MACY HOMES...2005 RETAILER OF THE YEAR
David Durant & Jess Maxcy
No one leaves a longer lasting
impression on our customers than
a retailer. All potential buyers form
opinions and buying decisions based
on their first encounter with a retailer.
Therefore, our Retailer of the Year must
be someone we would want others to
emulate.
During the awards ceremony at
CMHI’s Annual Convention in San
Diego, Bob and David Durant of Macy
Homes in Ventura, were presented with
the 2005 Retailer of the Year Award by
Chairman Russ Williamson.
The Selection Committee, composed
primarily of past recipients makes their
selection from a list of nominees submitted
by CMHI members. The nominees
are evaluated based on customer
satisfaction, standards of ethical and
professional practice, attractive sales
center, model display and sales volume.
Established in 1951, Macy Homes
may be California’s oldest retailer of
Russ Williamson & Erik Bloemendaal
factory-constructed housing. Macy’s
has earned an excellent reputation for
customer satisfaction and after sale
service.
As the fifth recipient of the Retailer
of the Year Award, Macy Homes joins
5-Star Homes (2004), Cousin Gary
Homes (2003), Ideal Homes (2002) and
Dupar and Angel (2001) as retailers
who set the standard for our industry.
CMHI offers congratulations and
sincere appreciation to Bob and David
Durant and the entire team at Macy
Homes for their industry support and
leadership!
CMHI’S CHAIRMAN’S /
PRESIDENT’S AWARDS
2005 Chairman’s Award
Brad Waite and Jess Maxcy
CMHI Chairman, Russ Williamson
presented Erik Bloemendaal, a Manufacturer
Division member and General
Manager of the Fleetwood Homes of
California factory in Woodland, with the
2005 Chairman’s Award.
While serving on CMHI’s Board of
Directors for the past four years, Erik
represents the Manufacturer’s Division
with distinction and useful insight on issues
affecting our industry.
In addition to the excellent leadership
Mr. Bloemendaal has provided for one
of Fleetwood’s premiere manufacturing
centers, he organized last year’s very
successful factory tour and fundraiser
for a member of our legislature.
Erik has been with Fleetwood Homes
for 14 years. Prior to serving as General
Manager in Woodland for 8 years,
he was Quality Manager for the company’s
western region.
Financial Services, is the recipient of
our 2006 President’s Award.
One of the most significant issues
facing our industry is adequate, competitive
and non-discriminatory financing
for our homes.
Brad has served on our Board of Directors
for the past two years and has
worked tirelessly at both the state and
national level on developing financing
products and safe guards for our lenders
and homeowners. He is currently
working with Fannie Mae on a test
project, which could ultimately bring
more and better financing options to
California purchasers of manufactured
homes.
CMHI sincerely thanks both Erik and
Brad for their support of our association
and industry.
Jess Maxcy
This year’s Annual Convention, in my
humble opinion, was a smashing success
and I would like to thank all who
attended. For those unable to be with
us, here is a brief review of last year’s
market and a forecast for 2006...
2005 IN REVIEW
Shipments
Shipments of 10,783 homes were up
5% and registrations at 9,412 homes
were up 2%.
Production
With California’s production of new
manufactured homes at 7,987 units, at
least 2,796 units were imported from
neighboring states. Actual imports
were a bit higher than 26% because
an unknown number of California
produced homes were shipped out of
state.
Primary Markets
Based on an analysis of registrations
detailing where new manufactured
homes were installed, last year Riverside,
San Diego and San Bernardino
Counties were our largest markets.
The state’s top ten counties accounted
for 62% of our new sales (see box).
Retailers
Last year, 403 retailers registered at
least one new home. Of those, the top
Page
100 accounted for 80% of our sales.
Sixty-three percent of our dealer body,
253 retailers, sold only one or fewer
new homes per month - 78 sold only
one all year! We might want to think
about those numbers as they relate
to proper sales techniques, escrows,
installations and customer service.
Resales
California has approximately 4,815
land-lease communities (parks) for
manufactured homes with about
367,361 spaces.
The actual number of resales is open
to some debate, but if we assume a
90% occupancy rate and a 10% turnover
then last year’s resales were about
33,000 homes. The same turnover
assumption for homes located outside
parks would yield an additional 28,000
for a total resale market of approximately
61,000 homes.
2006 OUTLOOK
The following forecast comes with
all the normal caveats. Obviously,
trends can take some unexpected and
CMHI FOUNDATION HELPS
FAMILY WITH NEW HOME
On November 22, 2005, fire devastated
a Bishop family. Not only did the
Martinez Gonzalez family loose their
mobile home, they lost their 4-year old
and 8-year old daughters. Attempts by
the girl’s father to save them failed and
in his attempts he was critically burned.
He was hospitalized for several
months, but has made a full recovery.
The CMHI Foundation was contacted
by Bob Stark, owner, Tumbleweed
Manufactured Homes for a donation to
help the family receive a new manufactured
home. The Foundation donated
$5,000 toward the fundraiser, which
eventually raised $70,000 to purchase
the new home. A brand new 3 bedroom
Skyline home was delivered to
the family at Glenwood Mobile Home
Park in Bishop. The community volunteers
and employees of Tumbleweed
Manufactured Homes were there on
March 23rd to hand the family of five
their new keys.
It is because of the generous donations
of CMHI members that the
Foundation was able to make this gift.
“Thank you” to all of our donors and to
Bob Stark for making this new home a
possibility.
Foundation, please contact Jess
HISPANIC/LATINO
HOMEOWNERSHIP
GROWING
Currently, 44% of California’s Latino
households are homeowners,
compared to 57% of all the state’s
households. Affordability seems to be
an inhibiting factor. Alan Levin, chief
economist for the California Building
Industry Association states that Latinos
generally won’t buy condos as their
first home because they want a yard.
In addition, they would rather live near
a downtown where they work, rather
than commute. In California, finding an
affordable home close to a downtown
is difficult.
Other contributing factors that lead
Page
to the disparity between Hispanic homeowners
and other households include
credit issues. Lenders are recognizing
the difference in the borrowing practices
of the Hispanic community. Latinos
tend to use cash more than credit and
often don’t have bank accounts. This
makes it difficult for lenders to establish
credit history for Latino homebuyers.
Lenders are reaching out to
this community with Latino advisors,
educational services and government
assisted financing for first-time homebuyers
such as CHFA programs. However,
even with these issues, Latinos
are expected to account for nearly onethird
of the nation’s home-buying pool
by 2010, according to the Joint Center
for Housing Studies of Harvard University.
By 2010, economists predict that
Latinos will account for 9.2 percent of
the total U.S. consumer buying power
and 17.2 percent in California.
What does all of this mean to the
manufactured housing industry? The
growing demographic of Hispanic
homebuyers looking for affordable
housing is a perfect fit for factory-constructed
housing. As aging boomers
begin to pull money out of the financial
markets or reduce spending in the
coming years, young Latinos are in position
to become increasingly flush with
disposable income as they enter the
workplace, move up the career ladder
and buy their first home. High-value,
high-quality affordable housing, such
as factory-constructed housing, will be
in demand. OPPORTUNITY!
CMHI recognizes this opportunity
and will soon have our Consumer Brochure
available in Spanish. Watch for
this in the near future.
HUD ISSUES NEW
REGULATIONS
HUD issued on March 21st a letter
outlining compliance with new regulations
on homes designated for hot/humid
climates effective May 30, 2006.
These new HUD Code requirements
permit manufacturers to place vapor
retarders on the exterior side of wall
insulation in designated hot/humid
climate regions. In addition, interior
finishes and interior wall panel materials
must have combined permeance of
not less than 5.0 perms. Exceptions
to the interior permeance rating are
granted for back splash materials no
greater than 50 square feet in area, tub
and shower compartments, cabinetry,
trim and hardboard paneling no greater
than 50 square feet in area under chair
rails.
The effective date contained in any
final rule reflects when a manufacturer
must be in compliance with the new
regulatory changes to the HUD Code.
Page
The purpose for the six-month delay
is to permit manufacturers sufficient
time to bring any manufactured homes
produced on or after May 30th into
compliance with the final rule.
Manufacturers who choose to comply
with the hot/humid climate provisions
prior to the May 30th effective
date may do so. However, manufacturers
must comply with all related
aspects of humid and fringe climate
requirements outlined in the final rule.
KELLEY BLUE BOOK
EXITS MANUFACTURED
HOUSING
The Kelley Blue Book Co., Inc. has
released its final edition of the Manufactured
Housing Guide. They site
changes in the way manufactured
homes are valued as their reason for
discontinuance.
“Values of manufactured homes are
now more appropriately determined using
comparative real estate pricing that
takes into account location and other
real estate market factors. Therefore,
we believe it is now appropriate
for manufactured home pricing to be
based on a local real estate market
appraisal, rather than using valuation of
the manufactured house itself.”
Now, more than ever, it will be important
for all lenders and retailers to have
a solid portfolio of prior closings for
comparable sales of both new homes
and resales.
The CCHC program is a comprehensive
courses in financing, product features,
manufacturing processes, installation
and service.
“We are very proud to honor Mike,
Ernie, and Melissa with the CCHC
president of marketing for Champion
Enterprises. “We rely on our facilities
and their employees to provide the
our customers. By earning this honor,
Mike, Ernie and Melissa have exhibited
the commitment to the quality support
ACTION ALERT H.R. 4804/
S.2123
FHA TITLE 1 INSURANCE
REFORM
• The Federal Housing Administration
(FHA) Title I mortgage insurance
program insures loans made by
private lenders to finance the purchase
of manufactured homes that will be
placed in land-lease communities or
otherwise not classified as real property.
• The manufactured housing
industry is currently in the midst of a
6-year downturn with production levels
down 60% since 1998. This recession
stems largely from overly tight
credit standards which followed the lax
credit conditions of the late 1990s. This
program benefits lower income homebuyers
who are attempting to climb
the lowest rung of the homeownership
ladder.
• In past recessions, the FHA
Title I insurance program for personal
property loans has served as a stabilizer
to help the industry rebound.
For example, in 1992, in the midst of
the last recession, FHA insured over
30,000 Title I personal property loans
for manufactured housing. However, in
2004, the total number of Title I loans
insured was less than 2,000. The
absence of Title I activity has greatly
hindered the manufactured housing
industry’s recovery.
• Ginnie Mae (which securitizes
FHA loans) attributes the decline of
Title I activity to certain “structural
problems” which make it very difficult
for Ginnie Mae to recoup its losses
when lenders go out of business. This
does not happen with Title II loans
(real property) because under that
program, insurance is set on a loan-by
loan basis. Ginnie Mae officials have
stated that if these structural problems
(especially the insurance issue) can be
addressed satisfactorily, they would
end the moratorium on certifying new
lenders and securitize more Title I loans
in the future thus adding much needed
liquidity to the program.
• In the House, Reps. Pat Tiberi
(R-OH) and Barney Frank (D-MA) have
introduced H.R. 4804 and, in the Senate,
S. 2123 has been introduced by
Sens. Wayne Allard (R-CO) and Evan
Bayh (D-IN). These identical bills
would modernize the FHA Title I program
for manufactured housing. The
legislation would: raise the loan limits
and annually index them for inflation;
give HUD the authority to increase
insurance premiums and improve
underwriting standards to ensure the
program is actuarially sound; allow
borrower’s to finance part of their closing
costs; and re-align the insurance
system more closely to the FHA Title
II system, particularly the loan-by-loan
insurance feature.
• This legislation, when enacted,
will result in a more robust Title I program.
Ginnie Mae participation should
increase with more lenders certified to
originate these loans. This will lead to
greater competition with lower interest
rates and costs for low- and moderateincome
homebuyers.
sudden changes. Here’s what I see for
this year barring significant changes in
the economy, financing and consumer
preference:
Site-Built Single-Family
• Housing starts 140,000 down
9.6%
• Median home price up 10%
Manufactured Homes
• Shipments 10,460...down 3%
• Registrations 9,130...down 3%
• Production 8,386...up 5%
• Sited as real-estate...31-34%
(of registrations)
• In-park resales 36,000...up 9%
In my judgment, we will not see really
significant increases in manufactured
housing sales until we resolve our
financing issues (especially for those
homes sold as real property) and create
a value package that prompts more
homeowners to replace their existing
old mobile homes in parks with new
manufactured homes.
2005 was a good year as will be
2006 if we take advantage of our opportunities.
"Opportunity" is an interesting word.
Some people replace the word "problem"
or "challenge" with "opportunity".
Well, with one in thirteen homes in
California selling for a million dollars
or more and a median home price of
$535,000...middle-income buyers have
a significant challenge and you can be
their “opportunity” to fulfill their homeownership
dream!
