CITY OF DELAWARE 2009-2013 CAPITAL IMPROVEMENT PROGRAM Project: Gym Floor Replacement Description and Purpose: Replace existing gym floor with new tiles, underlayment and molding. Department: Parks and Recreation Fund: Capital Improvement Fund (Fund 410) Justification: The flooring tiles currently in the gym are original to the facility. They are worn, coming loose in places, and are beginning to pose safety concerns. The gym has received a large increase in usage with the upgrades at Mingo Park and the gym floor won’t hold up as is much longer. In order to upgrade programming, increase the number of activities in the gym, and to maintain safety the floor needs to be addressed within the next 2 years. CITY OF DELAWARE 2009-2013 CAPITAL IMPROVEMENT PROGRAM Project: Smith Park Field Improvements Description and Purpose: Improve the fields at Smith Park to improve field conditions and drainage on each of the four fields. Field improvements needed include bringing in soil and regarding the infields on each of the four fields. Install dugouts at each of the four fields (8 dugouts). The dugouts would be built in-house and would be built using a concrete pad and concrete blocks, with posts going up to a roof. Currently we only have benches with no dugout fencing or separation. Build SST Waterless restrooms on the site to provide improved restroom facilities and to alleviate the on-going rentals of the port-a-johns currently in use. The waterless restrooms could then be converted once city water reaches Smith Park. Department: Parks and Recreation Fund: Capital Improvements Fund (Fund 410) Justification: Smith Park is one of our three community parks in Delaware. As a community park, the appearance and functionality of the park reflects on our entire park system and image of the city as a whole. It is the home of our adult softball fields and has the potential to become more of a destination for teams and tournaments. The field conditions are below average due to drainage issues and the site as a whole is in need of improvements (dugouts, restrooms) to provide an environment competitive with those found at other similar facilities that our players and potential players can access.
