2.1.1.7 Salt Storage Piles or Piles Containing Salt. The permittee shall enclose or cover<br />

storage piles of salt, or piles containing salt, used for deicing or other commercial or industrial<br />

purposes, including maintenance of paved surfaces. The permittee shall implement appropriate<br />

measures (e.g., good housekeeping, diversions, containment) to minimize exposure resulting<br />

from adding to or removing materials from the pile. Piles do not need to be enclosed or covered if<br />

stormwater runoff from the piles is not discharged or if discharges from the piles are authorized<br />

under another AZPDES permit.<br />

2.1.1.8 Sector Specific Control Measures. The permittee shall implement any additional control<br />

measures in the relevant sector-specific section(s) of Part 8, as appropriate.<br />

2.1.1.9 Employee Training. The permittee shall train all employees who work in areas where<br />

industrial materials or activities are exposed to stormwater, or who are responsible for<br />

implementing activities necessary to meet the conditions of this permit (e.g., inspectors,<br />

maintenance personnel), including all members of the facility’s stormwater pollution prevention<br />

team (see Part 5.1.1). Training must cover both the specific control measures used to achieve the<br />

requirements in Part 2.2 and (for those who will be involved in these activities) the monitoring,<br />

inspection, planning, reporting, and documentation requirements in other parts of this permit.<br />

Training shall be conducted at least annually (or more often if circumstances warrant, such as<br />

high employee turnover).<br />

2.1.1.10 Non-<strong>Stormwater</strong> Discharges. The permittee shall not allow any non-stormwater<br />

discharges from the facility unless they are specifically authorized in Part 1.1.3.<br />

2.1.1.11 Litter, Garbage and Floatable Debris. The permittee shall ensure that litter, garbage, and<br />

floatable debris are not discharged to surface waters by keeping exposed areas free of such<br />

materials or by intercepting them before they leave the site.<br />

2.1.1.12 Dust Generation and Vehicle Tracking of Industrial Materials. The permittee shall<br />

minimize generation of dust and off-site tracking of raw, final, or waste materials.<br />

2.2 Numeric Effluent Limitations and Water Quality Standards<br />

2.2.1 Numeric Effluent Limitations Based on Effluent Limitations Guidelines<br />

Table 2-1 below identifies specific regulated activities with effluent limitations guidelines and the<br />

locations of effluent limitations guidelines in this permit. Discharges from such activities must meet the<br />

specified effluent limitations guidelines. Compliance with these effluent limits is to be determined based<br />

on discharges from these regulated activities independent of commingling with any other discharges<br />

allowed under this permit.<br />
