<strong>Moskalenko</strong> <strong>Vitaliy</strong> was born on 25th <strong>of</strong> January, 1949 in Kremenchuk, Poltava region.<br />

In 1972 he graduated from medical school at <strong>the</strong> Kharkiv <strong>Medical</strong> Institute.<br />

During time period 1973-1975 he served as a war doctor in <strong>the</strong> Soviet Army in <strong>the</strong> Far East<br />

(Khabarovsk region, USSR).<br />

He started his working career as anes<strong>the</strong>siologist in Kharkiv clinical hospital #27, he worked as a<br />

doctor (1975-1978) and as head <strong>of</strong> <strong>the</strong>infarct department <strong>of</strong> this facility (1978-1980).<br />

He completed extra-mural postgraduate education in internal diseases at Kharkiv <strong>Medical</strong><br />

Institute, upon completing <strong>of</strong> which in 1982, he received <strong>the</strong> scientific degree <strong>of</strong> candidate <strong>of</strong><br />

medical science by defending a dissertation on <strong>the</strong> subject “Clinical-instrumental and<br />

hemodynamic characteristic <strong>of</strong> acute heart failure during myocardial infarct”.<br />

From 1980 to 1990 he worked in party administration <strong>of</strong> Kharkiv and its region as instructor,<br />

consultant in healthcare, social care, medical education and science.<br />

In 1990 he was appointed as prorector <strong>of</strong> medical work <strong>of</strong> Kharkov Extension Course Institute<br />

for <strong>Medical</strong> Practitioners and also as lecturer <strong>of</strong> cardiology department and functional<br />

diagnostics <strong>of</strong> this facility. In 1994 he was elected in a competition as head <strong>of</strong> <strong>the</strong> Department <strong>of</strong><br />

Health and Social Affairs <strong>of</strong> Kharkiv City Executive Committee.<br />

In 1997 – deputy mayor <strong>of</strong> <strong>the</strong> executive body <strong>of</strong> Kharkiv City Council, Chief <strong>of</strong> Health and<br />

Social Affairs and since 1998 – deputy mayor <strong>of</strong> Kharkiv City Council, head <strong>of</strong> <strong>the</strong> central<br />

administration <strong>of</strong> humanitarian and social issues.<br />

In 1998 – appointed as Deputy Minister <strong>of</strong> Health <strong>of</strong> Ukraine, in 1999 – first Deputy Minister <strong>of</strong><br />

Health in Ukraine.<br />

Minister <strong>of</strong> Health <strong>of</strong> Ukraine in <strong>the</strong> Government, led by Prime Minister V. Yushchenko, from<br />

January 2000 to May 2001, in <strong>the</strong> Government led by Prime Minister A. Kinakh, - from May<br />

2001 to November 2002.<br />

In 2001 he received <strong>the</strong> scientific degree <strong>of</strong> doctor <strong>of</strong> medical science by defending a dissertation<br />

on <strong>the</strong> subject “<strong>Medical</strong> and social aspects <strong>of</strong> consequences <strong>of</strong> ecological disaster in <strong>the</strong><br />

metropolis”.<br />

From December 2002 to July 2003 - Adviser to <strong>the</strong> President <strong>of</strong> Ukraine.<br />

In 2003 and 2010 he was elected in a contest as rector <strong>of</strong> <strong>the</strong> <strong>Bogomolets</strong> <strong>National</strong> <strong>Medical</strong><br />

University.<br />

From 2004 - Head <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Social Medicine and Health in <strong>Bogomolets</strong> <strong>National</strong><br />

<strong>Medical</strong> University.<br />

In 2001, on behalf <strong>of</strong> <strong>the</strong> President and <strong>the</strong> Government <strong>of</strong> Ukraine V. <strong>Moskalenko</strong> spoke at a<br />

special session <strong>of</strong> <strong>the</strong> UN General Assembly, which was focused fighting against HIV/AIDS.


In 2002 he was elected as Vice-President <strong>of</strong> <strong>the</strong> World Health Assembly and member <strong>of</strong> <strong>the</strong><br />

Board <strong>of</strong> <strong>the</strong> Global Fund to Fight AIDS, Tuberculosis and Malaria. Repeatedly presided at<br />

international forums dealing with Tobacco consumption (Poland), alcohol abuse (Sweden),<br />

HIV/AIDS (Spain), <strong>the</strong> consequences <strong>of</strong> <strong>the</strong> Chernobyl accident (USA).<br />

Since 2009 - member <strong>of</strong> <strong>the</strong> WHO policy and coordination <strong>of</strong> <strong>the</strong> Special Program <strong>of</strong> research,<br />

development and training <strong>of</strong> researchers in <strong>the</strong> field <strong>of</strong> population reproduction.<br />

Member <strong>of</strong> <strong>the</strong> Scientific Council <strong>of</strong> <strong>the</strong>oretic and preventive medicine at <strong>the</strong> Presidium <strong>of</strong><br />

Sciences <strong>of</strong> Ukraine (since 2003), Committee on State Prizes <strong>of</strong> Ukraine in Science and<br />

Technology (since 2001), <strong>the</strong> Board <strong>of</strong> Health <strong>of</strong> Ukraine (since 1999) Vice-chairman rector <strong>of</strong><br />

Main scientific activities: social medicine and health care management, <strong>the</strong>rapy, cardiology.<br />

Proved, developed and implemented new approaches to reforming <strong>the</strong> healthcare branch.<br />

Initiated and actively implements intersectoral strategies and goal-oriented method in health care<br />

that has become <strong>the</strong> foundation for developing a number <strong>of</strong> national and state programs. Under<br />

<strong>the</strong> direction <strong>of</strong> V. <strong>Moskalenko</strong> <strong>the</strong>re was introduced a goal-oriented approach in forming major<br />

priorities health care in <strong>the</strong> country. He was <strong>the</strong> author <strong>of</strong> more than 20 national, state and topicrelated<br />

programs in main directions <strong>of</strong> development <strong>of</strong> <strong>the</strong> branch. V. <strong>Moskalenko</strong> participated<br />

and led a development framework <strong>of</strong> public health in Ukraine (2000), an interdisciplinary<br />

complex program "Health <strong>of</strong> <strong>the</strong> Nation 2002-2011 (2002) Comprehensive measures <strong>of</strong> family<br />

medicine in to <strong>the</strong> healthcare system (200), was <strong>the</strong> first one to create a package <strong>of</strong> <strong>of</strong>ficial marks<br />

<strong>of</strong> ministry <strong>of</strong> health, which functions up to this day. Proved a modern conceptual model <strong>of</strong><br />

construction <strong>of</strong> <strong>the</strong> legal framework <strong>of</strong> Health <strong>of</strong> Ukraine, thanks to which systematic legal<br />

framework developing <strong>of</strong> medical field is maintained. Scientific developments formed <strong>the</strong> basis<br />

<strong>of</strong> formation <strong>of</strong> a unified medical field, Concept <strong>of</strong> development health care in Kyiv, <strong>the</strong> Concept<br />

<strong>of</strong> development <strong>of</strong> higher medical education in Ukraine, and <strong>the</strong> development concept <strong>of</strong><br />

managing <strong>the</strong> quality <strong>of</strong> medical care for <strong>the</strong> population <strong>of</strong> Ukraine.<br />

By <strong>Moskalenko</strong> F. initiation <strong>the</strong> year <strong>of</strong> 2001 in <strong>the</strong> State was proclaimed as <strong>the</strong> Year <strong>of</strong> Public<br />

Health <strong>of</strong> Ukraine, 2002 - <strong>the</strong> Year <strong>of</strong> fighting against AIDS”, <strong>the</strong>re was established Interagency<br />

Coordinating Council under <strong>the</strong> Ministry <strong>of</strong> Health <strong>of</strong> Ukraine for inter-sectoral interaction<br />

between healthcare institutions, which became <strong>the</strong> beginning <strong>of</strong> formation <strong>of</strong> unified medical<br />

field in Ukraine.<br />

Under <strong>the</strong> direction <strong>of</strong> V. <strong>Moskalenko</strong> <strong>the</strong>re was first created a package <strong>of</strong> <strong>of</strong>ficial marks <strong>of</strong><br />

ministry <strong>of</strong> health, which functions up to this day.<br />

He scientifically grounded approaches to solving a number <strong>of</strong> medical and social problems in<br />

extreme consequences <strong>of</strong> large scaletechnogenic catastrophe, <strong>the</strong> question <strong>of</strong> diagnostics,<br />

treatment and prevention <strong>of</strong> acute heart failure in myocardial infarction and its complications.<br />

Under his leadership, at <strong>the</strong> state level <strong>the</strong>re was developed a rating <strong>of</strong> activities and resources’


provision <strong>of</strong> health care facilities and also a state ranking <strong>of</strong> higher medical (pharmaceutical)<br />

educational institutions on basic indicators <strong>of</strong> activity, methodological and informational<br />

implementation <strong>of</strong> <strong>the</strong> Bologna Declaration into <strong>the</strong> educational process and coordination <strong>of</strong><br />

activities among <strong>the</strong> Higher <strong>Medical</strong> and Pharmaceutical Education Institutions <strong>of</strong> Ukraine,<br />

which is highly appreciated by experts from WHO and WFME.<br />

In <strong>the</strong> framework <strong>of</strong> scientific support program “Nation’s Health” for 2002-2011 academician <strong>of</strong><br />

NAS <strong>of</strong> Ukraine, Pr<strong>of</strong>essor V. <strong>Moskalenko</strong> grounded <strong>the</strong> principles and approaches to creating<br />

<strong>the</strong> optimal model <strong>of</strong> health care, <strong>the</strong> algorithm <strong>of</strong> its construction, determined <strong>the</strong> success <strong>of</strong> its<br />

implementation, which are discussed in <strong>the</strong> monograph “Principles <strong>of</strong> building <strong>the</strong> best health<br />

care system: Ukrainian context”.<br />

It has been proved that it is necessary to streng<strong>the</strong>n <strong>the</strong> preventive tendency in health care, <strong>the</strong><br />

transition between medical preventive measures to social preventive measures, scientific and<br />

conceptually foundations <strong>of</strong> modern global strategy <strong>of</strong> preventive inter-sectoral integrated<br />

system <strong>of</strong> prevention <strong>of</strong> vertical and horizontal targeting and which are set forth in <strong>the</strong><br />

monograph “Approaches to development <strong>of</strong> preventive strategies in health care: from medical<br />

preventive measures to social preventive measures”.<br />

Upon invitation <strong>of</strong> leading European science and educational institutions, academician V.<br />

<strong>Moskalenko</strong> lectured at Oxford University (UK), Federation <strong>of</strong> French private hospitals, <strong>the</strong><br />

Karolinska Institute (Sweden), Directorate General <strong>of</strong> Health in Norway and Norwegian Institute<br />

<strong>of</strong> Public Health (Norway).<br />

The results <strong>of</strong> research and <strong>of</strong> developments are highlighted in over 150 reports and speeches at<br />

scientific congresses at various levels, including 44 - abroad, namely in Great Britain, Georgia,<br />

Spain, Norway, South Africa, Poland, Portugal, Russian Federation, USA, Croatia, France,<br />

Sweden.<br />

He was awarded <strong>the</strong> Order <strong>of</strong> Yaroslav Mudriy V century (2004) and IV (2009), Jubilee Medal<br />

“For courage and love for <strong>the</strong> Mo<strong>the</strong>rland” (Russian Federation, 1998), two jubilee<br />

order “Christmas – 2000” I century (2000), Medal <strong>of</strong> Academician M. Strazhesko “For Merit in<br />

Health Care” (2001), <strong>the</strong> badge <strong>of</strong> “Excellent pupil <strong>of</strong> Ukraine” (2004), mark “For significant<br />

contribution to upbringing and education <strong>of</strong> children in Ukraine” I century (2004), Order<br />

“Spiritual revival” (2004), Order <strong>of</strong> Saint Nestor <strong>the</strong> Chronicler III century (2004), Great Gold<br />

Medal <strong>of</strong> <strong>the</strong> World Academy <strong>of</strong> Medicine <strong>of</strong> Albert Schweitzer (2005), Medal <strong>of</strong> <strong>the</strong> Ukrainian<br />

Federation <strong>of</strong> Scientists (2006), <strong>the</strong> diploma <strong>of</strong> <strong>the</strong> Verkhovna Rada <strong>of</strong> Ukraine (2006), Golden<br />

Star World Academy <strong>of</strong> Medicine <strong>of</strong> Albert Schweitzer (2007), <strong>the</strong> Order <strong>of</strong> M. Pirogov (2008),<br />

medal “For <strong>the</strong> promotion <strong>of</strong> <strong>the</strong> Armed Forces <strong>of</strong> Ukraine.” Bears <strong>the</strong> title “Ambassador <strong>of</strong> <strong>the</strong><br />

World” (2006) for <strong>the</strong> recognition <strong>of</strong> <strong>the</strong> Interreligious and International Federation “for Peace in<br />

<strong>the</strong> world”, in 2010 by decision <strong>of</strong> <strong>the</strong> Albert Schweitzer World Academy <strong>of</strong> Medicine<br />

<strong>Moskalenko</strong> V. was awarded a degree <strong>of</strong> Pr<strong>of</strong>essor <strong>of</strong> Philosophy Honoris Causa.<br />

In 2010 academician <strong>of</strong> NAS <strong>of</strong> Ukraine <strong>Moskalenko</strong> V. was awarded <strong>the</strong> highest award <strong>of</strong> <strong>the</strong><br />

Ukrainian Orthodox Church - The Prior’s distinction.<br />
