Capital Improvement Plan (CIP) - City of Delaware

Justification:
The existing intersection operates at a LOS of E and has an intersection delay
of 69.2 seconds during the peak hours. With these improvements, the LOS will
improve to a C and the intersection delay will be reduced to 29.1 seconds
during the peak hours. The 95 th % Queue Length for westbound US 36/SR 37
will be reduced from 1175’ to 400’ and for eastbound SR 37 it will be reduced
from 720’ to 500’. The installation of the traffic signal at the newly configured
intersection to the west and the removal of the existing traffic signal at the
existing intersection will provide additional westbound US 36 stacking allowing
for the free flow of the westbound SR 37 traffic during most hours of
operation. The improvements will also provide a signalized access point along
with a left turn lane for ODOT, the City Public Works Facility, future business
property, and a future public street connection.
Recommended Funding:
Project was submitted for OPWC Round 23/24 SCIP/LTIP grant funding
assistance. Requested OPWC amount funding is 44% of project cost.
Delaware County has verbally committed $50,000 towards the project.
