Die Tschechoslowakei/Tschechische Republik und die europäische Integration:
während und nach dem Kalten Krieg
Der Artikel befasst sich mit der Einstellung der Tschechoslowakei, bzw. der Tschechischen
Republik gegenüber der Europäischen Wirtschaftsgemeinschaft (EWG), später der Europäischen
Gemeinschaft (EG) und der Europäischen Union. Zwei Ziele werden dabei verfolgt: Erstens, die
Analyse der Hauptmerkmale und Drehpunkte der tschechoslowakischen/tschechischen
Außenpolitik in Bezug auf die europäische Integration; Zweitens, die Aufstellung einer Übersicht
von existierendem Quellenmaterial zum Thema. Der zentrale Befund besteht in der, im Prinzip,
plötzlichen Wende von einer feindlichen Haltung gegenüber der Europäischen Integration hin zur
Bewerbung um eine Mitgliedschaft. Der rasche politische Wandel – er spiegelte den Fall des
kommunistischen Regimes wider – war aber bereits seit längerer Zeit auf dem Felde der
Wirtschafts- und Handelskooperation sichtbar. Betreffs die zur Verfügung stehenden Quellen
verzeichneten wir einen Mangel an Sekundarliteratur zum Thema tschechoslowakische/
tschechische Außenpolitik und europäischer Integrationsprozess. Dies gilt allen voran für die
kommunistische Zeit. Forscher, die an der EG/EWG-Politik der kommunistischen
Tschechoslowakei interessiert sind, müssen sich mit jenen Arbeiten zufrieden geben, welche die
Beziehungen zwischen der europäischen Gemeinschaft zu den mittel- und osteuropäischen
kommunistischen Blockländern als Ganzes gewidmet sind.Lasse Michael Boehm

Our Man in Paris: The British Embassy in Paris
and the Second UK Application to Join the EEC, 1966-67
This article deals with an often overlooked dimension of Britain’s post-war foreign policy:
the role of embassies and individual diplomats. It analyses the influence of the British
embassy in Paris, and in particular that of its ambassador, on the second British application
to join the European Economic Community (EEC) in 1966 and 1967. This perspective helps
to illuminate three issues: first, it sheds new light on the British government’s shortcomings
and mistakes in its policy towards France. Second, it gives an insight into the diverging
interests within the Foreign Office. Third, it reveals the potential for disagreement and
conflict between professional diplomats and politicians. While this article does not give a
full explanation of Britain’s failure to enter the EEC, it seeks to identify the mechanisms of
policy-making in the formulation of Britain’s policy towards France.
Notre homme à Paris: L'ambassade du Royaume-Uni à Paris et la seconde demande
d'adhésion britannique à la CEE. 1966-1967
Cet article aborde une dimension souvent négligée par les analyses de la politique étrangère
britannique d’après-guerre: le rôle des ambassades et des diplomates. Aussi la présente
contribution examine-t-elle l’influence de l’ambassade britannique à Paris et, en particulier,
celle de son ambassadeur, à propos de la seconde candidature de la Grande-Bretagne à la
Communauté Economique Européenne (CEE) en 1966 et 1967. Cette perspective permet
d’élucider trois questions. D'abord elle jette la lumière sur les lacunes et les erreurs de la
politique britannique relative à la France. Elle donne ensuite un aperçu des intérêts
divergents au sein du Foreign Office. Enfin, elle révèle le potentiel des désaccords et des
conflits entre diplomates de carrière et politiciens. Cet article n’a pas pour objet d’apporter
une explication complète de l’échec de la demande d'adhésion de la Grande-Bretagne à la
CEE; son but est plutôt d’identifier les mécanismes politiques qui entrèrent en jeu dans la
formulation de la stratégie britannique concernant la France.
