selection from a list of nominees submitted<br />

by CMHI members. The nominees<br />

are evaluated based on customer<br />

satisfaction, standards of ethical and<br />

professional practice, attractive sales<br />

center, model display and sales volume.<br />

Established in 1951, Macy Homes<br />

may be <strong>California</strong>’s oldest retailer of<br />

Russ Williamson & Erik Bloemendaal<br />

factory-constructed housing. Macy’s<br />

has earned an excellent reputation for<br />

customer satisfaction and after sale<br />

service.<br />

As the fifth recipient of the Retailer<br />

of the Year Award, Macy Homes joins<br />

5-Star Homes (2004), Cousin Gary<br />

Mr. Bloemendaal has provided for one<br />

of Fleetwood’s premiere manufacturing<br />

centers, he organized last year’s very<br />

successful factory tour and fundraiser<br />

for a member of our legislature.<br />

Erik has been with Fleetwood Homes<br />

for 14 years. Prior to serving as General<br />

Manager in Woodland for 8 years,<br />

he was Quality Manager for the company’s<br />

western region.<br />

One of the most significant issues<br />

facing our industry is adequate, competitive<br />

and non-discriminatory financing<br />

for our homes.<br />

Brad has served on our Board of Directors<br />

for the past two years and has<br />

worked tirelessly at both the state and<br />

national level on developing financing<br />

products and safe guards for our lenders<br />

and homeowners. He is currently<br />

working with Fannie Mae on a test<br />

project, which could ultimately bring<br />

more and better financing options to<br />

<strong>California</strong> purchasers of manufactured<br />

homes.<br />

This year’s Annual Convention, in my<br />

humble opinion, was a smashing success<br />

and I would like to thank all who<br />

attended. For those unable to be with<br />

us, here is a brief review of last year’s<br />

market and a forecast for <strong>2006</strong>...<br />

2005 IN REVIEW<br />

Shipments<br />

Shipments of 10,783 homes were up<br />

5% and registrations at 9,412 homes<br />

were up 2%.<br />

Production<br />

With <strong>California</strong>’s production of new<br />

manufactured homes at 7,987 units, at<br />

least 2,796 units were imported from<br />

neighboring states. Actual imports<br />

were a bit higher than 26% because<br />

an unknown number of <strong>California</strong><br />

produced homes were shipped out of<br />

state.<br />

Primary Markets<br />

Based on an analysis of registrations<br />

detailing where new manufactured<br />

homes were installed, last year Riverside,<br />

San Diego and San Bernardino<br />

Counties were our largest markets.<br />

The state’s top ten counties accounted<br />

for 62% of our new sales (see box).<br />

Retailers<br />

Last year, 403 retailers registered at<br />

least one new home. Of those, the top<br />

100 accounted for 80% of our sales.<br />

Sixty-three percent of our dealer body,<br />

253 retailers, sold only one or fewer<br />

new homes per month - 78 sold only<br />

one all year! We might want to think<br />

about those numbers as they relate<br />

to proper sales techniques, escrows,<br />

installations and customer service.<br />

Resales<br />

<strong>California</strong> has approximately 4,815<br />

land-lease communities (parks) for<br />

manufactured homes with about<br />

367,361 spaces.<br />

The actual number of resales is open<br />

to some debate, but if we assume a<br />

90% occupancy rate and a 10% turnover<br />

then last year’s resales were about<br />

33,000 homes. The same turnover<br />

assumption for homes located outside<br />

parks would yield an additional 28,000<br />

for a total resale market of approximately<br />

61,000 homes.<br />

<strong>2006</strong> OUTLOOK<br />

The following forecast comes with<br />

all the normal caveats. Obviously,<br />

trends can take some unexpected and<br />

CMHI’S Political Action Committee<br />

has scheduled a reception for Senator<br />

Jim Battin, 37th District, on <strong>May</strong> 12,<br />

<strong>2006</strong> at the Silvercrest/Western Homes<br />

factory in Corona. This will be the first<br />

reception to be held in their factory for<br />

one of our key legislators.<br />

Senator Battin was born and raised<br />

in Billings, Montana. He is the son of<br />

five-term Congressman and then U.S.<br />

District Court Judge James F. Battin.<br />

He spent much of his early years in<br />

Washington, D.C. with his father and<br />

family. His father was the first appointment<br />

of President Nixon’s administration.<br />

After high school graduation in 1980,<br />

he attended the University of Oregon,<br />

where he earned a<br />

degree in Psychology.<br />

It was during<br />

his college years<br />

that he met and<br />

married his wife<br />

Mary. In 1985, he<br />

and Mary moved to<br />

Riverside County,<br />

where they are<br />

children.<br />

After nearly 10 years working as a<br />

television executive with KMIR-TV, the<br />

NBC television affiliate in Palm Desert,<br />

he ran for the legislature. He was<br />

elected to the State Assembly in 1994<br />

and the Senate in 2000.<br />

Senator Battin is working to create<br />

jobs for <strong>California</strong>ns by streamlining<br />

government regulations and reducing<br />

the high tax burden that makes it difficult<br />

for businesses to remain competitive.<br />

He is an advocate for keeping<br />

energy costs down and reforming the<br />

criminal justice system. In 2004, he<br />

worked hard to keep neighborhoods<br />

and families safer by pushing for Online<br />

Megan’s Law database for registered<br />

sex offenders and child molesters. He<br />

is working to restore educational excellence<br />

in <strong>California</strong>’s classrooms.Senator<br />

Battin is Vice-Chair of the Rules<br />

Committee and serves on several other<br />

committees including the Appropriations<br />

Committee, the Colorado River<br />

Committee and the Legislative Budget<br />

Committee.<br />

CMHI FOUNDATION HELPS<br />

FAMILY WITH NEW HOME<br />

On November 22, 2005, fire devastated<br />

a Bishop family. Not only did the<br />

Martinez Gonzalez family loose their<br />

mobile home, they lost their 4-year old<br />

and 8-year old daughters. Attempts by<br />

the girl’s father to save them failed and<br />

in his attempts he was critically burned.<br />

He was hospitalized for several<br />

months, but has made a full recovery.<br />

The CMHI Foundation was contacted<br />

by Bob Stark, owner, Tumbleweed<br />

<strong>Manufactured</strong> Homes for a donation to<br />

help the family receive a new manufactured<br />

home. The Foundation donated<br />

$5,000 toward the fundraiser, which<br />

eventually raised $70,000 to purchase<br />

the new home. A brand new 3 bedroom<br />

Skyline home was delivered to<br />

the family at Glenwood Mobile Home<br />

Park in Bishop. The community volunteers<br />

and employees of Tumbleweed<br />

<strong>Manufactured</strong> Homes were there on<br />

March 23rd to hand the family of five<br />

their new keys.<br />

It is because of the generous donations<br />

of CMHI members that the<br />

Foundation was able to make this gift.<br />

“Thank you” to all of our donors and to<br />

Bob Stark for making this new home a<br />

possibility.<br />

HISPANIC/LATINO<br />

HOMEOWNERSHIP<br />

GROWING<br />

Currently, 44% of <strong>California</strong>’s Latino<br />

households are homeowners,<br />

compared to 57% of all the state’s<br />

households. Affordability seems to be<br />

an inhibiting factor. Alan Levin, chief<br />

economist for the <strong>California</strong> Building<br />

Industry Association states that Latinos<br />

generally won’t buy condos as their<br />

first home because they want a yard.<br />

In addition, they would rather live near<br />

a downtown where they work, rather<br />

than commute. In <strong>California</strong>, finding an<br />

affordable home close to a downtown<br />

is difficult.<br />

Other contributing factors that lead

to the disparity between Hispanic homeowners<br />

and other households include<br />

credit issues. Lenders are recognizing<br />

the difference in the borrowing practices<br />

of the Hispanic community. Latinos<br />

tend to use cash more than credit and<br />

often don’t have bank accounts. This<br />

makes it difficult for lenders to establish<br />

credit history for Latino homebuyers.<br />

Lenders are reaching out to<br />

this community with Latino advisors,<br />

educational services and government<br />

assisted financing for first-time homebuyers<br />

such as CHFA programs. However,<br />

even with these issues, Latinos<br />

are expected to account for nearly onethird<br />

of the nation’s home-buying pool<br />

by 2010, according to the Joint Center<br />

for <strong>Housing</strong> Studies of Harvard University.<br />

By 2010, economists predict that<br />

Latinos will account for 9.2 percent of<br />

the total U.S. consumer buying power<br />

and 17.2 percent in <strong>California</strong>.<br />

What does all of this mean to the<br />

manufactured housing industry? The<br />

growing demographic of Hispanic<br />

homebuyers looking for affordable<br />

housing is a perfect fit for factory-constructed<br />

housing. As aging boomers<br />

begin to pull money out of the financial<br />

markets or reduce spending in the<br />

coming years, young Latinos are in position<br />

to become increasingly flush with<br />

disposable income as they enter the<br />

workplace, move up the career ladder<br />

and buy their first home. High-value,<br />

high-quality affordable housing, such<br />

as factory-constructed housing, will be<br />

in demand. OPPORTUNITY!<br />

GUB MIX RETIRES<br />

The Idaho, Nevada and Utah <strong>Manufactured</strong><br />

<strong>Housing</strong> Associations are<br />

seeking a replacement for Executive<br />

Director Gub Mix, who announced his<br />

retirement recently, effective September<br />

30, <strong>2006</strong>.<br />

The three separate associations wish<br />

to continue to contract with a single<br />

individual to provide management services.<br />

Mix has served as Executive Director<br />

for Idaho for 22 years, Utah and<br />

Nevada for 20 years and also ran the<br />

Arizona Associations for 9 years in the<br />

1990s. His company, <strong>Manufactured</strong><br />

<strong>Housing</strong> Services, Inc. provides office<br />

facilities and equipment as well as all<br />

staffing needs for the three groups. He<br />

also supervises industry lobbying effort<br />

and legal representation in the three<br />

states.<br />

HUD ISSUES NEW<br />

REGULATIONS<br />

HUD issued on March 21st a letter<br />

outlining compliance with new regulations<br />

on homes designated for hot/humid<br />

climates effective <strong>May</strong> 30, <strong>2006</strong>.<br />

These new HUD Code requirements<br />

permit manufacturers to place vapor<br />

retarders on the exterior side of wall<br />

insulation in designated hot/humid<br />

climate regions. In addition, interior<br />

finishes and interior wall panel materials<br />

must have combined permeance of<br />

not less than 5.0 perms. Exceptions<br />

to the interior permeance rating are<br />

granted for back splash materials no<br />

greater than 50 square feet in area, tub<br />

and shower compartments, cabinetry,<br />

trim and hardboard paneling no greater<br />

than 50 square feet in area under chair<br />

rails.<br />

The effective date contained in any<br />

final rule reflects when a manufacturer<br />

must be in compliance with the new<br />

regulatory changes to the HUD Code.<br />

The purpose for the six-month delay<br />

is to permit manufacturers sufficient<br />

time to bring any manufactured homes<br />

produced on or after <strong>May</strong> 30th into<br />

compliance with the final rule.<br />

Manufacturers who choose to comply<br />

with the hot/humid climate provisions<br />

prior to the <strong>May</strong> 30th effective<br />

date may do so. However, manufacturers<br />

must comply with all related<br />

aspects of humid and fringe climate<br />

requirements outlined in the final rule.<br />

NEW CREDIT SCORING<br />

SYSTEM<br />

This week, the three major consumer<br />

credit bureaus (Equifax, Experian and<br />

TransUnion) announced the creation<br />

of a new credit scoring system called<br />

“VantageScore” which is expected to<br />

become the new standard in credit risk<br />

scoring. The new system promises to<br />

be more consistent, more accurate,<br />

and easier to understand and use.<br />

Credit scores will range from 501-990.<br />

an effort to make it easier for companies<br />

using consumer credit reports to<br />

evaluate loan applications and to give<br />

consumers a better way of measuring<br />

their financial health.<br />

With the new system, a single<br />

methodology will be used to create<br />

the scores for all three credit bureaus.<br />

It will be available immediately. The<br />

new system, however, will not change<br />

the Fair Issac scoring system used by<br />

HOUSING<br />

The Kelley Blue Book Co., Inc. has<br />

released its final edition of the <strong>Manufactured</strong><br />

<strong>Housing</strong> Guide. They site<br />

changes in the way manufactured<br />

homes are valued as their reason for<br />

discontinuance.<br />

“Values of manufactured homes are<br />

now more appropriately determined using<br />

comparative real estate pricing that<br />

takes into account location and other<br />

real estate market factors. Therefore,<br />

we believe it is now appropriate<br />

for manufactured home pricing to be<br />

based on a local real estate market<br />

appraisal, rather than using valuation of<br />

the manufactured house itself.”<br />

Now, more than ever, it will be important<br />

for all lenders and retailers to have<br />

a solid portfolio of prior closings for<br />

comparable sales of both new homes<br />

and resales.<br />

FHA TITLE 1 INSURANCE<br />

REFORM<br />

• The Federal <strong>Housing</strong> Administration<br />

(FHA) Title I mortgage insurance<br />

program insures loans made by<br />

private lenders to finance the purchase<br />

of manufactured homes that will be<br />

placed in land-lease communities or<br />

otherwise not classified as real property.<br />

• The manufactured housing<br />

industry is currently in the midst of a<br />

6-year downturn with production levels<br />

down 60% since 1998. This recession<br />

stems largely from overly tight<br />

credit standards which followed the lax<br />

credit conditions of the late 1990s. This<br />

program benefits lower income homebuyers<br />

who are attempting to climb<br />

the lowest rung of the homeownership<br />

ladder.<br />

• In past recessions, the FHA<br />

Title I insurance program for personal<br />

property loans has served as a stabilizer<br />

to help the industry rebound.<br />

For example, in 1992, in the midst of<br />

the last recession, FHA insured over<br />

30,000 Title I personal property loans<br />

for manufactured housing. However, in<br />

2004, the total number of Title I loans<br />

insured was less than 2,000. The<br />

absence of Title I activity has greatly<br />

hindered the manufactured housing<br />

industry’s recovery.<br />

• Ginnie Mae (which securitizes<br />

FHA loans) attributes the decline of<br />

Title I activity to certain “structural<br />

problems” which make it very difficult<br />

for Ginnie Mae to recoup its losses<br />

when lenders go out of business. This<br />

does not happen with Title II loans<br />

(real property) because under that<br />

program, insurance is set on a loan-by<br />

loan basis. Ginnie Mae officials have<br />

stated that if these structural problems<br />

(especially the insurance issue) can be<br />

addressed satisfactorily, they would<br />

end the moratorium on certifying new<br />

lenders and securitize more Title I loans<br />

in the future thus adding much needed<br />

liquidity to the program.<br />

• In the House, Reps. Pat Tiberi<br />

(R-OH) and Barney Frank (D-MA) have<br />

introduced H.R. 4804 and, in the Senate,<br />

S. 2123 has been introduced by<br />

Sens. Wayne Allard (R-CO) and Evan<br />

Bayh (D-IN). These identical bills<br />

would modernize the FHA Title I program<br />

for manufactured housing. The<br />

legislation would: raise the loan limits<br />

and annually index them for inflation;<br />

give HUD the authority to increase<br />

insurance premiums and improve<br />

underwriting standards to ensure the<br />

program is actuarially sound; allow<br />

borrower’s to finance part of their closing<br />

costs; and re-align the insurance<br />

system more closely to the FHA Title<br />

II system, particularly the loan-by-loan<br />

insurance feature.<br />

• This legislation, when enacted,<br />

will result in a more robust Title I program.<br />

Ginnie Mae participation should<br />

increase with more lenders certified to<br />

originate these loans. This will lead to<br />

greater competition with lower interest<br />

rates and costs for low- and moderateincome<br />

homebuyers.<br />

In my judgment, we will not see really<br />

significant increases in manufactured<br />

housing sales until we resolve our<br />

financing issues (especially for those<br />

homes sold as real property) and create<br />

a value package that prompts more<br />

homeowners to replace their existing<br />

old mobile homes in parks with new<br />

manufactured homes.<br />

2005 was a good year as will be<br />

<strong>2006</strong> if we take advantage of our opportunities.<br />

"Opportunity" is an interesting word.<br />

Some people replace the word "problem"<br />

or "challenge" with "opportunity".<br />

Well, with one in thirteen homes in<br />

<strong>California</strong> selling for a million dollars<br />

or more and a median home price of<br />

$535,000...middle-income buyers have<br />

a significant challenge and you can be<br />

their “opportunity” to fulfill their homeownership<br />

George Folmar, former Human<br />

Resource Manager for Golden West<br />

Mobile Homes, died on <strong>April</strong> 7 at Riverside<br />

Community Hospital. George<br />

worked for Golden West for 36 years<br />

and was a resident of Riverside for 57<br />

years. George also served in the Army<br />

and was stationed in Germany during<br />

the Viet Nam war. He was 61.<br />

George is survived by his wife, Willa<br />

Folmar, two sons, Ronald C. Folmar<br />

of San Diego, and Rodney C. Folmar<br />

of Riverside; one daughter, Felicia D.<br />

Folmar of Riverside, and a large host of<br />

other relatives and friends.<br />

George’s Celebration of Life service<br />

was held on <strong>April</strong> 13 at the Second<br />

Baptist Church in Riverside. He was<br />

laid to rest at Riverside National Cemetery.<br />
