karşısında büyük şirketlerin, özellikle<br />
Amerikan şirketlerinin çıkarlarına hizmet<br />
edecek bir anlaşma olarak görülüyor. Bu<br />
korkuların birçoğu geçerli bir sebebe<br />
dayanmazken Avrupa Komisyonu Avrupa<br />
vatandaşlarının haklı endişelerini göz<br />
önünde bulunduracaklarını açıkça belirtti.<br />
Ancak bazı konularda ciddi sorunlar var.<br />
Örneğin, gıda ve içecekler konusundaki<br />
sağlık ve güvenlik standartlarının karşılıklı<br />
tanınması veya Avrupalı çiftçiler için hassas<br />
bir konu olan coğrafi göstergelerin<br />
Amerikan müzakereciler tarafından tekrar<br />
tanımlanması gibi.<br />

Doha Ticaret Görüşmelerinin başarısız<br />
olması iyi bir örnek. DTÖ çerçevesinde<br />
2001 yılı sonunda başlatılan görüşmeler<br />
duraklama halindedir ve yakın zamanda<br />
ilerleme kaydedilebileceğine ilişkin pek<br />
fazla umut yok. Taraflar arasında çok<br />
büyük farklar var ve bu yüzden küçük ülke<br />
gruplarının bölgesel kararlar alması bekleniyor,<br />
tıpkı TTIP örneğinde olduğu gibi.<br />
AB’nin dünyanın geri kalanına kıyasla bir<br />
hayli önde olduğu iklim değişikliği gibi<br />
diğer konularda da farklı bir gelişme görülmüyor.<br />

of the American negotiators to redefine geographical<br />
indications, something that is very<br />

Globalization marked the 20 th century.<br />
TTIP has put forward another phenomenon:<br />
regionalization (forming blocs).<br />
So, is regionalization an alternative to<br />
globalization?<br />
A good example is the failure of the Doha<br />
Round of trade negotiations. Initiated at the<br />
end of 2001 within the WTO framework,<br />
negotiations are today pretty at a standstill<br />
and few hope that a significant agreement<br />
will be struck any time soon. Too large are<br />
the differences among the parties, thereby<br />
pushing smaller groups of countries to define<br />
agreements on a regional basis, as it is the<br />
case of the TTIP. Something not so different<br />
is happening in other policy areas like climate<br />
change, where the EU is much ahead of<br />
most of the rest of the world.<br />

Dünya ticaretinin yaklaşık yarısını temsil eden alanın daha derin bir bütünleşmeye<br />
gitmesi küresel ticarette somut olarak neleri değiştirecek?<br />
Hesaplamalarımıza göre, AB ve ABD arasında imzalanan TTIP anlaşması sonucunda iki<br />
taraf arasındaki ticaret hacmi %13-16 civarında artarken, dünyanın geri kalanıyla yapılan<br />
ticaretin hacmi %0,5-1 oranında gerileyecek.<br />
Türkiye’nin TTIP’ye üye olması Avrupa Birliği üyelik sürecine nasıl yansır?<br />
Türkiye, AB ile Gümrük Birliği üyesidir. Bu sebeple ABD ile entegrasyon diğer AB ülkeleri<br />
için olduğu kadar Türkiye için de avantajlı olabilir. Bununla birlikte Türkiye’nin AB’ye<br />
tam üyelik sürecinin hızlanması beklenebilir.<br />

What will change in global trade when the area which represents approximately<br />
half of the world trade is further integrated?<br />
According to our calculations, as a result of the TTIP agreement between the EU and<br />
the USA, trade between them can grow by 13–16% while trade with the rest of the world can fall by 0,5-1%.<br />
How will Turkey’s EU membership process be affected if Turkey becomes a party to the TTIP Agreement?<br />
Turkey is the member of the Customs Union with the EU, therefore it can get advantages from integration with USA at<br />
the level comparable to other members of the EU. In turn, it will accelerate the accession process of Turkey in the EU as<br />
full member.<br />
