INVITATION TO APPLY FOR ELIGIBILITY AND TO BID
The Bureau of Jail Management and Penology ARMM, through its Bids Awards Committee (BAC),
invites contractors to apply for eligibility and to bid for the hereunder project:
1. Name of Project : Construction of Upi Mpl Jail
Location : Nuro, Poblacion Upi, Maguindanao
Brief Description : a. Construction of one unit Jail Building
: b. Construction of one unit Administration Building
Approved Budget for the Contract (ABC) : P 3,000,000.00
Contract Duration : 135 Calendar days
Cost of Bid Documents : P 3,500.00
Prospective bidders should have expertise in undertaking a similar project within last three years with an
amount of atleast 50 % of the proposed for bidding. The eligibility check/screening as well as the Preliminary
Examination of Bids shall use non-discretionary “pass/fail” criteria. Post qualification of the lowest calculated
bid shall be conducted.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre
Bidding Conferences, Evaluation of Bids, Post Qualification and Award of Contract shall be governed by the
pertinent provision of R.A. 9184 and its Implementing Rules and Regulations (IRR).

documents are allowed to attend the Pre-BID

b. BAC will use non-discretionary pass/fail
criteria during eligibility check.

The BAC will issue to prospective bidders Eligibility requirements, BID forms and Bidding documents
at BAC secretariat Office of the Logistics, BJMP-ARMM. Regional Office No. 28 Oblate Drive, Corner
Rosales St., RH VI, Cotabato City. Upon their submission of the Letter of the Intent (LOI) and upon payment of
a non refundable fee for the Bidding Documents.
In addition, representatives are required to present a Certification / Special Power of Attorney from their
principal that they are authorized to transact business on behalf of their principal before issuance of BID
documents.
The Bureau of Jail Management and Penology ARMM reserves the right to accept or reject any BIDS at
any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
