Moskalenko Vitaliy was born on 25th of January, 1949 in Kremenchuk, Poltava region.
In 1972 he graduated from medical school at the Kharkiv Medical Institute.
During time period 1973-1975 he served as a war doctor in the Soviet Army in the Far East
(Khabarovsk region, USSR).
He started his working career as anesthesiologist in Kharkiv clinical hospital #27, he worked as a
doctor (1975-1978) and as head of theinfarct department of this facility (1978-1980).
He completed extra-mural postgraduate education in internal diseases at Kharkiv Medical
Institute, upon completing of which in 1982, he received the scientific degree of candidate of
medical science by defending a dissertation on the subject “Clinical-instrumental and
hemodynamic characteristic of acute heart failure during myocardial infarct”.
From 1980 to 1990 he worked in party administration of Kharkiv and its region as instructor,
consultant in healthcare, social care, medical education and science.
In 1990 he was appointed as prorector of medical work of Kharkov Extension Course Institute
for Medical Practitioners and also as lecturer of cardiology department and functional
diagnostics of this facility. In 1994 he was elected in a competition as head of the Department of
Health and Social Affairs of Kharkiv City Executive Committee.
In 1997 – deputy mayor of the executive body of Kharkiv City Council, Chief of Health and
Social Affairs and since 1998 – deputy mayor of Kharkiv City Council, head of the central
administration of humanitarian and social issues.
In 1998 – appointed as Deputy Minister of Health of Ukraine, in 1999 – first Deputy Minister of
Health in Ukraine.
Minister of Health of Ukraine in the Government, led by Prime Minister V. Yushchenko, from
January 2000 to May 2001, in the Government led by Prime Minister A. Kinakh, - from May
2001 to November 2002.
In 2001 he received the scientific degree of doctor of medical science by defending a dissertation
on the subject “Medical and social aspects of consequences of ecological disaster in the
metropolis”.
From December 2002 to July 2003 - Adviser to the President of Ukraine.
In 2003 and 2010 he was elected in a contest as rector of the Bogomolets National Medical
University.
From 2004 - Head of the Department of Social Medicine and Health in Bogomolets National
Medical University.

In 2001, on behalf of the President and the Government of Ukraine V. Moskalenko spoke at a
special session of the UN General Assembly, which was focused fighting against HIV/AIDS.

In 2002 he was elected as Vice-President of the World Health Assembly and member of the
Board of the Global Fund to Fight AIDS, Tuberculosis and Malaria. Repeatedly presided at
international forums dealing with Tobacco consumption (Poland), alcohol abuse (Sweden),
HIV/AIDS (Spain), the consequences of the Chernobyl accident (USA).
Since 2009 - member of the WHO policy and coordination of the Special Program of research,
development and training of researchers in the field of population reproduction.
Member of the Scientific Council of theoretic and preventive medicine at the Presidium of
Sciences of Ukraine (since 2003), Committee on State Prizes of Ukraine in Science and
Technology (since 2001), the Board of Health of Ukraine (since 1999) Vice-chairman rector of
the Kiev institute center (since 2003) Chairman of the Ukrainian Association of Specialists in
Medicine and organizers of Health (since 2008), chief specialist - Ministry of Health of Ukraine
on the organization and management of health (from 2009).
Chief editor of scientific journal “Scientific Bulletin of the Bogomolets National Medical
University” (since 2004), “Eastern European Journal of Public Health” (since 2008), chairman of
the editorial board of the Ukrainian scientific-medical youth magazine, member of editorial
boards and editorial boards of 23 scientific, scientific and public health periodicals (magazines),
the editorial board of medical newspapers Ukraine “Your Health”.
Head of the Expert Council for Medicine, Pharmacy State Accreditation Committee (2004).
Chair of the specialized academic board D 26.003.01 on protection of theses in acquisition of
degree of doctor and candidate of medical sciences degree in “Hygiene”, “Social Medicine”,
“virology”, "Microbiology" at Bogomolets National Medical University (2004 ), member of the
specialized academic board D 26.613.07 on protection of theses in acquisition of degree of
doctor and candidate of medical sciences degree in “Social Medicine” at Shupik National
Medical Academy of post-graduate education (2003).
Author of more than 1000 scientific papers, including 38 monographs.
Main scientific activities: social medicine and health care management, therapy, cardiology.
Proved, developed and implemented new approaches to reforming the healthcare branch.
Initiated and actively implements intersectoral strategies and goal-oriented method in health care
that has become the foundation for developing a number of national and state programs. Under
the direction of V. Moskalenko there was introduced a goal-oriented approach in forming major
priorities health care in the country. He was the author of more than 20 national, state and topicrelated
programs in main directions of development of the branch. V. Moskalenko participated
and led a development framework of public health in Ukraine (2000), an interdisciplinary
complex program "Health of the Nation 2002-2011 (2002) Comprehensive measures of family
medicine in to the healthcare system (200), was the first one to create a package of official marks
of ministry of health, which functions up to this day. Proved a modern conceptual model of
construction of the legal framework of Health of Ukraine, thanks to which systematic legal
framework developing of medical field is maintained. Scientific developments formed the basis
of formation of a unified medical field, Concept of development health care in Kyiv, the Concept
of development of higher medical education in Ukraine, and the development concept of
managing the quality of medical care for the population of Ukraine.
By Moskalenko F. initiation the year of 2001 in the State was proclaimed as the Year of Public
Health of Ukraine, 2002 - the Year of fighting against AIDS”, there was established Interagency
Coordinating Council under the Ministry of Health of Ukraine for inter-sectoral interaction
between healthcare institutions, which became the beginning of formation of unified medical
field in Ukraine.
Under the direction of V. Moskalenko there was first created a package of official marks of
ministry of health, which functions up to this day.
He scientifically grounded approaches to solving a number of medical and social problems in
extreme consequences of large scaletechnogenic catastrophe, the question of diagnostics,
treatment and prevention of acute heart failure in myocardial infarction and its complications.
Under his leadership, at the state level there was developed a rating of activities and resources’

provision of health care facilities and also a state ranking of higher medical (pharmaceutical)
educational institutions on basic indicators of activity, methodological and informational
implementation of the Bologna Declaration into the educational process and coordination of
activities among the Higher Medical and Pharmaceutical Education Institutions of Ukraine,
which is highly appreciated by experts from WHO and WFME.
In the framework of scientific support program “Nation’s Health” for 2002-2011 academician of
NAS of Ukraine, Professor V. Moskalenko grounded the principles and approaches to creating
the optimal model of health care, the algorithm of its construction, determined the success of its
implementation, which are discussed in the monograph “Principles of building the best health
care system: Ukrainian context”.
It has been proved that it is necessary to strengthen the preventive tendency in health care, the
transition between medical preventive measures to social preventive measures, scientific and
conceptually foundations of modern global strategy of preventive inter-sectoral integrated
system of prevention of vertical and horizontal targeting and which are set forth in the
monograph “Approaches to development of preventive strategies in health care: from medical
preventive measures to social preventive measures”.
Upon invitation of leading European science and educational institutions, academician V.
Moskalenko lectured at Oxford University (UK), Federation of French private hospitals, the
Karolinska Institute (Sweden), Directorate General of Health in Norway and Norwegian Institute
of Public Health (Norway).
The results of research and of developments are highlighted in over 150 reports and speeches at
scientific congresses at various levels, including 44 - abroad, namely in Great Britain, Georgia,
Spain, Norway, South Africa, Poland, Portugal, Russian Federation, USA, Croatia, France,
Sweden.
He was awarded the Order of Yaroslav Mudriy V century (2004) and IV (2009), Jubilee Medal
“For courage and love for the Motherland” (Russian Federation, 1998), two jubilee
order “Christmas – 2000” I century (2000), Medal of Academician M. Strazhesko “For Merit in
Health Care” (2001), the badge of “Excellent pupil of Ukraine” (2004), mark “For significant
contribution to upbringing and education of children in Ukraine” I century (2004), Order
“Spiritual revival” (2004), Order of Saint Nestor the Chronicler III century (2004), Great Gold
Medal of the World Academy of Medicine of Albert Schweitzer (2005), Medal of the Ukrainian
Federation of Scientists (2006), the diploma of the Verkhovna Rada of Ukraine (2006), Golden
Star World Academy of Medicine of Albert Schweitzer (2007), the Order of M. Pirogov (2008),
medal “For the promotion of the Armed Forces of Ukraine.” Bears the title “Ambassador of the
World” (2006) for the recognition of the Interreligious and International Federation “for Peace in
the world”, in 2010 by decision of the Albert Schweitzer World Academy of Medicine
Moskalenko V. was awarded a degree of Professor of Philosophy Honoris Causa.
In 2010 academician of NAS of Ukraine Moskalenko V. was awarded the highest award of the
Ukrainian Orthodox Church - The Prior’s distinction.
10.29.2010, the staff of the University unanimously elected academician of NAS of Ukraine
Moskalenko V. as Rector of the Bogomolets NMU.
01.02.2011 during the General Meeting of the National Academy of Medical Sciences of
Ukraine, Rector of the Bogomolets National Medical University, academician of NAS of
Ukraine, corresponding-member of NAS of Ukraine, Honored Scientist of Ukraine, Honored
Doctor of Ukraine, head of the Department of Social Medicine and Health Organization of the
Bogomolets NMU, MD, Professor Vitaliy Moskalenko was elected as vice-president of NAS of
Ukraine and member of its Presidium.
