2.0, 8.S.3 and 8.S.5.4).<br />

6. Schedules and Procedures. Includes a description of good housekeeping,<br />

maintenance procedures and schedules, spill prevention and response<br />

procedures, and employee training (MSGP-2010 Part 5.1.5.1). Also summarizes<br />

inspection procedures, visual assessment requirements for substantially identical<br />

outfalls (MSGP-2010 Parts 5.1.5.2) and corrective actions procedures (MSGP-2010<br />

Part 3.0).<br />

7. Reporting and Recordkeeping. Describes the requirements for reporting and<br />

permit record keeping (MSGP-2010 Part 7 and Appendix B Part 12).<br />

8. Signature Requirements. Describes the requirements for signature and<br />

certification of permit-related documents and reports (MSGP-2010 Part 5.1.6).<br />

9. SWPPP Modifications. Provides a record of revision for updates to the SWPPP<br />

and documents the criteria for maintaining the SWPPP in effective operating<br />

condition (MSGP-2010 Part 5.2).<br />

that it is available to facility personnel, inspectors, agency personnel and the<br />

1.2 Regulatory History of COPAD’s <strong>Stormwater</strong><br />

Compliance Program<br />

Permit coverage for stormwater discharges from <strong>Phoenix</strong> Airports was originally<br />

obtained under the United States Environmental Protection Agency’s MSGP-2000,<br />

effective October 30, 2000. This original permit covered City of <strong>Phoenix</strong> Aviation<br />

Department (COPAD) and tenant operations at PHX. The MSGP-2000 expired in 2005<br />

and was administratively continued in Arizona until February 1, 2011 when the<br />

AZPDES MSGP-2010 became effective.<br />

<strong>Stormwater</strong> discharges at <strong>Phoenix</strong> Airports are currently covered under the MSGP-2010.<br />

PHX is covered under the MSGP-2010 Sector S. The stormwater pollution prevention<br />

program at PHX includes airport tenants covered by MSGP-2010 Sector S that conduct<br />

industrial activities at the airport as co-permittees. In addition to co-permittees, COPAD<br />

requires tenants and operators at the airport not covered under the MSGP-2010 but<br />
