />
Know the key messages: (don?t let our aim ? which is a straightforward one - be blurred by confusing fear tactics<br />
or politics ? this is about our communities, and their people)<br />
This is an important referendum that will give councils certainty about funding for vital infrastructure and<br />
community services.<br />
Including local government in the Australian Constitution will confirm the Federal Government's ability to provide<br />
funding directly to councils.<br />
As it stands the door is open to legally challenge funding programs such as Roads to Recovery, Regional and<br />
Local Community Infrastructure, Pathways to Adaptation, Regional Partnerships and the Regional Development<br />
Australian Fund.<br />
Constitutional recognition won't change the status of local government, its powers, or its relationship with the state<br />
government. The referendum will simply formalise what has already been happening for more than ten years.<br />
<strong>Council</strong>s will remain the responsibility of state governments. The states will still be able to amalgamate councils,<br />
de-amalgamate councils, change council boundaries and dismiss non-performing councils.<br />

This year's annual conference is to be held in Cairns 21-24 October <strong>2013</strong><br />
The 117th LGAQ Annual Conference will take place at the Cairns Convention Centre, Cnr Wharf and<br />
Sheridan Streets, Cairns from 21-24 October <strong>2013</strong>.<br />
Attached is the template for the preparation of Annual Conference motions. In order to enable the<br />
Preliminary <strong>Agenda</strong> to be available 4 weeks prior to the commencement of Annual Conference,<br />
motions should be forwarded to Beth Norman at the LGAQ by 30 August <strong>2013</strong>.<br />
Please forward motions by email to beth_norman@lgaq.asn.au.<br />
<strong>Council</strong>s are encouraged to limit their motion and background information to one page. Please note<br />
that motions not supported by background information will be automatically classified as a “C Motion”.<br />
A new arrangement commencing this year is for <strong>Council</strong> to approve the motion/s being submitted for<br />
consideration at the Conference. The date of the council meeting approving the motion is to be<br />
included in the template.<br />
