CITY OF DELAWARE 2009-2013 CAPITAL IMPROVEMENT PROGRAM US 36 & Cheshire-Channing Intersection Improvements Description and Purpose: The project involves widening US 36 to provide left turn lanes for traffic from US 36 westbound to Ann Street and Cheshire Street and US 36 eastbound to Channing Street. Also included is the conversion of Channing Street to “oneway” to the north and the establishment of a dedicated bus loading zone on the east side of Channing Street for the adjacent school. The traffic signal at Ann Street will be removed and a new mast arm signal will be installed at Cheshire Street and coordinated with an updated mast arm signal at Channing Street. Department: Engineering Services Fund: Capital Improvement Fund (Fund 410) OPWC SCIP/LTIP Grant Funding (44% of construction) $50,000 County Engineer Funds Justification: Recent traffic analysis indicates that a signal is warranted at US 36 and Cheshire Street and a signal is no longer warranted at US 36 and Ann Street. Left turn movements from US 36 to both Cheshire Street and Channing Street obstruct through traffic movements, especially during the peak traffic hours. Travel direction and access changes along Channing Street, between US 36 and Winter Street, are included to improve the safety of the school bus loading zone and the signal operation at US 36. Most importantly, with the consideration of other roadway improvements to The Point, the traffic demand on this intersection will be greater. Pictures and Drawings: See drawing on next page 47
