system for interbank payments. So far, the payment system in Kosovo was characterized<br />

with very favorable performance which had a very important contribution to <strong>financial</strong><br />

<strong>stability</strong> in the country.<br />

The number and value of transactions processed through EICS increased continuously<br />

during 2012. In the first half of 2012, EICS system carried a total number of 2.1 million<br />

transactions with a total value of euro 2.5 billion. Compared with the first half of 2011, the<br />

total number of transactions appears to have increased by 2.6 percent, while the total value<br />

of transactions settled in the same period increased by 15.4 percent. Similar to last year,<br />

the total number and value of transactions settled in the first half of 2012 appears to be<br />

concentrated in the second quarter of 2012. On average, every day in the EICS are<br />

processed and settled 17,096 transactions with an average daily turnover of about euro 20.5<br />

million.<br />

When we analyze the structure of total number and value of transactions processed<br />

through the EICS, it appears that commercial banks as direct participants in EICS account<br />

for the largest participation (93.4 percent of the total number of transactions and 77.1<br />

percent of the total value of transactions). Regarding the degree of concentration in the<br />

payment system in country, excluding the CBK as a participant in the system, about 52.9<br />

percent of the total number of transactions was managed by three participating banks in<br />

the system, while about 67.8 percent of the value of total transactions was managed by<br />

three largest banks in the banking system in Kosovo.<br />

6.6.2 Payment Instruments<br />

The total number and value of payments realized through the EICS has increased in 2012.<br />

Massive-regular payments continue to have the highest share in total number of<br />

transactions in June 2012 as well (68.8 percent of the total number of payments), which are<br />

usually payments carried out for or to government institutions such as payments of<br />

salaries. These payments are followed by regular payments (18.1 percent) and kos-giro<br />

payments (a standardized payment that offers customers a more efficient way to pay their<br />

bills such as registration fees, taxes or public utility bills through the bank) which account<br />

for 12.3 percent of total transactions.<br />

Regarding the total number of payments processed by the EICS, the massive-priority<br />

payments recorded the fastest annual growth (from 1,050 in June 2011 to 2,782 in June<br />

2012), followed by direct debit payments (from 3,205 in June 2011 to 4,911 in June 2012).<br />

Moreover, considering their low base, massive-priority payments and direct-debit payments<br />

recorded the highest growth level in terms of value (from euro 658,662 to euro 1.5 million<br />

and from euro 2.9 million to euro 4.2 million in June 2012, respectively).<br />

Regarding the total transactions value, normal payments accounted for the largest share in<br />

June 2012 (58.0 percent of the total transactions value), although Kos-Giro payments and<br />

Direct Debit payments value recorded continuous growth (Table 10). It is worth noting that<br />

since January 2012, the CBK has started issuing treasury bills of the Government of the<br />

Republic of Kosovo. In the first half of 2012, payment system in Kosovo has settled a<br />

number of 131 securities, that amounted euro 89.5 million.<br />
