The Clark Development Corporation, through its Bids and Awards Committee (BAC), invites suppliers/
manufacturers/contractors to apply for eligibility and to bid for wit:

D E S C R I P T I O N
The specific services needed
1) Training of One Hundred Fifty (150) organic Public Safety Department (PSD) personnel by a qualified & accredited
Security Training Organization or Institution.
2) Provide the security enhancement training/seminar workshop to PSD personnel as required by the government prior
to the issuance of their individual licenses as members of law enforcement/government security force.
3) Provide security enhancement training/seminar workshop that will prepare PSD personnel on any type of
emergencies and or crisis situation.
4) Provide security enhancement training/seminar workshop that will refresh PSD personnel of their specific duties and
responsibilities, enhance alertness, skills and awareness, develop their attitude, right conduct, and strengthen their
moral values.
The following minimum number of subjects must be included in the course proper:
1) Work Attitude, Values Enhancement and Leadership
2) Strengths and Weaknesses of Filipino Character
3) Good Habits of an Effective Security Personnel
4) Professional Conduct and Ethics
5) Public Relations and Customer Care
6) Bomb Detection and Terrorism Awareness
7) Crowd/Mob/Riot Control Techniques
8) Hostage Taking Negotiations/SOPs
9) Emergency Response Management
10) Physical Training and Unarmed Defense
11) Firearms Handling and Proficiency
12) Dismounted Drill
13) Physical Security, Security & Safety Inspection
14) Identification and Access Control
15) Observation, Description and Identification
16) Intelligence and Information Gathering
17) Basic Investigation/Crime Scene Prevention
18) Theft & Pilferage Countermeasures
19) Report Writing/Note-taking
20) Republic Act 5487 and similar laws
Prospective bidders should have experience in undertaking a similar completed project with an amount of at least 50%
of the proposed project for bidding. The Eligibility Check/Screening as well as the Preliminary Examination of Bids shall
use non-discretionary “pass/fail” criteria. Post-qualification of the lowest calculated bid shall be conducted.
All particulars relative to Eligibility Statement and Screening, Bid Security, Performance Security, Pre-Bidding
Conference(s), Evaluation of Bids, Post-Qualification and Award of Contract shall be governed by the pertinent provisions
of R.A. 9184 and its Implementing Rules and Regulation (IRR).

Technical Specifications
Scope of Services
The specific services needed by Clark Development Corporation (CDC) Public Safety Department
(PSD) from the winning Private Security Training School shall include but not limited to the following:
1) Procure the services of qualified and accredited Security Training Organization or
Institution for the training of One Hundred Fifty (150) organic Public Safety Department
(PSD) personnel.
2) Provide the security enhancement training/seminar workshop to PSD personnel as
required by the government prior to the issuance of their individual licenses as
members of law enforcement/government security force.
3) Provide security enhancement training/seminar workshop that will prepare PSD
personnel on any type of emergencies and or crisis situation.
4) Provide security enhancement training/seminar workshop that will refresh PSD
personnel of their specific duties and responsibilities, enhance alertness, skills and
awareness, develop their attitude, right conduct, and strengthen their moral values.
A. MANPOWER QUALIFICATION AND OTHER CONDITIONS
The supplier shall provide CDC the following requirement and qualification of its organization and
Training Instructors:
1) TESDA Accreditation Certificate (NCI and NCII Region III) Security Agencies Guard
and Supervision Division (SAGSD) Accreditation Certificate;
2) Certification of Good Standing for the past two (2) years (2006 & 2007) from SAGSD;
3) Certification of membership with the Phil. Association of Recognized Security Training
Schools (PARTS), with a certification of good standing for the past two years (2006 &
2007) & with proof of payments;
4) Must have a Firing Range accredited by Firearms and Explosive Division (FED-CSG
PNP) for the past two years (2006 & 2007);
5) Certification from the Phil. Shooting Association of the Firing Range Officers;
6) Certification from SAGSD that it has trained at least 1000 Guards/trainees for the past
two (2) years (2006 & 2007) of operations;
7) Must have Certificate of accreditation of Training Instructors from PNP SAGSD;
8) Instructors must be graduates of Security Trainors Training Methodology Course
(STTMC), Certified Security Management Specialist (CSMS) and Certified Security
Professional (CSP), with teaching experience of at least two (2) years;

9) Must have Letter of Authority from SAGSD to conduct mobile /special training for
Government Security Units.
B. OBLIGATIONS AND RESPONSIBILITY OF THE SUPPLIER
The supplier shall provide all the necessary equipment and materials needed in the conduct of
seminar/training. Hand-outs shall also be individually provided to all the trainees. A soft-copy
module of the seminars/training to be lectured shall be provided to the PSD Manager and CDC HRD
before the termination of the activity.
Upon completion of the seminar/training, the supplier shall process for CDC PSD the security license
of the PSD personnel to be issued by the PNP SAGSD inclusive of the drug testing and neuropsychological
testing to be conducted by PNP accredited institution.
C. UNIFORM AND APPEARANCE STANDARDS
CDC PSD personnel attending the seminar/training shall be required to wear the Type A uniform or
the CDC issued collared T-shirts which shall be announced prior the start of the seminar proper.
Training Instructors and Staff shall wear the appropriate uniform as required by the training module.
D. SCHEDULE OF SEMINAR/TRAINING
The supplier shall provide a complete Program of Instructions (POI) stating the subjects to be taught
to the trainees and divide the lecture hours for the course in four (4) days and for three (3) batches.
The POI must contain the course outline, training methodology & schedule. The topics to be
discussed must each have a brief description and scope.
Each batch of trainees must attend a four (4) day seminar/training to complete the course. Each day
of training shall be for a period of eight (8) hours which shall start at 0800H and end at 1700H from
Monday to Thursday. The whole seminar/training for the One Hundred Fifty (150) PSD personnel
shall be completed in three weeks.
The training shall be conducted at the CDC Clark Museum Function Room, 2 nd Floor, Clark Freeport
Zone, Philippines or at other classroom to be designated by PSD.
