tentative excavations at Tello "without any firman from <strong>the</strong><br />

Porte." No sooner had he <strong>the</strong>refore established his workmen,<br />

under native overseers, upon <strong>the</strong> ru<strong>in</strong>s of Babylon and<br />

Borsippa, than he hurried back to Baghdad, descended <strong>the</strong><br />

Tigris on a Turkish steamer as far as Kud(t) el-'Amara, and<br />

sailed through <strong>the</strong> Shatt el-Hai until he reached <strong>the</strong> object<br />

of his journev.<br />

But upon land<strong>in</strong>g he found, to his consternation,<br />

that Tello was not with<strong>in</strong> <strong>the</strong> sphere of British<br />

<strong>in</strong>fluence. Shortly before Sir Henry Layard had obta<strong>in</strong>ed<br />

vilayets of Baghdad, Aleppo, and Wan, <strong>the</strong><br />

his far-reach<strong>in</strong>g permit for simultaneous excavations <strong>in</strong> <strong>the</strong><br />

Ottoman government<br />

had reduced <strong>the</strong> large prov<strong>in</strong>ce of Baghdad <strong>in</strong> size<br />

by creat<strong>in</strong>g a new and <strong>in</strong>dependent pashalic with Basra as<br />

capital, 1 and <strong>in</strong>clud<strong>in</strong>g all <strong>the</strong> Turkish territory to <strong>the</strong> east<br />

and south of <strong>the</strong> Shatt el-Ha'i. 2 For <strong>the</strong> time be<strong>in</strong>g Rassam<br />

had, <strong>the</strong>refore, no legal right to make any excavations<br />

at Tello. But hav<strong>in</strong>g gone to <strong>the</strong> expense of a voyage<br />

thi<strong>the</strong>r, he did not <strong>in</strong>tend to turn away from <strong>the</strong> ru<strong>in</strong>s without<br />

hav<strong>in</strong>g conv<strong>in</strong>ced himself whe<strong>the</strong>r " it would be worth<br />

while to ask <strong>the</strong> British ambassador at Constant<strong>in</strong>ople to<br />

use his <strong>in</strong>fluence with <strong>the</strong> Porte, so that his license might<br />

be extended to that prov<strong>in</strong>ce." Accord<strong>in</strong>gly he engaged a<br />

first dragoman of <strong>the</strong> German embassy <strong>in</strong> Constant<strong>in</strong>ople, <strong>the</strong> military adm<strong>in</strong>istration<br />

of <strong>the</strong> kolemen was brought to an end <strong>in</strong> 'Iraq <strong>in</strong> 1243 (Rumi=.<br />

1827 a. d.). Henceforth Basra was ruled by <strong>the</strong> Ottoman government<br />

directly through mutesarrifs, subject to <strong>the</strong> orders of <strong>the</strong> wali of Baghdad,<br />

or through <strong>in</strong>dependent walis. The first wali of Basra, appo<strong>in</strong>ted <strong>in</strong> 1875,<br />

was Nasir Pasha, <strong>the</strong> famous shaikh of <strong>the</strong> Muntefik(j). Comp. p. 218, above.<br />

In 1884 <strong>the</strong> prov<strong>in</strong>ce of Baghdad was aga<strong>in</strong> reduced <strong>in</strong> size by <strong>the</strong> creation of<br />

The l<strong>in</strong>e of demarcation is at Kud(t) el-Hai. Only generally speak<strong>in</strong>g<br />

<strong>the</strong> Shatt el-Hai forms <strong>the</strong> natural boundary between <strong>the</strong> two vilayets, for certa<strong>in</strong><br />

portions to <strong>the</strong> west of it, as, e. g., <strong>the</strong> ru<strong>in</strong>s of Senkere, and o<strong>the</strong>r smaller<br />

sites as far north as Durraji, belong to <strong>the</strong> sou<strong>the</strong>rn vilayet of Basra.
