<strong>Afghanistan</strong> <strong>Report</strong> <strong>2009</strong><br />

Afghan people participate through a Shura (assembly) in the political life of their country.<br />

Helping to build good governance and effective<br />

institutions has proven challenging. The Afghan<br />

Government’s capacity is limited because of<br />

inadequately educated, trained and paid staff that<br />

have limited capabilities and who are vulnerable to<br />

corruption. Ministries have insufficient capacity to<br />

extend effective authority to the provinces and districts.<br />

At provincial and district level, local administrations<br />

suffer from the same problems.<br />

Continuing insecurity, criminality and, in places, the<br />

pervasive influence of the narcotics trade further<br />

impedes efforts to improve good governance.<br />

Despite these challenges, the Afghan Government<br />

has made progress in extending and establishing its<br />

presence, even in remote parts of the country. The<br />

BBC/ABC/ARD survey showed 67% of Afghans polled<br />

believed that the presence of the central government<br />

in their local area was significant 9 . The same poll<br />

revealed similar opinions about provincial authorities<br />

and local police 10 . The majority of the respondents<br />

rated the Taliban presence as minimal. No survey of<br />

Afghan opinion suggests any appetite for the return of<br />

a Taliban Government.<br />
