33. Use of integrated strategies and investment in institutional and technical<br />
capacity are rated equally highly in explaining progress in implementation (see<br />
figure III). Most countries have introduced integrated planning and decision-making<br />
for sustainable development through national sustainable development strategies,<br />
poverty reduction strategy papers and other strategies and plans, and most are<br />
supported by United Nations system organizations, particularly the regional<br />
commissions, and international financial institutions. Regardless of the different tools<br />
or titles used, integrated planning and decision-making are essential for progress. 56<br />

34. In many developing countries, the ministries of the environment and health<br />
have little input in the development of poverty reduction strategy papers and<br />
vulnerable groups are often not involved. 57 One regional commission noted that<br />
such papers currently reinforce a preoccupation with short-term poverty reduction<br />
interventions, paying little attention to intergenerational equity considerations, and<br />
advised countries to develop national sustainable development strategies to be<br />
implemented in stages taking into account short-, medium- and long-term<br />
development objectives. 58 The United Nations Development Programme (<strong>UN</strong>DP)<br />
and <strong>UN</strong>EP highlighted cooperation under the Poverty-Environment Initiative to<br />
integrate environmental concerns in national poverty reduction and economic<br />
