25. Based in part on such indicators, progress has been recorded in the overall<br />

integration of sustainable development principles into economic and social policy<br />

development, the development of renewable energy technologies and infrastructure 46<br />

and the inclusion and protection of the rights of women and indigenous peoples.<br />

Member States mostly cited studies measuring progress in implementing national<br />

sustainable development strategies and specific policies and measures at the national<br />

level. Most United Nations system organizations, including the regional<br />

commissions, catalogued studies on progress through global and regional efforts to<br />

achieve the Millennium Development Goals; monitor progress in energy, agriculture<br />

and biodiversity; assess the state of the global environment, such as the Global<br />

Environmental Outlook reports prepared by the United Nations Environment<br />

Programme (<strong>UN</strong>EP); 47 and implement regional programmes such as NEPAD 48 and<br />

the Caribbean Community Climate Change Centre. 49<br />

26. The global financial and economic crisis caused setbacks to progress made in<br />

poverty eradication. Sub-Saharan Africa and South Asia still remain far from the<br />

2015 target. 50 However, notable progress has been made in India where the<br />

population share below the national poverty line fell from 36 per cent in 1993/94 to<br />

25 per cent in 2009, with micro, small and medium enterprises providing<br />

employment for about 60 million people and contributing about 8 per cent of GDP.<br />
