Michigan Department of Community Health Collaboration<br />

The 20-year collaboration between the Metropolitan Detroit <strong>Cancer</strong> Surveillance System (MDCSS) and the Michigan Department of<br />

Community Health (MDCH) was recently enhanced by the addition of a new liaison position with the MDCH. The Michigan <strong>Cancer</strong><br />

Surveillance Program (MCSP) / SEER Collaboration Project Coordinator is an employee of the MDCH but is housed at the MDCSS.<br />

The creation of this new position within the State of Michigan <strong>Cancer</strong> Surveillance Program successfully supplemented cancer<br />

identification services and quality control oversight for local area hospitals.<br />

Ms. Jeanne Whitlock is the Michigan <strong>Cancer</strong> Surveillance<br />

Program (MCSP) / SEER Collaboration Project Coordinator.<br />

Ms. Whitlock is a hospital liaison and advocate. Her role is to<br />

visit area hospitals to enhance data collection efforts. Ms. Whitlock<br />

is a Certified Tumor Registrar. She has been a Tumor Registrar for<br />

17 years and has worked as a Quality Assurance Consultant for the<br />

National <strong>Cancer</strong> <strong>Institute</strong>. Ms. Whitlock will visit Metropolitan<br />

Detroit Tri-County facilities regularly to perform the following<br />

functions on behalf of the State:<br />

• Coordinate relationships between the Metropolitan<br />

Detroit <strong>Cancer</strong> Surveillance System (MDCSS) and hospitals<br />

diagnosing/treating tri-county resident cancer patients,<br />

on behalf of the State<br />

• Ensure that hospitals are accessing all possible casefinding<br />

sources within their facility for the State<br />

• Set up and conduct regular quality control audits by the<br />

State with area hospitals<br />

• Identify Wayne, Oakland and Macomb county residents<br />

diagnosed outside the tri-county and make arrangements<br />

with those hospitals to have the patients’ medical records<br />

abstracted<br />

• Act as a liaison for the State with MDCSS Research<br />

operations and area hospitals and act as a liaison with<br />

local health departments<br />

• Provide guidance on the importance of timely and regular<br />

data submissions for hospitals that electronically submit<br />

their data and ensure that those hospitals without timely<br />

submission practices are brought under the enforcement of<br />

the State’s 6 month reporting requirement<br />

• Identify sources and collect follow-up information<br />

• Provide supplemental data collection for stateapproved<br />

research<br />

Ms. Jeanne Whitlock is also the State liaison with the Metropolitan<br />

Detroit <strong>Cancer</strong> Surveillance System to support the State of Michigan<br />

participation in the National <strong>Cancer</strong> <strong>Institute</strong>’s Surveillance<br />

Epidemiology and End Results Program (SEER).<br />
