Chiefly Speaking<br />

My Fellow Arrowmen:<br />

Here comes another busy year, but the busier we are, the more things that happen!<br />

Many new things are coming and we all have an opportunity to take an active part<br />

in what will be our lodge’s finest year. Last year had many challenges – some which<br />

we were successful and some we fell short. But if we work together, this year will<br />

be our proudest time. But remember, nothing comes easy.<br />

This year we host our new section’s conclave which will call for all our members to<br />

take an active part. The new section promises to bring all our lodges together to<br />

make a difference in each Arrowman and each Scout that we come in contact. Also,<br />

many of our members will be attending the National OA Conference. This is a once<br />

in every four year opportunity that no one should miss.<br />

This year I am asking every Arrowman to rise to the challenge with a smile and a<br />

dedication that will truly inspire those Scouts around us. I ask that you keep one<br />

word on your mind during all of 2012 – opportunity. If you don’t attend gatherings,<br />

you don’t talk to you fellow Arrowmen, if you don’t participate in the projects and<br />

meetings – you will be missing out on an opportunity. It will be an opportunity that<br />

may not come your way again. In the OA, as in Scouting, opportunity is what you<br />

must reach for. You must look inside yourself, you must remember why you were<br />

chosen, you must decide on where your commitment will be focused. Opportunity is<br />

about choice. And that choice is yours and yours only. Can you look and see the fire<br />

inside you – fan it – allow its glow to radiate in your actions as to inspire those<br />

around you? I think you can. I am counting on your help to show everyone that our<br />

lodge is truly the best!<br />

The Mission of the Order of the Arrow<br />

The mission of the Order of the Arrow is to fulfill its purpose as<br />

an integral part of the Boy Scouts of America through positive<br />

youth leadership under the guidance of selected capable<br />

adults.<br />

The Purpose of the Order of the Arrow<br />

As Scouting’s National Honor Society, our purpose is to:<br />

• Recognize those who best exemplify the Scout Oath and Law<br />

in their daily lives and through that recognition cause others to<br />

conduct themselves in a way that warrants similar recognition.<br />

• Promote camping, responsible outdoor adventure, and<br />

environmental stewardship as essential components of every<br />

Scout’s experience, in the unit, year-round, and in summer<br />

camp.<br />

• Develop leaders with the willingness, character, spirit and<br />

ability to advance the activities of their units, our Brotherhood,<br />

Scouting, and ultimately our nation.<br />

• Crystallize the Scout habit of helpfulness into a life purpose of<br />

leadership in cheerful service to others.<br />

Order of the Arrow Obligation<br />

I do hereby promise, on my honor as a Scout, that I will always and faithfully<br />

observe and preserve the traditions of the Order of the Arrow, Wimachtendienk,<br />

Wingolauchsik, Witahemui.<br />

I will always regard the ties of brotherhood in the Order of the Arrow as<br />

lasting, and will seek to preserve a cheerful spirit, even in the midst of irksome<br />

tasks and weighty responsibilities, and will endeavor, so far as in my power lies,<br />

to be unselfish in service and devotion to the welfare of others.<br />

Lodge Goal #1 – Fiscal Management<br />

To achieve a comprehensive program which the Lodge can deliver to the<br />

youth and their units, the Lodge must be financial sound and operate<br />

within the fiscal guidelines it develops. To be successful it is important for<br />

the Lodge to develop and execute an annual budget.<br />

Methods:<br />

1. The Treasurer, with the assistance of the Lodge Advisor, Lodge Associate<br />

Advisor and Lodge Chief, will develop a budget for the Lodge.<br />

2. At each LEC Meeting the Lodge Treasurer will report all expenses and<br />

income transactions that have incurred since the last LEC meeting.<br />

3. The Treasurer will report a forecast for the Lodge leadership that will guide<br />

the leadership as to our achieving our financial goals.<br />

Milestones:<br />

A. Complete and follow a budget that has been approved by the Lodge<br />

Executive Committee.<br />

B. End the program year with a positive operating balance in the Custodial<br />

Account.<br />

C. Close the program year with a greater positive balance than what was<br />

projected in the Operation Budget<br />

Lodge Goal #2 – Contribution to the <strong>Council</strong><br />

Assist the <strong>Council</strong> in the delivering of the Scouting program to the youth in<br />

our community by providing funds and or materials to the <strong>Council</strong>.<br />

Methods:<br />

1. The Lodge will use the Ordeal Induction weekend to provide labor and<br />

material for improvements to the <strong>Council</strong> Camps.<br />

2. The Lodge will contribute to the salary of an OA Activities Coordinator at<br />

San Isabel Scout Ranch.<br />

3. The Lodge will make a cash donation to the Friends of Scouting<br />

Campaign.<br />

Milestones:<br />

A. Contribute an average of $2.00 in cash per Lodge member.<br />

B. Contribute the equivalent of $3.50 in cash or material per Lodge member.<br />

C. Contribute the equivalent of $5.00 in cash or material per Lodge member.<br />

Lodge Goal #3 – <strong>Member</strong>ship Growth<br />

For the Lodge to achieve its mission of promoting camping and providing<br />

leadership to the units, the Lodge must maintain a positive membership<br />

growth.<br />

Methods:<br />

1. The Lodge will promote the Troop/<strong>Team</strong> OA Representative Program to<br />

achieve better communications with the units and their leaders.<br />

2. The Lodge will participate in summer camp activities for Scouts and Cubs<br />

so as to increase the exposure of the Order of the Arrow.<br />

3. The Lodge will promote the prompt payment of Lodge dues through the<br />

unit leaders.<br />

4. The Lodge will work with the chapters to promote the value of the OA in<br />

their districts.<br />

Milestones:<br />

A. Increase the membership in Lodge by at least one member.<br />

B. Increase the membership in the Lodge by at least 1% from the total<br />

number of members at the end of the previous year.<br />

C. Increase the membership in the Lodge by at least 3% from the total<br />

number of members at the end of the previous year.<br />

Lodge Goals #4 – Ordeal Completions<br />

The Lodge will work with units who have elected candidates to become<br />

members of the Lodge to insure they have the opportunity to complete<br />

their Ordeal induction.<br />

Methods:<br />

1. The Lodge will work with each unit to insure that those that units who<br />

choose to have elections have a quality election and get the complete<br />

information of those Scouts elected to the Lodge Secretary.<br />

2. The Lodge Chief will send a personal letter to each candidate to<br />

congratulate them and encourage them to register for the Ordeal<br />

weekend.<br />

3. The Lodge Secretary will follow-up with each candidate that has not<br />

registered for an Ordeal weekend to encourage them to register.<br />

4. The Lodge Chief will send a personal letter to each candidate’s parent to<br />

congratulate them on their son’s achievement and explain what the OA is<br />

and what the Ordeal comprises.<br />

Milestones:<br />

A. Complete the Ordeal induction for at least 60% of those Scouts elected or<br />

achieve at least a 5% increase of the previous year.<br />

B. Complete the Ordeal induction for at least 75% of those Scouts elected or<br />

achieve at least a 5% increase over the 60% goal.<br />

C. Complete the Ordeal induction for at least 90% of those Scouts elected or<br />

achieve at least a 5% increase over the 75% goal.<br />

Lodge Goal #5 – Brotherhood Completion<br />

The Lodge recognizes that the completion of the induction process for new<br />

Arrowmen is earmarked by the achieving the Brotherhood Honor. Being<br />

recognized with the Brotherhood Honor not only provides the Arrowmen a<br />

more complete idea of the fundamentals for with the OA was founded but<br />

will provide them the principles of service which will be with them even<br />

after Scouting.<br />

Methods:<br />

1. Each year those Arrowmen eligible for Brotherhood will be notified and<br />

provided with the necessary information to seal their membership.<br />

a. Lodge Secretary will provide each chapter a list of the Arrowmen<br />

eligible for Brotherhood membership.<br />

b. The Lodge Chief will write a letter to each Brotherhood candidate to<br />

encourage them to seal their membership.<br />

2. The Lodge Secretary will post on the website the Brotherhood Study<br />

guide.<br />

3. The Lodge Chief will write a congratulatory letter to each member who<br />

successfully completes the sealing of their membership to encourage<br />

them to continue their service to their units and the Lodge.<br />

Milestones:<br />

A. Achieve at least a 30% conversion of Ordeal <strong>Member</strong>s to Brotherhood or<br />

a minimum of 5% increase from the previous year achieving Brotherhood.<br />

B. Convert at least 40% of the Ordeal members to Brotherhood or achieve at<br />

least a 3% increase over the 30% conversion.<br />

C. Convert at least 50% of the Ordeal members to Brotherhood or achieve at<br />

least a 3% increase over the 40% conversion rate.<br />

Lodge Goal #6 – <strong>Member</strong>ship Retention<br />

Lodge can only improve if it continues to grow in membership. New<br />

members look to the older members for leadership and guidance. New<br />

members bring new ideas and older member add wisdom of the past. There<br />

for the Lodge must not only grow in new members, it must continue to<br />

retain its old members.<br />

Methods:<br />

1. The Lodge Secretary will send a letter to each member who has not<br />

registered with the Lodge urging them to complete their re-registration and<br />

pay their dues.<br />

2. The Lodge Vice-Chief of Administration with work with each chapter chief<br />

and Unit Troop Representative to encourage members to submit their<br />

registration and dues before March 1 st .<br />

Milestones:<br />

A. The Lodge will achieve 50% retention of its membership or an increase of<br />

4% over the prior year.<br />

B. The Lodge will achieve 60% retention of its membership or an increase of<br />

4% over the 50%.<br />

C. The Lodge will achieve 70% retention of it membership of an increase of<br />

5% over the 60%.<br />

Lodge Goal #7 – Unit Elections<br />

The Order of the Arrow seeks to identify those Scouts who have choosen<br />

to make both the Scout Oath and the Scout Law a part of their life and by<br />

their actions in their unit are looked upon by there fellow Scouts as a<br />

leader. The Lodge will encourage every unit to look for those outstanding<br />

Scouts by asking the other Scouts in their Unit to met to identify them and<br />

nominate them to membership in the Order of the Arrow.<br />

Methods:<br />

1. The Lodge Secretary will identify each unit in the <strong>Council</strong> and provide the<br />

Chapters with the unit leader and contact information for those Units.<br />

2. The Lodge Vice-Chief of Administration will mail a letter to each unit<br />

explaining the purpose of the Order of the Arrow and the importance to the<br />

unit to encourage the members of their unit to identify those exceptional<br />

Scouts by holding OA Elections.<br />

3. The Lodge Vice-Chief of Administration will arrange election training for all<br />

chapter election teams prior to the team holding any elections.<br />

4. Each Chapter will contact the units to schedule a Order of the Arrow Unit<br />

Election. That election date and time will be communicated to the Lodge<br />

Secretary.<br />

5. The Chapter will forward the election report completely filled out<br />

immediately upon completion of the unit election.<br />

Milestones:<br />

A. The Lodge will complete elections for at least 90% of the units requesting<br />

elections.<br />

B. The Lodge will complete elections for at least 95% of the units requesting<br />

elections.<br />

C. The Lodge will complete elections for all units requesting elections.<br />

Lodge Goal #8 – Section and National Event Attendance<br />

The Lodge will promote all members to attend Order of the Arrow events<br />

outside of the Lodge. Events on both the Section and National Level<br />

provide our members not only exciting fellowship opportunities;<br />

attendance in these events increases the members’ knowledge and<br />

commitment to bringing back to their unit new and improved leadership<br />

skills.<br />

Methods:<br />

1. The Lodge will serve as the service Lodge to the Section W5S section<br />

conclave that will be held in April of 2012.<br />

2. The Lodge will form a contingent to attend the National Order of the Arrow<br />

Conference to be held in July of 2012.<br />

3. The Lodge will promote members to attend at least one of the National<br />

High Adventure Bases.<br />

Milestones:<br />

A. The Lodge will meet the goal to have 10 members attend the Section<br />

Conclave, 5 members attend the National OA Conference, and 1<br />

members attend one National Adventure Base.<br />

B. The Lodge will exceed the attendance goals for Section and National<br />

events by 10%.<br />

C. The Lodge will exceed the attendance goals for Section and National<br />

events by 20%.<br />

Lodge Goal #9 – Lodge Communications<br />

The Lodge recognizes the benefit of each of its members staying informed<br />

of the activities and news of the Lodge and the Order of the Arrow. That<br />

information will help each member to participate in more activities and<br />

promote Lodge activities.<br />

Methods:<br />

1. The Lodge will produce a newsletter and/or post it to the Lodge Website at<br />

least four times a year.<br />

2. The Lodge will provide articles to the <strong>Council</strong> newsletter at least twice a<br />

year.<br />

Milestones:<br />

A. The Lodge will follow the follow the communication plan in the program<br />

plan.<br />

B. The Lodge will publish a Lodge newsletter or update the Lodge website at<br />

least quarterly.<br />

C. The Lodge will provide information or articles for the council newsletter or<br />

web site.<br />

Lodge Goal #10 – Lodge Event Participation<br />

The Lodge will provide activities and fellowship to its membership. In this<br />

way the members will take a more active role in the Lodge operation and<br />

promote the activities of the Lodge.<br />

Methods:<br />

1. Each event will be promoted at the LEC meetings and published on the<br />

Lodge Web Site and/or newsletters.<br />

2. Each Chapter will develop a communications plan which will personally<br />

contact each member of the chapter to encourage the member to attend<br />

the upcoming activity.<br />

Milestones:<br />

A. Average at least 10% of the membership attending all Lodge events.<br />

B. Average at least 20% of the membership attending all Lodge events.<br />

C. Average at least 30% of the membership attending all Lodge events.<br />

Lodge Goal #11 – Lodge Planning<br />

The Lodge must create and maintain a program plan that will guide the<br />

Lodge in its activities as it fulfills its mission to its members and the<br />

<strong>Council</strong>.<br />

Methods:<br />

1. The Lodge will develop a written program plan that is reviewed with the<br />

Key 3 and the LEC.<br />

2. The LEC will make necessary changes to the program plan as needed at<br />

the LEC meetings.<br />

3. The LEC will work with the Scout Executive or designate to insure the<br />

Lodge program plans are not in conflict with council programs.<br />

Milestones:<br />

A. The completed program plan will be presented to the Scout executive by<br />

the Key 3 for approval.<br />

B. The Lodge program plan will be reviewed at least annually in conjunction<br />

with the <strong>Council</strong> programs.<br />

C. The Key 3 will meet with the <strong>Council</strong> Executive annually to review the<br />

current plan and the Lodge’s progress of executing that plan.<br />

Lodge Goal #12 – <strong>Council</strong> Service Projects<br />

The Lodge recognizes the value of providing service to the <strong>Council</strong> through<br />

it camps. The Lodge will work with the <strong>Council</strong> staff to identify and execute<br />

projects that will help the <strong>Council</strong> carry out its camping program plans.<br />

Methods:<br />

1. The Lodge will hold its Ordeals at the <strong>Council</strong> camps to provide service to<br />

the camps.<br />

2. The Lodge will work closely with the Camp Ranger to identify those<br />

projects that are needed to assist the <strong>Council</strong> to deliver its camping<br />

program.<br />

3. The Chapters will work with their District Committee to identify service<br />

opportunities for the Chapter that will benefit the programs of the District.<br />

Milestones:<br />

A. The Lodge will complete service projects that results in at least 2 hours of<br />

service for each Lodge member.<br />

B. The Lodge will complete service projects that results in at least 2.5 hours<br />

of service for each Lodge member.<br />

C. The Lodge will complete service projects that result in at least 3 hours of<br />

service for each Lodge member.<br />

Lodge Goal #13 – <strong>Council</strong> Camping Support<br />

The Order of the Arrow is the ambassador of the <strong>Council</strong> Camping program<br />

and as such strives to be help units promote camping within their units.<br />

This promotion is not limited to just summer camp but extends to all<br />

camping activities whether they be unit or district driven.<br />

Methods:<br />

1. Each Chapter will work with their District Committee to identify camping<br />

activities available for the units to participate.<br />

2. The Chapter Chief of each District will participate with the Camping<br />

committee on the District Level.<br />

3. The Lodge will provide contact information of each unit to the Chapter so<br />

that the unit can be contacted to receive a camp promotion visit.<br />

4. The Lodge Vice-Chief of Administration will work with the <strong>Council</strong><br />

Camping Committee to develop a Summer Camp Promotion that the<br />

Chapters can deliver to each unit.<br />

5. The Lodge Vice-Chief of Administration will train the Chapter Vice-Chief or<br />

the Chapter Chief designee in the camp promotion material by the end of<br />

February.<br />

Milestones:<br />

A. The Lodge will contact at least 75% of the <strong>Council</strong> units or at least 3%<br />

more than will contacted last year.<br />

B. The Lodge will contact at least 80% of the <strong>Council</strong> units or at least an<br />

increase of 3% over the 75%.<br />

C. The Lodge will contact at least 85% of the <strong>Council</strong> units or at least an<br />

increase of 3% over the 85%.<br />

Lodge Goal #14 – <strong>Council</strong> Program Support<br />

The Lodge will actively support the <strong>Council</strong> and District programs for the<br />

units. This support will be not only be in the form of promotion but also<br />

provide staff to the <strong>Council</strong> and Districts programs to assist them in the<br />

successful execution of their programs.<br />

Methods:<br />

1. The Chapter Chief will actively participate on the District Camping<br />

Committee to identify opportunities for the Chapter to provide staff<br />

assistance in their activities.<br />

2. The Chapter Chief will encourage all their members to promote <strong>Council</strong><br />

and District programs and for members to encourage all members of their<br />

units to participate in the activities.<br />

3. The Lodge Vice-Chief of Administration will work with the <strong>Council</strong> Camp<br />

Directors to identify and promote staffing opportunities on <strong>Council</strong> Camps.<br />

Milestones:<br />

A. The Lodge will provide support for 2 <strong>Council</strong> or District events.<br />

B. The Lodge will provide support for 3 <strong>Council</strong> or District events.<br />

C. The Lodge will provide support for 5 <strong>Council</strong> or District events.<br />

Lodge Goal #15 – <strong>Council</strong> Designated Support<br />

The Lodge will provide program support to projects designated by the<br />

Scout Executive.<br />

Method:<br />

1. The Key 3 will put together a proposal of program events that it feels it will<br />

be able to accomplish.<br />

2. The Key 3 will agree on three of those projects and present them to the<br />

Scout Executive for his approval.<br />

3. The Lodge will complete the following programs:<br />

a. At least one lodge member is to attend an OA national high<br />

adventure program.<br />

c. At least one adult and two youth are to attend a National Lodge<br />

Adviser Training Seminar (NLATS) and a National Leadership<br />

Seminar (NLS) respectively.<br />

Milestones:<br />

A. The Lodge will complete at least one of the approved projects.<br />

B. The Lodge will complete at least two of the approved projects.<br />

C. The Lodge will complete all three of the approved projects.<br />

Lodge Goal #16 – Lodge and Chapter Leadership<br />

The Lodge will training to its members through the Lodge Leadership<br />

Development program. This program will provide the Lodge and Chapter<br />

Leaders the skills and training they need to promote and successfully<br />

execute Chapter and Lodge programs.<br />

Method:<br />

1. Each LEC meeting will include at least one LLD module to be presented to<br />

those Lodge and Chapters leaders in attendance.<br />

2. Each Fellowship will include at least one LLD module to be presented to<br />

all Lodge and Chapter <strong>Member</strong>s attending.<br />

3. The annual Rendezvous will include at least two LLD modules.<br />

Milestones:<br />

A. Achieve at least 75% of the eligible members trained or a 3% increase.<br />

B. Achieve at least 80% of eligible members trained or 3% increase over the<br />

C. Achieve at least 85% of eligible members trained or 3% increase over the<br />

80%.<br />

Lodge Goal #17 – Annual Report<br />

The Lodge recognizes the importance of its mission to Scouting and its<br />

support of the <strong>Council</strong> Programs. The fulfilling of its responsibilities to<br />

Scouting and its Arrowmen is critical for the <strong>Council</strong> success. To fulfill its<br />

responsibilities, the Lodge will present to the <strong>Council</strong> Executive Board an<br />

annual report of its successes and areas that need improvement.<br />

Method:<br />

1. The LEC will review the program plan each October to determine how the<br />

Lodge succeeded in meeting its program goals.<br />

2. The Key 3 will complete the re-charter package for the Lodge by the first<br />

week in December.<br />

3. The Lodge Chief with assistance of the Lodge Advisor will prepare an<br />

annual report for the <strong>Council</strong> Executive Board.<br />

Milestones:<br />

A. A written report will be presented to the President of the Executive Board<br />

of the <strong>Council</strong>.<br />

B. A written report and verbal presentation will be given to the Executive<br />

Board.<br />

C. The verbal report to the <strong>Council</strong> Executive Board will be delivered by the<br />

Lodge Chief.<br />
