CITY OF DELAWARE 2009-2013 CAPITAL IMPROVEMENT PROGRAM Annual Street Resurfacing Description and Purpose: Annual program to maintain the surface course of pavement through mill & fill, overlay, slurry seal, and asphalt rejuvenator applications to select city streets. Without adequate funding, the focus of the program continues to be on preventative maintenance processes on local streets, deferring necessary surface course replacement until future years. Department: Engineering Services & Public Works Fund: Capital Improvement Fund (Fund 410) License Fee (Fund 202) Inflow/Infiltration (Fund 541) Justification: To improve the integrity of city streets for the safety of the traveling public, and to protect the city from unaffordable projects that involve total replacement of roadways that results from the lack of adequate preventative maintenance operations.
