The following minimum number of subjects must be included in the course proper: 1) Work Attitude, Values Enhancement and Leadership 2) Strengths and Weaknesses of Filipino Character 3) Good Habits of an Effective Security Personnel 4) Professional Conduct and Ethics 5) Public Relations and Customer Care 6) Bomb Detection and Terrorism Awareness 7) Crowd/Mob/Riot Control Techniques 8) Hostage Taking Negotiations/SOPs 9) Emergency Response Management 10) Physical Training and Unarmed Defense 11) Firearms Handling and Proficiency 12) Dismounted Drill 13) Physical Security, Security & Safety Inspection 14) Identification and Access Control 15) Observation, Description and Identification 16) Intelligence and Information Gathering 17) Basic Investigation/Crime Scene Prevention 18) Theft & Pilferage Countermeasures 19) Report Writing/Note-taking 20) Republic Act 5487 and similar laws Prospective bidders should have experience in undertaking a similar completed project with an amount of at least 50% of the proposed project for bidding. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted. Technical Specifications<br />

Scope <strong>of</strong> Services<br />

The specific services needed by <strong>Clark</strong> Development Corporation (CDC) Public Safety Department<br />

(PSD) from <strong>the</strong> winning Private Security Training School shall include but not limited to <strong>the</strong> following:<br />

1) Procure <strong>the</strong> services <strong>of</strong> qualified and accredited Security Training Organization or<br />

Institution for <strong>the</strong> training <strong>of</strong> One Hundred Fifty (150) organic Public Safety Department<br />

(PSD) personnel.<br />

2) Provide <strong>the</strong> security enhancement training/seminar workshop to PSD personnel as<br />

required by <strong>the</strong> government prior to <strong>the</strong> issuance <strong>of</strong> <strong>the</strong>ir individual licenses as<br />

members <strong>of</strong> law enforcement/government security force.<br />

3) Provide security enhancement training/seminar workshop that will prepare PSD<br />

personnel on any type <strong>of</strong> emergencies and or crisis situation.<br />

4) Provide security enhancement training/seminar workshop that will refresh PSD<br />

A. MANPOWER QUALIFICATION AND OTHER CONDITIONS<br />

The supplier shall provide CDC <strong>the</strong> following requirement and qualification <strong>of</strong> its organization and<br />

Training Instructors:<br />

1) TESDA Accreditation Certificate (NCI and NCII Region III) Security Agencies Guard<br />

and Supervision Division (SAGSD) Accreditation Certificate;<br />

2) Certification <strong>of</strong> Good Standing for <strong>the</strong> past two (2) years (2006 & 2007) from SAGSD;<br />

3) Certification <strong>of</strong> membership with <strong>the</strong> Phil. Association <strong>of</strong> Recognized Security Training<br />

Schools (PARTS), with a certification <strong>of</strong> good standing for <strong>the</strong> past two years (2006 &<br />

2007) & with pro<strong>of</strong> <strong>of</strong> payments;<br />

4) Must have a Firing Range accredited by Firearms and Explosive Division (FED-CSG<br />

PNP) for <strong>the</strong> past two years (2006 & 2007);<br />

5) Certification from <strong>the</strong> Phil. Shooting Association <strong>of</strong> <strong>the</strong> Firing Range Officers;<br />

6) Certification from SAGSD that it has trained at least 1000 Guards/trainees for <strong>the</strong> past<br />

two (2) years (2006 & 2007) <strong>of</strong> operations;<br />

7) Must have Certificate <strong>of</strong> accreditation <strong>of</strong> Training Instructors from PNP SAGSD;<br />

8) Instructors must be graduates <strong>of</strong> Security Trainors Training Methodology Course<br />

(STTMC), Certified Security Management Specialist (CSMS) and Certified Security<br />

Pr<strong>of</strong>essional (CSP), with teaching experience <strong>of</strong> at least two (2) years;


9) Must have Letter <strong>of</strong> Authority from SAGSD to conduct mobile /special training for<br />

Government Security Units.<br />

B. OBLIGATIONS AND RESPONSIBILITY OF THE SUPPLIER<br />

The supplier shall provide all <strong>the</strong> necessary equipment and materials needed in <strong>the</strong> conduct <strong>of</strong><br />

seminar/training. Hand-outs shall also be individually provided to all <strong>the</strong> trainees. A s<strong>of</strong>t-copy<br />

module <strong>of</strong> <strong>the</strong> seminars/training to be lectured shall be provided to <strong>the</strong> PSD Manager and CDC HRD<br />

before <strong>the</strong> termination <strong>of</strong> <strong>the</strong> activity.<br />

Upon completion <strong>of</strong> <strong>the</strong> seminar/training, <strong>the</strong> supplier shall process for CDC PSD <strong>the</strong> security license<br />

<strong>of</strong> <strong>the</strong> PSD personnel to be issued by <strong>the</strong> PNP SAGSD inclusive <strong>of</strong> <strong>the</strong> drug testing and neuropsychological<br />

testing to be conducted by PNP accredited institution.<br />

C. UNIFORM AND APPEARANCE STANDARDS<br />

CDC PSD personnel attending <strong>the</strong> seminar/training shall be required to wear <strong>the</strong> Type A uniform or<br />

<strong>the</strong> CDC issued collared T-shirts which shall be announced prior <strong>the</strong> start <strong>of</strong> <strong>the</strong> seminar proper.<br />

Training Instructors and Staff shall wear <strong>the</strong> appropriate uniform as required by <strong>the</strong> training module.<br />

D. SCHEDULE OF SEMINAR/TRAINING<br />

The supplier shall provide a complete Program <strong>of</strong> Instructions (POI) stating <strong>the</strong> subjects to be taught<br />

to <strong>the</strong> trainees and divide <strong>the</strong> lecture hours for <strong>the</strong> course in four (4) days and for three (3) batches.<br />

The POI must contain <strong>the</strong> course outline, training methodology & schedule. The topics to be<br />

discussed must each have a brief description and scope.<br />

Each batch <strong>of</strong> trainees must attend a four (4) day seminar/training to complete <strong>the</strong> course. Each day<br />

<strong>of</strong> training shall be for a period <strong>of</strong> eight (8) hours which shall start at 0800H and end at 1700H from<br />

Monday to Thursday. The whole seminar/training for <strong>the</strong> One Hundred Fifty (150) PSD personnel<br />

shall be completed in three weeks.<br />

The training shall be conducted at <strong>the</strong> CDC <strong>Clark</strong> Museum Function Room, 2 nd Floor, <strong>Clark</strong> <strong>Freeport</strong><br />

<strong>Zone</strong>, <strong>Philippines</strong> or at o<strong>the</strong>r classroom to be designated by PSD.<br />
