144 Abstracts – Résumés – Zusammenfassungen Christian FRANKE The European Integration Process and Postal & Telecommunication services during the 1950s and 1960s The paper deals with the effects the European integration process had on the specific area of postal and telecommunication services during the 1950s and 1960s. In a first step the competing integration efforts of the Council of Europe on the one hand and the European Economic Community on the other hand are portrayed. Furthermore an explanation is given for the founding of the CEPT (Conférence Européenne des Administrations des Postes et des Télécommunications) in 1959, an NGO acting outside the sphere of influence of both European organisations. Secondly, the paper analyses the renewed discussion on attempts towards integration in the 1960s that had come up against the background of practical cooperation within the CEPT. The main concern is an in-depth look at the actors being involved in the discussion about integrative attempts, their guiding principles and their overall aims. Les Postes et Télécommunications au sein du processus d'intégration européenne des années cinquante et soixante La contribution examine les retombées du processus d'intégration européenne dans le domaine spécifique des Postes et Télécommunications au cours des années 1950 et 1960. L'article met d'abord en exergue les projets d'intégration concurrents jadis initiés par le Conseil de l'Europe et la CEE en exposant les facteurs qui, dans la foulée de la Conférence Européenne des Administrations des Postes et des Télécommunications (CEPT) de 1959, conditionnèrent finalement la création d'un organisme non-gouvernemental dont le contrôle échappait aux deux organisations européennes susmentionnées. Ensuite, dans un second temps, l'analyse porte sur les nouvelles tentatives d'intégration lancées pendant les années 1960 et fondées sur l'expérience pratique dégagée de la coopération au sein de la CEPT. Les discussions autour des mesures concrètes à adopter, les acteurs du débat et leurs conceptions organisatrices ainsi que les buts qu'ils poursuivirent, occupent une place privilégiée au centre de l'exposé. Das Post- und Fernmeldewesen im europäischen Integrationsprozess der 1950/60er Jahre Der Aufsatz beschäftigt sich mit den Auswirkungen des europäischen Integrationsprozesses im spezifischen Bereich des Post- und Fernmeldewesens in den 1950er und 1960er Jahren. Im ersten Schritt werden die konkurrierenden Integrationsbestrebungen im Rahmen des Europarates und der EWG nachgezeichnet und erklärt, welche Faktoren schließlich dazu führten, dass mit der CEPT (Conférence Européenne des Administrations des Postes et des Télécommunications) 1959 eine nichtgouvernementale Organisation gegründet wurde, die außerhalb der Einflusssphäre beider europäischer Organisationen stand. Anschließend wird im zweiten Schritt die erneute Diskussion über integrative Maßnahmen in den 1960er Jahren beleuchtet, die vor dem Hintergrund der durch die CEPT-Gründung geschaffenen Praxis der Zusammenarbeit geführt wurde. Im Mittelpunkt der Betrachtungen stehen die an den Diskussionen um konkrete Integrationsmaßnahmen beteiligten Akteure, ihre handlungssteuernden organisatorischen Leitbilder sowie ihre Ziele.
