Object<br />
This <strong>State</strong> <strong>Act</strong> provides for the constitution of a fund for financing and<br />
conducting activities to promote welfare of labour in the <strong>State</strong> of<br />
<strong>Karnataka</strong>. Under the <strong>Act</strong>, the employee, employer and the <strong>State</strong><br />
Government have to contribute at the rate of 3:6:3 respectively, per<br />
employee per annum. A separate board is constituted for this purpose<br />
under the act with the members of employers, employees and <strong>State</strong><br />
representatives.<br />
Brief activities of the Board<br />
<strong>Karnataka</strong> <strong>Labour</strong> <strong>Welfare</strong> Board<br />
It is constituted under the <strong>Act</strong>, to administer the welfare schemes. <strong>The</strong> Board is headed<br />
by the Hon’ble Minister for <strong>Labour</strong> as Chairman.<br />
<strong>The</strong> Board consists of 14 members including two women members. <strong>The</strong> representatives<br />
of employers, employees and experts are members.<br />
1) Medical assistance scheme: <strong>The</strong> worker should be in the age group of 18-60 years<br />
and his salary should not exceed Rs. 7,500/- per month. Financial assistance ranging<br />
from Rs. 5,000/- to Rs. 10,000/- will be given to employees undergoing severe ailments<br />
like heart surgery, kidney transplantation, cancer, Tuberculosis, etc. <strong>The</strong> Board has the<br />
discretion to decide case by case on merits.<br />
2) Scholarship Scheme: Grant of Scholarship to the children of employees studying<br />
from eighth standard and above including professional courses. <strong>The</strong> amount ranges from<br />
Rs. 500/- to Rs. 2,000/-, per year.<br />
3) Supply of Tri-cycles to disabled employees: <strong>The</strong> workers should be in the age<br />
group of 18-60 years and his salary should not exceed Rs.2,500/- per month. <strong>The</strong><br />
worker should have contributed to the <strong>Labour</strong> <strong>Welfare</strong> <strong>Fund</strong>. Cost of Tri-cycles will be<br />
borne by the Board.<br />
4) Financial assistance for purchase of artificial organs of the body for<br />
disabled: <strong>The</strong> workers should be in the age group of 18-60 years. No salary limit to get<br />
this benefit. <strong>The</strong> worker should have contributed to the <strong>Labour</strong> <strong>Welfare</strong> <strong>Fund</strong>. <strong>The</strong><br />
worker should neither covered under ESI nor received any assistance from any other<br />
source. <strong>The</strong> assistance ranges from Rs. 1,000/- to Rs. 5,000/-.<br />
5) Financial assistance to the family of the deceased workmen to perform last<br />
rites: <strong>The</strong> workers should be in the age group of 18-60 years. <strong>The</strong> workers working in<br />
organized and unorganized sector are eligible for Rs. 2,000/- under this Scheme. No<br />
salary limit to get this benefit. <strong>The</strong> worker should have contributed to the <strong>Labour</strong><br />
<strong>Welfare</strong> <strong>Fund</strong>.<br />
6) Financial assistance to the workers in case of accidents: <strong>The</strong> workers should<br />
be in the age group of 18-60 years. No salary limit to get this benefit. <strong>The</strong> worker
should have contributed to the <strong>Labour</strong> <strong>Welfare</strong> <strong>Fund</strong>. <strong>The</strong> worker will get Rs. 1,000/- to<br />
Rs. 3,000/- depend upon the severity.<br />
7) Computer courses for the dependents of the employees: <strong>The</strong> workers should be<br />
in the age group of 18-40 years and studied unto SSLC are eligible for these courses.<br />
<strong>The</strong>se courses are conducted in coordination with koushalya and Janashikshana Samsthe<br />
at Bangalore, Mysore and Davangere.<br />
8) Spoken English Courses for the dependents of the employees: <strong>The</strong> workers<br />
should be in the age group of 18-40 years and studied unto SSLC are eligible for these<br />
courses. <strong>The</strong>se courses are conducted in coordination with koushalya and Janashikshana<br />
Samsthe at Bangalore, Mysore and Davangere.<br />
9) Heamophilea: <strong>The</strong> workers under the age group of 18-60 years are eligible for the<br />
benefit. And this amount is to be payable to the Hospitals giving the treatment.This<br />
should be claimed by the worker with the consent of the Hospital authorities.<br />
10) Annual Sports: <strong>The</strong> <strong>Labour</strong> Organisations ie., AITUC, CITU and INTUC may claim<br />
for conducting the yearly sports events where there are <strong>Labour</strong> strength is high. <strong>The</strong><br />
amount of assistance is Rs. 20000/-.<br />
Rules: <strong>The</strong> <strong>Karnataka</strong> <strong>Labour</strong> <strong>Welfare</strong> <strong>Fund</strong> Rules, 1968 – applies to the whole <strong>State</strong><br />
of <strong>Karnataka</strong>.<br />
