ra girmesini kolaylaştıracağı için AB pazarında
mamul mallar için rekabeti arttırabilir.
Bu da Türkiye ve İsviçre gibi Avrupa
pazarına imtiyazlı giriş hakkına sahip ülkelerdeki
şirketler üzerinde en azından kısa
vadede olumsuz etkiye sahip olacak.
Rusya-Ukrayna bölgesindeki mevcut
sorunlu durum TTIP’de tarafların
anlaşma sürecini nasıl etkiler?
Rusya ve Ukrayna arasındaki mevcut gerilim,
Trans Atlantik işbirliği konusunu bazı
Doğu Avrupa ülkeleri için daha önemli hale
getirdi. Ancak bunun TTIP süreci üzerinde
büyük bir etkiye sahip olacağını düşünmüyorum.
Bugün AB ve Rusya arasındaki
ticari ilişki fosil yakıtlar üzerine kurulu.
AB’nin Rusya’dan ithal ettiği mamul mal
sayısı bir hayli düşük. Bu sebeple TTIP,
Moskova’nın aktif dış politikasına karşı
önemli bir “siyasi silah” olarak kullanılamaz.
Ukrayna’nın anlaşmaya taraf olması
halinde farklı bir sonuca ulaşılabilir ama
ben bunun çok düşük bir ihtimal olduğunu
düşünüyorum çünkü ekonomik açıdan geri
kalmış olan Kiev’in dünyanın en gelişmiş
iki ekonomisiyle serbest ticaret anlaşması
yapmak istemesi pek olası görünmüyor.
Transatlantik Ticaret ve Yatırım
Ortaklığı Anlaşması’na Avrupa ülkelerindeki
halkın tepkili yaklaşmasının
sebebi nedir?
American goods will obtain easier access to
it. This will clearly have a negative impact, at
least in the short term, on companies located
in other countries that today enjoy a preferential
access to the European market like
Switzerland or Turkey.
What will be the impact of current problems
in the Russia-Ukraine region on the
agreement process of TTIP?
Current tensions between Russia and
Ukraine made more pressing for some
Eastern European countries the issue of
Trans-Atlantic cooperation. However, I do
not think that this will have a major impact
on the agreement process of TTIP. Today the
commercial relationship between the EU
and Russia is centred on fossil fuels: There
are very few manufactured goods that the
EU imports from Russia. As a result, the
TTIP cannot be used as a significant “political
weapon” against the active foreign policy
of Moscow. A different conclusion would be
drawn if Ukraine becomes a party to the
agreement but I almost rule out this possibility
because due to the backwardness of its
economic structure, it is difficult to imagine
that Kiev will be eager to establish a free
trade agreement with two of the most
advanced economies in the world.
Why do European citizens react to the
Transatlantic Trade and Investment
Partnership Agreement?
Soon after its launch in 2013, the TTIP negotiation
process became a contentious issue in
Europe because many NGOs and citizens see
it as a potential threat to high health and
safety standards, to public service availability
and to the sovereignty of Member States in
setting public policies and regulating economic
sectors. In short, TTIP is often seen as
