French ISAF troops push into the Tagab valley in Kapisa Province.<br />

Task Force (TF) Kapisa – French operations in Kapisa<br />

Six hundred and fifty French troops deployed to<br />

Kapisa Province within Regional Command East<br />

in the summer of 2008. Their role has been to<br />

strengthen ISAF capabilities in a key access area<br />

to Kabul. The French soldiers are committed to<br />

implementing an integrated approach through:<br />

• Securing roads to ensure freedom of movement;<br />

• Disrupting militant activities and networks and<br />

driving the insurgents back to the end of the<br />

valleys;<br />

• Supporting the ANA by helping it establish several<br />

outposts and an important base in the South of<br />

the province;<br />

• Establishing solid relationships with village elders<br />

and responding to the population’s most urgent<br />

requests, including medical care. Seven hundred<br />

adults and 400 children were treated in the first<br />

6 months of the TF presence;<br />

• Supporting civil development projects led by<br />

PRTs and the UN in a secure environment.<br />

As a result of TF Kapisa/ANA coordinated operations,<br />

ISAF has reported declining insurgent activities in the<br />

area. In parallel, security improvements are allowing<br />

for the development of significant infrastructure<br />

programmes, such as the American PRT-led<br />

project of a major road across Kapisa. (Source:<br />

Security Support<br />

to Free and Fair Elections<br />

The <strong>2009</strong> Presidential Elections will be another important<br />

milestone in the development of <strong>Afghanistan</strong>’s<br />

constitutional democracy. Voter registration has been<br />

conducted efficiently and successfully by the Afghan<br />

authorities with the support of ISAF. With almost<br />

4.4 million newly registered voters, preparations are<br />

well underway for the election later this year.<br />

Security for these elections will be provided first and<br />

foremost by the ANSF. The first line of security will be<br />

the ANP, with the second line of security provided by<br />

the ANA. For its part, ISAF will provide third line support.<br />

The process for generating temporary additional<br />

troops for this purpose is ongoing.<br />
