snowmelt, samples shall be taken during a period with a measurable discharge from the<br />

facility (see also Part 6.1.2.3); and<br />

On discharges that occur at least 72 hours (3 calendar days) from a previous discharge (see<br />

also Part 6.1.2.2).<br />

The permittee shall visually inspect the sample for the following water quality characteristics:<br />

<br />

<br />

<br />

<br />

<br />

<br />

<br />

<br />

<br />

Color;<br />

Odor;<br />

Clarity;<br />

Floating solids;<br />

Settled solids;<br />

Suspended solids;<br />

Foam;<br />

Oil sheen; and<br />

Other obvious indicators of stormwater pollution.<br />

4.2.2 Visual Assessment Documentation<br />

The permittee shall document the results of the visual assessments and maintain this<br />

documentation with the SWPPP as required in Part 5.4. The visual assessment findings need not be<br />

submitted to ADEQ, unless specifically requested by the Department. At a minimum, the documentation<br />

of the visual assessment shall include:<br />

<br />

<br />

<br />

Sample location(s);<br />

Sample collection date and time, and visual assessment date and time for each sample;<br />

Personnel collecting the sample and performing visual assessment, and their signatures;<br />

Nature of the discharge (i.e., runoff or snowmelt);<br />

Results of observations of the stormwater discharge;<br />

Probable sources of any observed stormwater contamination; and<br />

If applicable, why it was not possible to take samples within the first 30 minutes.<br />

4.2.3 Exceptions to Visual Assessments<br />

Absence of Discharge: If no storm event results in a discharge from the facility or outfall(s) during<br />

a wet season, the permittee is excused from visual assessment for the facility or outfall(s) for that<br />

season provided the permittee documents in the monitoring records and retains with the SWPPP<br />

why a sample could not be collected.<br />

Adverse Conditions: Adverse conditions are those that are dangerous or create inaccessibility for<br />

personnel, such as local flooding, high winds, or electrical storms, or situations that otherwise<br />

make sampling unsafe.<br />

When adverse conditions prevent the collection of either visual assessment sample in a given wet<br />

season, the permittee shall document those conditions with the SWPPP and resume visual<br />

assessment monitoring in the subsequent wet season.<br />

Inactive and unstaffed sites: The requirement for a routine visual assessment does not apply at a<br />

facility that is inactive and unstaffed, provided that no industrial materials or activities are exposed<br />

to stormwater. To invoke this exception, the permittee shall do the following:<br />

Maintain a statement in the SWPPP as required in Part 5.1.5.2 indicating that the facility<br />

is inactive and unstaffed, and that there are no industrial materials or activities exposed<br />

to precipitation, in accordance with the substantive requirements in 40 CFR<br />

122.26(g)(4)(iii). The statement must be signed and certified in accordance with<br />

Appendix B, Subsection 9.<br />
