Best Available Technologies <strong>for</strong> <strong>manure</strong> <strong>treatment</strong> baltic sea 2020<br />

EXECUTIVE SUMMARY AND RECOMMENDATIONS<br />

<strong>for</strong> communication, implementation and evaluation<br />

of Best Available Techniques. Manure <strong>treatment</strong> is<br />

used more and more as a response to legislation and<br />

policies related with waste handling, environmental<br />

loads, climate gas emissions and renewable energy<br />

production. Livestock <strong>manure</strong> <strong>treatment</strong> <strong>technologies</strong><br />

have impacts on the leaching of N and P, and they<br />

should have high priority in the coming revision of<br />

the BREF document.<br />

Regarding BATs to prevent leaching of nutrients<br />

from intensive rearing of pigs to water, the report<br />

identifies the following areas <strong>for</strong> improvements:<br />

1. The Technical Working group members should in<br />

the ongoing review of the BREF document consider to<br />

• update the current BREF document with the<br />

latest <strong>technologies</strong> <strong>for</strong> <strong>manure</strong> <strong>treatment</strong> and<br />

expand their presentation, especially with<br />

in<strong>for</strong>mation about their cost-efficiency in<br />

relation to minimizing leaching of nitrogen<br />

and phosphorous to water<br />

• specify criteria <strong>for</strong> what is to be considered as a<br />

BAT in the revision process, and communicate<br />

them in the guiding documents to prepare the<br />

BREF documents.<br />

2. Off farm <strong>treatment</strong> of <strong>manure</strong> is currently not<br />

regulated by the IPPC directive. As off farm <strong>treatment</strong><br />

is likely to be more and more widespread, these<br />

installations should be considered during the revision<br />

of the IPPC Directive to be listed in Annex 1, to<br />

ensure that cost effective <strong>treatment</strong> of large amounts<br />

of <strong>manure</strong> off farm does not pollute water and air.<br />
