6.2.2 Effluent Limitations Monitoring.<br />

6.2.2.1 Monitoring Based on Effluent Limitations Guidelines.<br />

Table 6-1 identifies the stormwater discharges subject to effluent limitation guidelines that are<br />

authorized for coverage under this permit. Commencing with the first wet season of permit<br />

coverage (in accordance with Section 6.1.2.1), the permittee shall monitor once per year at<br />

each outfall containing the discharges identified in Table 6-1 for the parameters specified in<br />

the sector-specific section of Part 8.<br />

6.2.2.2 Substantially Identical Outfalls.<br />

The permittee shall monitor each outfall discharging runoff from any regulated activity<br />

identified in Table 6-1. The substantially identical outfall monitoring provisions are not<br />

available for numeric effluent limitations monitoring.<br />

6.2.3 Impaired Waters Monitoring.<br />

6.2.3.1 Permittees Required to Monitor Discharges to Impaired Waters.<br />

If a facility discharges to an impaired water, the permittee shall develop a monitoring program<br />

in accordance with Part 6.1.3 and monitor for all pollutants for which the waterbody is<br />

impaired (except as provided in Part 6.2.3.2) and for which a standard analytical method<br />

exists (see 40 CFR Part 136).<br />

If the waterbody is impaired for suspended solids, turbidity or sediment/ sedimentation and<br />

the discharge occurs for more than 48 hours after the storm event, the permittee shall<br />

monitor for SSC. If the pollutant for which the waterbody is impaired is expressed in the form<br />

of an indicator or surrogate pollutant, the permittee shall monitor for that indicator or<br />

surrogate pollutant. No monitoring is required when a waterbody’s biological communities are<br />

impaired but no pollutant, including indicator or surrogate pollutants, is specified as causing<br />

the impairment, or when a waterbody’s impairment is related to hydrologic modifications,<br />

impaired hydrology, or temperature.<br />
