3: INFORMATION GATHERED<br />

documents on <strong>best</strong> <strong>available</strong> techniques. A TWG generally<br />

consists of between 40 to 100 experts. TWG<br />

members are either nominated by their Member<br />

State, by a European industrial association (Business<br />

Europe) or by the environmental NGO EEB.<br />

3.4.3 : Reference Documents on Best<br />

Available Techniques (BREFs)<br />

The IPPC Bureau was set up by DG ENV to organize<br />

exchange of in<strong>for</strong>mation between Member States and<br />

industry on Best Available Techniques (BAT), as well<br />

as associated monitoring and developments in them.<br />

The European IPPC Bureau produces reference<br />

documents on Best Available Techniques, called<br />

BREFs. BREFs are the main reference documents<br />

used by competent authorities in Member States<br />

when issuing operating permits <strong>for</strong> IPPC installations.<br />

The European IPPC Bureau acts as a neutral, technically<br />

competent and permanent body to all TWGs.<br />

The procedure used to elaborate or review a BREF<br />

includes a few plenary meetings of the TWG, subgroup<br />

meetings, visits to installations, and submission<br />

of draft BREFs <strong>for</strong> comments.<br />

Once it has been finalized, each BREF is presented by<br />

the European IPPC Bureau to DG Environment at<br />

the Consultative Committee (In<strong>for</strong>mation Exchange<br />

Forum, IEF). The BREFs are then <strong>for</strong>mally adopted<br />

by the college of commissioners and a notice of their<br />

adoption is published in the Official Journal of the<br />

European Communities.<br />
