Foreword by the Leader of the <strong>Council</strong><br />

I am pleased to have overseen the production and publication of the <strong>Council</strong>’s<br />

<strong>Transport</strong> <strong>Asset</strong> <strong>Management</strong> <strong>Plan</strong>. This is the first time we have taken the<br />

opportunity to consolidate our various policies and procedures into one document<br />

that explains how we look after our highways and bridges in <strong>Halton</strong>.<br />

We all take for granted our ability to have reasonable access to the shops, schools,<br />

hospitals and businesses both within and outside the <strong>Borough</strong>. In monetary terms<br />

the <strong>Halton</strong> highway network, which includes all the associated elements such as<br />

bridges, drainage, footpaths etc is estimated to be worth in excess of £1.25billion.<br />

It is essential for the future prosperity of the <strong>Borough</strong> that we continue to invest in<br />

maintenance and improvement to the highway network and so ensure that we<br />

continue to obtain the benefits from what is the <strong>Council</strong>’s single largest asset. In<br />

conjunction with the Local <strong>Transport</strong> <strong>Plan</strong> this document sets out our strategy and<br />

also underlines the <strong>Council</strong>’s commitment to meet, and where possible, to exceed<br />

the national standards for Highway Maintenance.<br />

I would like to take this opportunity to thank all those who have contributed to this<br />

publication.<br />
