2009-2013 Capital Improvement Program
Project: Inflow/Infiltration Remediation
Description and Purpose:
The project consists of securing professional services to locate, identify, and
repair various sources of infiltration and inflow found in the sanitary sewer
system. Infiltration and inflow cause’s sanitary sewer backups into homes and
increases flow to the WWTP. These flows decrease capacity of the WWTP and
cause OEPA permit violations. This program has been in effect for the past 4
years and has made significant reductions in local infiltration and inflow
problems. (grouting, sliplining)

Justification:
The City’s CCTV inspection program has identified numerous areas of
infiltration located within the City’s collection system. These areas include
Sunbury Road (405’), William Street (245’), Central Avenue (769’), Smith Street
(214’), Chamberlain Street (245’), Parson Avenue (184’), Winter Street (2521’),
Milo Street (340’) any many others.
