GENERAL INFORMATION<br />

2. DEFENSE SWITCHED NETWORK (DSN) OPERATING PROCEDURES<br />

a. GENERAL<br />

DSN is the principal voice communications network within the Defense Communications System, providing nonsecure<br />

direct distance dialing service worldwide through a system of government-owned and leased automatic<br />

switching facilities. The purpose of DSN is to handle essential command and control, operations, intelligence, logistic,<br />

diplomatic and administrative traffic.<br />

b. PRECEDENCE<br />

The Joint Uniform Telephone Communications precedence system is directed for use by all authorized users of the<br />

voice communication facilities of the Department of Defense. Since the effectiveness of the system depends on cooperation<br />

on the part of the persons authorized to employ it, users must be familiar with the purpose to be served by<br />

each precedence category and the types of calls which may be assigned the respective precedence.<br />

c. USE OF THE DSN<br />

(1) Will be authorized for OFFICIAL calls and restricted to:<br />

(a) Only calls that are essential and require a timeliness that cannot be obtained by other means.<br />

(b) The minimum time required to accomplish the official business and not normally exceeding 5 minutes.<br />

(c) Valid Health, Morale, and Welfare calls as defined in the appropriate CINCPAC directives.<br />

d. TELEPHONE MONITORING<br />

The DSN system is provided for transmission of official government information and is subject to monitoring at all<br />

times. Use of the DSN system constitutes consent to being monitored.<br />

e. PERSONAL CALLS<br />

Personal and unofficial calls over the DSN system are prohibited, except as noted above.<br />

f. DSN DIALING INSTRUCTIONS<br />

(1) Operator Assisted:<br />

(a) At U.S. <strong>Air</strong> Force <strong>Base</strong> to place a call with a higher precedence than routine, dial the following numbers:<br />

92 IMMEDIATE<br />

93 PRIORITY<br />

94 ROUTINE<br />

(2) Direct Dial: All Class A subscribers may direct dial DSN numbers in the Pacific area at routine precedence<br />

by dialing the seven-digit DSN number (Dialing must be completed without delay; a pause of 15 seconds or more<br />

will result in a busy signal.)<br />

(3) For Operator Assisted Call: All users should provide the DSN operator with the following information:<br />

(a) The precedence of the call.<br />
