Sub: Nominations of Indian Forest Service officers for appointment on tenure
deputation basis against forestry posts covered under the Central Staffing
Scheme of the Ministry of Environment and Forests during 2005 - regarding.

Sir,
I am directed to say that the Ministry of Environment and Forests wants to draw
up a panel of suitable IFS officers for appointment against forestry posts under the
purview of the Central Staffing Scheme of the Ministry, reckoned as the 'Central
Deputation Reserve' of the Indian Forest Service.
2. Tentative vacancy position during calendar year 2005 and eligibility criteria for
the posts have been enclosed [Annexure – I].
3. Officers who have completed one spell of central deputation may be offered for a
further spell of central deputation only after they have completed the stipulated cooling
off period. It is clarified that an officer, on reversion after completion of his tenure at the
centre (CDR), must report to his Cadre / State Government and serve there for the entire
period of applicable "cooling off period".
4. State Governments / UT Administrations, are requested to forward nominations of
suitable/eligible Indian Forest Service officers to this Ministry by 31 st December, 2004.
Nominations should accompany the following documents/ certificates.
i) State Vigilance Clearance
ii) Attested photocopies of ACRs of each of the nominee for the previous five
years upto 2003-2004 (Year ending March 2004)
iii)
iv)
Latest Bio-data of the officer in the format
Proforma details (proforma enclosed) duly certified by the prescribed
authority in the State Government.
5. Although in terms of Indian Forest Service (Cadre) Rules, 1966 and other Service
conditions governing the Indian Forest Service officers, consent of IFS officers is neither
necessary for nomination/appointment against Central Deputation Reserve posts, nor for
their placement anywhere in the country, many a times, nomination of unwilling

personnel would be a bottle-neck to the efficient management of the service. It is also
noticed in this context that some of the State Cadre authorities do not consult /inform the
officers concerned while recommending their names for empanelment. Many a time, this
results in the empanelled officers expressing unwillingness to take up the central
deputation appointments inspite of the fact that the deputation orders have been issued
after a long selection process. If an officer selected for appointment fails to take up the
central deputation assignment after the appointment is approved, he will attract a '5 year
debarment' from central deputation including foreign deputation /foreign training/ foreign
assignment etc.
6. State Cadre authorities, etc., are requested to note that nominations
unaccompanied with relevant documents / certificates, etc., will not be considered for
empanelment.
