Milward Allegiance - The Past and the Future The article considers the historiography of European integration in the context of the first issue of this new journal. The political and economic theory of integration, which inspired much early historical research, has been discarded. Political scientists increasingly interpret the process of integration as little more than the interaction of greater and smaller powers within the international system, the theme which diplomatic history has always regarded as central. In the belief that this is an insufficient approach to the history of the subject, the article proposes a new normative approach. This turns on the concept of allegiance and the evidence that a dual allegiance, to the nation and to the institutions of the European Union, has developed. It suggests ways in which the nation-state after 1945 won back the allegiance of its inhabitants. Some of those processes, however, depended on a parallel growth of allegiance to the institutions of the European Community, so that the question of whether the latter, secondary, allegiance will replace the former, primary, national one, remains unanswered. The article proposes a framework of research within which this serious historical question might now be tackled by measuring shifts in allegiance and estimating the reasons for them. ❋ Cet article traite de l'historiographie de l'intégration européenne. Les théories politiques et économiques de l'intégration qui avaient considérablement inspiré les premières recherches historiques en la matière, ont été abandonnées. De plus en plus, les politologues interprètent le processus de l'intégration comme étant essentiellement le fruit de l'interaction des grandes et moins grandes puissances dans le cadre du système international: approche qui a toujours occupé une place centrale dans l'histoire diplomatique. Convaincu que ce type d'analyse est insuffisant, le présent article propose une nouvelle approche. Celle-ci est centrée sur le concept d'allégeance et sur le constat que, dans les Etats de l'Union européenne, une double allégeance s'est développée: allégeance à l'Etat-nation et aux institutions communautaires. Cette approche peut également permettre de mieux saisir comment l'Etat-nation a reconquis l'allégeance de ses citoyens après 1945. Certains des mécanismes de cette reconquête reposaient sur le développement parallèle d'une deuxième allégeance, secondaire par rapport à la première, aux institutions communautaires. La question de savoir si cette deuxième allégeance finira par remplacer la première reste ouverte. Cet article propose une grille de recherche permettant de s'attaquer à l'ensemble de cette problématique par l'évaluation des transformations dont l'allégeance a été l'objet. John Gillingham American Monnetism and the European Coal-Steel Community in the Fifties The European Coal and Steel Community provided a substitute for a Franco-German peace treaty after World War II, but could not effectively regulate the heavy industry of the member nations, which remained cartelized. It was not a motor of economic and political integration. Since the supranationalism of Jean Monnet, as championed and promoted by his disciples in the United States Department of State, failed to produce results in the cases of both the European Defense Community and EURATOM, the ECSC remained its most important accomplishment. The Eisenhower administration provided a generous loan to support its operations, but in the end had to accept the fact that ECSC had restored rather than reformed the coal and steel industries of Western Europe. ❋ La Communauté européenne du charbon et de l'acier a compensé l'absence d'un traité de paix franco-allemand au lendemain de la Deuxième Guerre mondiale. Mais elle a été incapable de réguler de façon efficace l'industrie lourde des pays membres qui est restée cartellisée. La CECA n'a pas été un moteur de l'intégration économique et politique européenne. Etant donné que le supranationalisme de Jean Monnet, et la façon dont il fut promu au Département d'Etat américain, a échoué aussi bien pour ce qui fut de la mise en oeuvre de la Communauté européenne de défense que pour celle de l'Euratom, la CECA demeure le principal acquis de son action. L'administration Eisenhower a alloué un prêt, de montant considérable, à la CECA mais a dû se résigner à ce que celle-ci ait restauré plutôt que réformé l'industrie lourde des pays d'Europe occidentale.
