The Clark Development Corporation, through its Bids and Awards Committee (BAC), invites suppliers/ manufacturers
to apply for eligibility and to bid for the hereunder project:

Location: Clark Freeport Zone, Philippines
Brief Description : Asphalt Overlay of Cardinal Santos St., Constaine St, Teodoro St., Leonor Rivera St., A. Soriano
St., C.M. Recto Avenue near L & T Parking Area, S. Osmena Sr. St., and portion of Cardinal
Santos and Bayanihan St. with a total combined length of 2,651.85 linear meters.
Approved Budget
For the Contract : Php 9,471,000.00 (VAT Exclusive)
Contract Duration : 8 calendar days
Prospective bidders should have experience in undertaking a similar completed project with an amount of at least
50% of the proposed project for bidding and with existing Asphalt Plant within Region III including National Capital
Region (NCR). The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use nondiscretionary
“pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding
Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent
provisions of R.A. 9184 and its Implementing Rules and Regulation (IRR).

Technical Specifications and Scope of
Works
Bidders must state here either “Comply” or “Not Comply” against each of the individual parameters of each
Specification stating the corresponding performance parameter of the equipment offered. Statements of
“Comply” or “Not Comply” must be supported by evidence in a Bidders Bid and cross-referenced to that
evidence. Evidence shall be in the form of manufacturer’s un-amended sales literature, unconditional
statements of specification and compliance issued by the manufacturer, samples, independent test data etc.,
as appropriate. A statement that is not supported by evidence or is subsequently found to be contradicted by
the evidence presented will render the Bid under evaluation liable for rejection. A statement either in the
Bidders statement of compliance or the supporting evidence that is found to be false either during Bid
evaluation, post-qualification or the execution of the Contract may be regarded as fraudulent and render the
Bidder or supplier liable for prosecution subject to the provisions of ITB Clause 3.1.(a.2.) and/or GCC
Clause2.1.(a.2).

Scope of Work
1. This project must be fully carried out in accordance to Standard Specification of DPWH Volume II, 2004
edition. The construction procedures includes the removal of all foreign loose objects on the finished
surface of the existing deteriorated asphalt pavement, Spraying of Bituminous Tack Coat (SS-1) and Laying
of Bituminous Concrete Surface Course, Hot-laid material both in FDLRC basis.
2. Before mobilization activity commences, the supplier must coordinate properly to CDC-ECMD
Representative for proper implementation. Temporary warning barricades and safety signs must be
installed during blowing of foreign loose objects, spraying of SS-1 and laying of Bituminous Concrete
Surface Course Hot-laid.
3. All foreign loose objects on the surface of existing deteriorated asphalt pavement shall be removed using
air compressor prior to spraying of Bituminous Tack (SS-1).
4. When Bituminous Tack Coat has been applied, the application of Bituminous Concrete Surface Course, Hotlaid
material shall follow.
5. Laying of Bituminous Concrete Surface Course, Hot-laid material shall maintain a temperature of not less
than 107ºC (225ºF).
6. The asphalt concrete shall be laid continuously as possible. However, if stoppage occurs, joints must be
brushed coat with emulsified asphalt. When necessary, this sticky substance shall be used to meet the field
condition.
7. Upon completion of laying of Bituminous Concrete Surface Course material, the layer must be compacted
using tandem roller and pneumatic tire roller with a 0.05m thick asphalt finished. Rolling shall begin at the
sides and proceeds longitudinally parallel toward the road centerline. The supplier must be aware that only

appropriate equipment shall be used for compaction. Crushing of aggregate due to excessive compaction
is not permitted.
8. When compaction is completed, the asphalt pavement must be core tested at the supplier’s account for
compaction and thickness determination in compliance with the design and in accordance with DPWH
Standards and must be approved by CDC Material Engineer.
9. Demobilization shall follow after the completion of compaction of newly applied asphalt pavement.
10. Pavement marking shall be done by CDC-ECMD RGM crew when paving is completed.
