Non-mining MSGP 2010 General Permit<br />

1. Fire fighting system testing and maintenance, including hydrant flushings;<br />

2. Discharges related to installation and maintenance of potable water supply systems,<br />

including disinfection and flushing activities, discharges resulting from pressure releases or<br />

overflows, and discharges from wells approved by ADEQ for drinking water use;<br />

3. Uncontaminated condensate from air conditioners, evaporative coolers, and other<br />

compressors and from the outside storage of refrigerated gases or liquids;<br />

4. Irrigation drainage and irrigation line flushing;<br />

5. Landscape watering provided all pesticides, herbicides, and fertilizer have been applied in<br />

accordance with the approved labeling;<br />

6. Pavement wash waters where no detergents are used and no spills or leaks of toxic or<br />

hazardous materials have occurred (unless all spilled material has been removed);<br />

7. Routine external building washdown that does not use detergents;<br />

8. Water used to control dust, provided effluent or other wastewaters are not used;<br />

9. Uncontaminated groundwater or spring water;<br />

10. Foundation or footing drains where flows are not contaminated with process materials such<br />

as solvents;<br />

11. Incidental windblown mist from cooling towers that collects on rooftops or adjacent portions of<br />

the facility, but not intentional discharges from the cooling tower (e.g., “piped” cooling tower<br />

blowdown or drains);<br />

12. Hydrostatic testing of new pipes, tanks or vessels using potable water, surface water, or<br />

uncontaminated groundwater;<br />

13. Discharges of water associated with drilling, rehabilitation and maintenance of potable or<br />

non-potable water wells and peizometers, or water supply or water quality evaluations<br />

including:<br />

a. Discharges from any borehole not fully developed;<br />

b. Well purging;<br />

c. Well/aquifer pump tests not associated with groundwater remediation activities;<br />

d. Backflushing of injection wells provided the discharge meets applicable water quality<br />

standards; and<br />

14. Non-stormwater discharges subject to an effluent limitation guideline listed in Table 1-1.<br />

1.1.4 Limitations on Coverage<br />

1.1.4.1 Discharges Mixed with Non-<strong>Stormwater</strong>. <strong>Stormwater</strong> discharges that are mixed with<br />

non-stormwater, other than allowable non-stormwater discharges listed in Part 1.1.3 are not<br />

eligible for coverage under this permit.<br />

1.1.4.2 <strong>Stormwater</strong> Discharges Associated with Construction Activity. <strong>Stormwater</strong><br />

discharges associated with construction activity are not eligible for coverage under this permit.<br />

1.1.4.3 Discharges Currently or Previously Covered by another Permit. Unless the permittee<br />

receives written notification from ADEQ specifically allowing these discharges to be covered<br />

under this permit, the following are not eligible for coverage under this general permit:<br />
