The <strong>Clark</strong> Development Corporation, through its Bids and Awards Committee (BAC), invites suppliers/ manufacturers<br />
to apply for eligibility and to bid for <strong>the</strong> hereunder project:<br />

Santos and Bayanihan St. with a total combined length <strong>of</strong> 2,651.85 linear meters.<br />

Contract Duration : 8 calendar days<br />
Prospective bidders should have experience in undertaking a similar completed project with an amount <strong>of</strong> at least<br />
50% <strong>of</strong> <strong>the</strong> proposed project for bidding and with existing Asphalt Plant within Region III including National Capital<br />
Region (NCR). The Eligibility Check/Screening as well as <strong>the</strong> Preliminary Examination <strong>of</strong> Bids shall use nondiscretionary<br />
“pass/fail” criteria. Post-qualification <strong>of</strong> <strong>the</strong> lowest calculated bid shall be conducted.<br />
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding<br />
Conference(s), Evaluation <strong>of</strong> Bids, Post-Qualification and Award <strong>of</strong> Contract shall be governed by <strong>the</strong> pertinent<br />
provisions <strong>of</strong> R.A. 9184 and its Implementing Rules and Regulation (IRR).<br />

Technical Specifications and Scope <strong>of</strong><br />
Works<br />
Bidders must state here ei<strong>the</strong>r “Comply” or “Not Comply” against each <strong>of</strong> <strong>the</strong> individual parameters <strong>of</strong> each<br />
Specification stating <strong>the</strong> corresponding performance parameter <strong>of</strong> <strong>the</strong> equipment <strong>of</strong>fered. Statements <strong>of</strong><br />
“Comply” or “Not Comply” must be supported by evidence in a Bidders Bid and cross-referenced to that<br />
evidence. Evidence shall be in <strong>the</strong> form <strong>of</strong> manufacturer’s un-amended sales literature, unconditional<br />
statements <strong>of</strong> specification and compliance issued by <strong>the</strong> manufacturer, samples, independent test data etc.,<br />
as appropriate. A statement that is not supported by evidence or is subsequently found to be contradicted by<br />
<strong>the</strong> evidence presented will render <strong>the</strong> Bid under evaluation liable for rejection. A statement ei<strong>the</strong>r in <strong>the</strong><br />
Bidders statement <strong>of</strong> compliance or <strong>the</strong> supporting evidence that is found to be false ei<strong>the</strong>r during Bid<br />
evaluation, post-qualification or <strong>the</strong> execution <strong>of</strong> <strong>the</strong> Contract may be regarded as fraudulent and render <strong>the</strong><br />
Bidder or supplier liable for prosecution subject to <strong>the</strong> provisions <strong>of</strong> ITB Clause 3.1.(a.2.) and/or GCC<br />

Scope <strong>of</strong> Work<br />
1. This project must be fully carried out in accordance to Standard Specification <strong>of</strong> DPWH Volume II, 2004<br />
edition. The construction procedures includes <strong>the</strong> removal <strong>of</strong> all foreign loose objects on <strong>the</strong> finished<br />
surface <strong>of</strong> <strong>the</strong> existing deteriorated asphalt pavement, Spraying <strong>of</strong> Bituminous Tack Coat (SS-1) and Laying<br />
<strong>of</strong> Bituminous Concrete Surface Course, Hot-laid material both in FDLRC basis.<br />
2. Before mobilization activity commences, <strong>the</strong> supplier must coordinate properly to CDC-ECMD<br />
Representative for proper implementation. Temporary warning barricades and safety signs must be<br />
installed during blowing <strong>of</strong> foreign loose objects, spraying <strong>of</strong> SS-1 and laying <strong>of</strong> Bituminous Concrete<br />
Surface Course Hot-laid.<br />
3. All foreign loose objects on <strong>the</strong> surface <strong>of</strong> existing deteriorated asphalt pavement shall be removed using<br />
air compressor prior to spraying <strong>of</strong> Bituminous Tack (SS-1).<br />
4. When Bituminous Tack Coat has been applied, <strong>the</strong> application <strong>of</strong> Bituminous Concrete Surface Course, Hotlaid<br />
material shall follow.<br />
5. Laying <strong>of</strong> Bituminous Concrete Surface Course, Hot-laid material shall maintain a temperature <strong>of</strong> not less<br />
than 107ºC (225ºF).<br />
6. The asphalt concrete shall be laid continuously as possible. However, if stoppage occurs, joints must be<br />
brushed coat with emulsified asphalt. When necessary, this sticky substance shall be used to meet <strong>the</strong> field<br />
condition.<br />
7. Upon completion <strong>of</strong> laying <strong>of</strong> Bituminous Concrete Surface Course material, <strong>the</strong> layer must be compacted<br />
using tandem roller and pneumatic tire roller with a 0.05m thick asphalt finished. Rolling shall begin at <strong>the</strong><br />
sides and proceeds longitudinally parallel toward <strong>the</strong> road centerline. The supplier must be aware that only
appropriate equipment shall be used for compaction. Crushing <strong>of</strong> aggregate due to excessive compaction<br />
is not permitted.<br />
8. When compaction is completed, <strong>the</strong> asphalt pavement must be core tested at <strong>the</strong> supplier’s account for<br />
compaction and thickness determination in compliance with <strong>the</strong> design and in accordance with DPWH<br />
Standards and must be approved by CDC Material Engineer.<br />
9. Demobilization shall follow after <strong>the</strong> completion <strong>of</strong> compaction <strong>of</strong> newly applied asphalt pavement.<br />
10. Pavement marking shall be done by CDC-ECMD RGM crew when paving is completed.
