B. OVERVIEW OF THE ACHIEVEMENTS<br />

Please summarise activities compared to the initial planning.<br />

B.1 - Past activities (maximum 1 page, no more than 2000 characters).<br />

The overall aim of <strong>EU</strong><strong>Excert</strong> is to map competency needs in the industry of explosives for the<br />

European market and in a European context, and develop a competency framework that can later be<br />

developed into a to a European standard and finally to disseminate results from the project to the<br />

international stakeholders and market.<br />

The developmental project is led from KCEM in Sweden Karlskoga, however the UK partner is leading<br />

the developmental workshop to develop the competency framework for the European market based on<br />

their previous knowledge and experience of systematically develop competency frameworks and<br />

National Occupational Standards.<br />

The project management and participating partners have developed a common understanding of the<br />

needs for a systematic approach for mapping knowledge, experience and skills and developing<br />

competency frameworks for the industry of explosives both the civil as the military sector.<br />

The common understanding has developed from a systematic mapping of the situation in each<br />

partner’s country and by learning through strategic networks in a European context such as EIEE.<br />

Furthermore the project has developed a website for the project: www.<strong>EU</strong>EXcert.org<br />

A logotype is registered and the Originating Partners in <strong>EU</strong><strong>Excert</strong> project has reached an agreement<br />

concerning the Intellectual Property Rights (IPR) <strong>including</strong> ownership and use of the Logo <strong>EU</strong><strong>Excert</strong>.<br />

The project has developed a common concept that describes the area of work: “The Explosives<br />

sector” which includes all handling of explosives.<br />

The project have organised several project meetings in Sweden,Finland, Norway and Italy, see minutes<br />

from the meetings on the website.<br />

National reference groups for the project have been established in UK, Sweden, Norway and Italy,<br />

however the reference group in Finland is about to be established.<br />

B.2 - Future activities (maximum 1 page, no more than 2000 characters).<br />

The project leader will invest in harmonisation of culture between the countries in Europe and start<br />

working on a defining contents for a glossary for the projekct.<br />

Project members’ plan to participate in international, national and local conferences to disseminate<br />

experiences from the <strong>EU</strong><strong>Excert</strong> project. An International Conference in “Education & Training in<br />

Explosives” is hosted by Cranfield University, 15 th – 17 th of June 2005, in Shrivenham in UK.<br />

Reference groups will disseminate experiences and results from the project to stakeholders and also<br />

take an active part in the process of mapping and assessing demands for skills development in the<br />

area.<br />

The project group will continue to develop the UK – National Occupational Standards to fit the<br />

participating countries standards and also continue the process of mapping competency requirements<br />

in each participating country.<br />

The issue with language and transparency will be further developed in the project to assess the<br />

possibilities of testing the National Occupational Standards in each country.<br />

A first draft of European skills chart / competency framework explosives handling will be presented in<br />

the autumn of 2005.<br />

Discussions with education and training suppliers/boards will be initiated to discuss the possibilities<br />

of running a transnational pilot programme to test the Competency framework in a real environment.<br />

The pilotprogramme will build on experiences made from a workplaced centred Qualified Vocation<br />

Training programme developed in Sweden and the pilot programme builds on recent reserach in the<br />

area of work placed learning.<br />

A budget for developing and testing a trans-national piloting programme will be decided and settled.<br />

The experiences from <strong>EU</strong><strong>Excert</strong> project will be followed and documented.<br />

The UK partner has developed a thorough and a comprehensive framework for competency<br />

development for the explosives sector. EuEXcert is a pilot project which will show examples for some<br />

areas. As a consequence of the project time table being changed the initial time plans for the different<br />

work packages needs to be revised (this is one of the issues on the agenda in the June meeting).<br />

Some of the work packages are slightly delayed. A revised time planning will be discussed at the<br />

Aims: Through Project management, Project policy, Co-ordination, Steering committee, Progress meetings and Quality<br />

management control <strong>EU</strong><strong>Excert</strong> will result in an acceptance and success for a certificate of competence in the explosives<br />

industry.<br />

KCEM will create conditions where the transnational work between the partners in the <strong>EU</strong><strong>Excert</strong> project can be developed and<br />

maintained in an innovation network in the area of developing a European competency framework in the explosives industry.<br />

KCEM will be responsible for developing a web based homepage for <strong>Excert</strong>.<br />

KCEM will be responsible for co-ordinating the production of the final report of the project. And also support the partners in the<br />

process of presenting each Work-package as a chapter in the final <strong>Excert</strong> report.<br />

KCEM will support the partner in their work to set up national consultative or reference groups to represent the stakeholders in<br />

the project, as such the referencegroups should have members representing regulatory groups, industry and trades unions.<br />

The project will produce a complete and updated Quality Assurance Plan through one of the project partners (ApeL).<br />

All piloting and testing of competency framework tools such as Occupational Standards in the project shall be supported and<br />

developed in line with the latest developments and experiences from the field of work place based education.<br />

KCEM is responible for making notes, progress reports and general information available on the KCEM / <strong>Excert</strong> homepage.<br />

KCEM will issue newsletters through the <strong>Excert</strong> Network.<br />

WP 2 NIF Aims: To ensure that European Explosives Industries and stakeholders have visibility and knowledge of <strong>EU</strong><strong>Excert</strong> by :<br />

Identification of stakeholders groups in each of the <strong>EU</strong> member states, Establishing a virtual network of representatives of<br />

stakeholders, Present to consult with relevant stakeholders, Disseminate reports outlining the results from the project, together<br />

with the key findings and recommendations, issue newsletter on a regular basis, hold a series of presentations to conferences and<br />

symposia in the explosives area., Publish articles describing the key results of the project in magazines, journals, and other<br />

publications specific to the explosives business, and finally make smaller and more focussed presentations with the most<br />

influential and notable stakeholder groups, e.g. NATO committees, meeting of Chief Explosives Inspectors.<br />

<strong>Excert</strong> will be presented at The European Explosives Conference in Prague September 2003, The ICT Conference in Karlsruhe<br />

June 2004 and finally in Cranfield UK in June 2005.<br />

Members of the partnership will present papers at conferences, when they attend. Delegates representing NIF, YFIND and<br />

KEMIA will present <strong>EU</strong><strong>Excert</strong> on their normal national and international meetings.<br />

Delegates from Nammo will present <strong>EU</strong><strong>Excert</strong> on meetings within FEEM (Federation Of European Explosives Manufacturers)<br />

Aims : This work-package constitutes an analysis of the explosives business in the Europe. A detailed examination will be made<br />

of the scale and scope of the business in the partner countries. Following issues will be addressed: Number and size of<br />

companies and organisations that handles explosives, Numbers of people employed at locations that handle explosives, An<br />

overview of the age distribution of those employed in explosives business, Existing education programmes for workers in those<br />

companies and organisations, Produce a catalogue of existing training and education provision material, Survey of legislation<br />

concerning explosives in partner countries.<br />

Cranfield University will, through consultation, with stakeholder groups and by use of questionnaires establish key information<br />

about the nature of explosives business in the partner countries. A report will be produced showing the details of the analysis and<br />

the other <strong>EU</strong><strong>Excert</strong> partners will assist Cranfield in the process of data collection.<br />

Aims: Through consultation with the stakeholders identified in WP3 develop a framework showing the skills and competencies<br />

required to sustain and develop explosives business in Europe. This framework will be inclusive and will identify the skills,<br />

knowledge and the activities which workers in the explosives business need to possess or be able to perform. A comprehensive<br />

and accessible programme of education and teaching will be developed to support the competency framework. This programme<br />

will consist of a variety of different teaching and education methods from conventional classroom based courses to workplace<br />

learning and e-learning programmes based on CD-ROM and/or the internet.<br />

Aims: Through consultation with national vocational education groups establish the options for national qualifications which<br />

demonstrate that workers have the necessary skills and competencies. A report should be produced pointing the way to a<br />

qualification which has acceptability across Europe. KCEM is supported by Nitrex, Nammo, YFIND, NIF and RMCS produce a<br />

proposal that meet the aims of in the work package.<br />

Aims: A comprehensive and accessible programme of education and teaching will be developed to support the competency<br />

framework of WP3. This programme will consist of a variety of different teaching and education methods from conventional<br />

classroom based courses to workplace learning and e-learning programmes based on CD-ROM and/or the internet. KCEM<br />

together with Nitrex and RMCS will produce a proposal for a Training and Education programme which will be presented to the<br />

steering comitte and the partnership. After approval the training and Education programme will be publilished on the <strong>Excert</strong><br />

homepage and presented through <strong>actions</strong> in W-P 2<br />

Aims: This work package will identify the scope of the curricula required to support the programme developed in WP5 key<br />

educational modules that form the foundations for the programme developed in WP6. These modules specify the subjects and<br />

the teaching objectives for each module. These modules may be delivered through a variety of methods depending on the needs<br />

of workers. Prototype internet packages will be developed to deliver internet based delivery of several of the core modules<br />

agreed for WP6. These internet-based packages will be tested on students in at least two of the partner countries. Modules<br />

would include: Basic Explosives Chemistry, Explosives Effects – blast, fragmentation, heave, fracture, shock etc., Explosives<br />

Safety – legislation and regulation, safe handling, transport, storage etc., Explosives engineering etc.<br />

Proposed curricula and key educational modules required to support a training and education programme for explosives workers.<br />

From an understanding of the competency requirements, the structure of the training and education programme some of the<br />

essential content of the curricula and core modules will be identified. These modules may be delivered through a variety of<br />

methods depending on the needs of workers. Prototype internet packages will developed to deliver internet based delivery of<br />

several of the core modules agreed for WP6. These intemet-based packages will be tested on students in at least two of the<br />

partner countries. Wide consultation with educationalists and with stakeholdegroups on the knowledge required of explosives<br />

workers. Prototype educational materials will be produced and tested in a variety of educational settings. The effectivness of<br />

these materials will be evaluated. Events involving the organisations target groups and/ or other groups (political decision<br />

makers, professional/ sectoral organisations, media) : Wide consultation with educationalists and with stakeholders. Prototype<br />

educational materials will be produced and testeducational settings. The effectivness of these materials will be evaluated.<br />

Aims: Implementation of a trans-national distance education system based on the latest proven technology. Both Cranfield<br />

University and the Learning Centre Masugnen will Provide education, perform validation, perform examination and sign<br />

certificate of knowledge. The phase of implementation will include piloting a workplace-based education and training<br />

programme which is built on the competency framework <strong>including</strong> occupational standards, developed by the UK partner,<br />

resulting in workers with Certificates of Vocational skills, from <strong>EU</strong><strong>Excert</strong>. Implementation of higher education provision for<br />

explosives workers leading to higher awards and recopnised continuous professional delelopment certification.<br />

WP 9 APEL<br />

Aims : To provide the project steering committee and the project sponsors with assurance that the products and conduct of the<br />

project are of appropriate quality. The role of APeL in the project is to describe and analyse different methods for learning,<br />

which can be useful in this project, but also to support the development of new methods together with the participants in the<br />

project. APeL will focus on case studies in which the learning is organised in a flexible way and made accessible to the<br />

individual learner and to the requirements of the production. One such example is The Blästerungnen project in which the<br />

workplace is made the arena for learning. The success with this project is the holistic approach in which a supportive structure<br />

for learning is created. In APeL the interactive research is a central part. The ambition is to make the research together with the<br />

participants, i.e. that is to create a joint learning situation. The working methods used will a combination of traditional<br />

evaluations, seminars, conferences, workshops, work-reports, benchmarking, reflective communities. In this way the research<br />

can be of a more practical use during the whole change process. The development and diffusion will be simultaneous.<br />

APeL will support the project with a continous descprition and analysis of the development of workplace learning. APeL will<br />

evaluate the tests in w-p 8. Another part of APeL's obligation is to perform quality control and to report the out-come of this<br />

control to the steering committee. APeL will also have a role in the dissemination process.<br />

WP 5 • KCEM is in the process of developing a qualified vocational training programme together with a municipal<br />

learning centre (Masugnen) with the aim to develop recomendations of national standards for a national<br />

qualifying board in Sweden. The yearlong ‘pilot’ programme is running for the third time and a fourth years is<br />

planned to start in the autumn of 2005.<br />

• KCEM is today a qualified partner to issue vocational standards for the employees handling explosives in the<br />

explosives industry in Sweden<br />

• A first draft of National vocational standards in the explosives industry is named “Certificate Technician in the<br />

Explosive and Flammable material” and is described in a 40 page document.<br />

• KCEM together with Masugnen is at the present issuing the National vocational standards for all the students<br />

participating in the yearlong ‘pilot’ vocational training programme.<br />

• IT: Contents in vocational education is discussed with the Italian stakeholder group to distinguish a target<br />

group and pilot programme.<br />

• UK : Cranfield University is an educational institute for higher education and can award Cranfield University<br />

degrees and is working closely with the awarding bodies for National Vocational Qualifications (NVQs).<br />

National Occupational Standards (NOS) are currently being developed for the competency framework which<br />

will provide the basis for vocational qualifications in this area.<br />

Flammable material sector” has been accepted as the standard from the stakeholders and the KY agencies in<br />

Sweden, however the <strong>EU</strong><strong>Excert</strong> group expects the Qualified Vocational Training programme to be developed<br />

into a two and three year programme to fit the demands from specialist groups in the explosives sector. This<br />

development requires a continued transnational collaboration.<br />

WP 8 • AIM: The phase of implementation will include piloting a transnational workplace-based education and training<br />

programme which is built on the competency framework <strong>including</strong> occupational standards, developed by the<br />

programme within the frameworks of the <strong>EU</strong><strong>Excert</strong> project.<br />

WP 9 • AIM: APeL will develop ideas of pedagogical models for transnational educational activities which are based<br />

WP 6 • KCEM, Masugnen, Nitrex and RMCS will produce a proposal for a Training and Education programme which<br />

will be presented to the steering comitte and the partnership. Certain partners will as a consequence of the<br />

piloting of training programmes try out and assess the value of new pedagogical models as part of the<br />

<strong>EU</strong><strong>Excert</strong> project. The Swedish partner will elaborate the value and usage of a modular built education<br />

programme fitted for workplaced learning as part of new pedagogical models.<br />

WP 7 • Curricula and key educational modules will be developed and tested within pilot programmes for explosives<br />

workers in collaboration with a wide consultation group of educationalists and stakeholdegroups in order to<br />

adjust contents to the needs in the explosives sector. The contents in modules should be adapted to<br />

employee needs in terms of previous experience and knowledge should be visualised and accredited as part<br />

of the pedagogical models. Intemet-based packages with a variety of contents in different modules will be<br />

tested in at least two of the partner countries. The effectivness of these materials will be evaluated.<br />

WP 8 • Organise a transnational piloting of one module within a training programme (in at least two of the partner<br />

countries) – in order to assess the value of a European standard and certificate.<br />

WP 9 • APeL will present new ideas of pedagogical models built on recent research results for the project group and<br />

stakeholders, both at meetings and at seminars and conferences.<br />

F. GENERAL COMMENTS and ANNEXES<br />

F.1 – Please describe briefly any difficulties encountered in undertaking the project and what<br />

solutions were found to overcome the difficulties (maximum 1 page).<br />

The project group share knowledge and experience that there exists differences between the<br />

participating countries in how they organise for training and education in the explosives sector.<br />

The group has had several in depth discussion in the group but also with stakeholder to clear out and<br />

to visualise these differences as it will lay the foundations for future work.<br />

It is also clear that even within the same country there exists no common understanding or a common<br />

glossary in the area of development. These differences are magnified when transnational collaboration<br />

is introduced. Definition and glossary and translations must be improved.<br />

The exchange of experiences between Swedish and English educationalists during the mobility project<br />

has proven to be extremely valuable for how the project eventually developed.<br />

To involve responsible agencies is not an easy task to achieve and therefore lobbying for the support<br />

is essential in the developmental and implementation process.<br />

The <strong>EU</strong><strong>Excert</strong> group has proven to become an innovative network when it comes to develop a<br />

European standard for Occupational training and education within the area of explosives. This network<br />

has found new ways to develop knowledge and methods across several countries by the way they<br />

involve the stakeholder groups and the partners in the developmental process. They have also<br />

managed to disseminate the project goals with the <strong>EU</strong><strong>Excert</strong> project to a wider and global arena and<br />

their stakeholders.<br />
