If circumstances change and industrial materials or activities become exposed to<br />

stormwater or the facility becomes active and/or staffed, this exception no longer applies<br />

and the permittee shall immediately resume visual assessments.<br />

If, during the period of coverage under this permit, the facility becomes qualified for the<br />

inactive and unstaffed exception, and there are no industrial materials or activities<br />

exposed to stormwater, then the permittee shall include the same signed and certified<br />

statement as above and retain it with the facility’s records pursuant to Part 5.4.<br />

Except as provided by Part 8, permittees with inactive and unstaffed facilities that include<br />

documentation with the SWPPP that they are unable to meet the “no industrial materials or<br />

activities exposed to stormwater” standard shall conduct at least one visual assessment each<br />

calendar year.<br />

Substantially identical outfalls: If the facility has two or more outfalls that discharge substantially<br />

identical pollutants, as documented in Part 5.1.5.2, the permittee may conduct visual<br />

assessments of the discharge at just one of the outfalls and report that the results also apply to<br />

the substantially identical outfall(s). If possible, visual assessments of each substantially identical<br />

outfall shall be performed on a rotating basis throughout the period of coverage under this permit.<br />

If a visual assessment performed on a sample collected at a substantially identical outfall<br />

demonstrates that control measures are not functioning as intended, the permittee shall assess<br />

and modify the control measures as appropriate for that outfall and, if necessary, other outfalls<br />

represented by the monitored outfall.<br />

4.3 Comprehensive Facility Inspections<br />

4.3.1 Comprehensive Facility Inspection Procedures<br />

The permittee shall conduct annual comprehensive facility inspections while covered under this<br />

permit. Annual, as defined in this Part, means once per calendar year, but not within 6 months of the<br />

previous inspection for the facility throughout the duration of permit coverage.<br />

If the facility’s coverage is administratively continued after the expiration date of this permit, the<br />

permittee shall continue to perform inspections annually until no longer covered by this permit.<br />

A qualified person or persons shall conduct comprehensive facility inspections (CFI). A member<br />

of the facility’s stormwater pollution prevention team shall conduct or participate in the inspection. CFIs<br />

must cover all areas of the facility affected by the requirements in this permit, including areas identified in<br />

the SWPPP as potential pollutant sources (see Part 5.1.3) where industrial materials or activities are<br />

exposed to stormwater with the potential to discharge from the facility, any areas where control measures<br />

are used to comply with the permit, and areas where significant spills (or spills that would contribute to the<br />

discharge of pollutants in stormwater) and leaks have occurred in the past 3 years. CFIs must also<br />

include a review of monitoring data collected in accordance with Part 6.2.<br />

Inspectors must evaluate the results of the past year’s visual assessments and analytical<br />

monitoring when planning and conducting inspections to determine potential areas of concern for<br />

stormwater pollution. Inspectors shall look for the following:<br />

Industrial materials, residue, or trash that may have or could come into contact with<br />

stormwater;<br />

Leaks or spills from industrial equipment, drums, tanks, and other containers;<br />

Offsite tracking of industrial or waste materials, or sediment where vehicles enter or exit the<br />

site;<br />

Tracking or blowing of raw, final, or waste materials from areas of no exposure to exposed<br />

areas; and<br />

Control measures needing replacement, maintenance, or repair.<br />
