applicable ADEQ rSRLs. Additionally, when using the TCLP 20 times dilution rule, the concentrations
were also below applicable limits to be considered hazardous wastes. Based on these laboratory analytical
results, the waste material derived from remediation activities does not contain hazardous levels of RCRA
8 Metals.
CONCLUSIONS AND RECOMMENDATIONS
Based on Four Corners’ observations, visual inspections, and the confirmation soil sampling activities,
associated with the September 24, 2012 biodiesel release along the southern bank of the Salt River channel
Four Corners concludes no further remediation of soil is warranted. Laboratory analytical results of
confirmation samples indicate that soil remaining did not contain concentrations of Volatile Organic
Compounds or Polynuclear Aromatic Hydrocarbons that exceeded ADEQ rSRLs.
The waste soil generated from the remedial activities contained 1,3,4-trimethylbenzene and 1,3,5-
trimethylbenzene above ADEQ rSRLs. Additionally, concentrations of 1,2,3-trichloropropane and vinyl
chloride were non-detectable in the waste soil sample, but MDLs exceeded the ADEQ rSRL. Other
compounds including VOCs, PAHs, and total RCRA 8 Metals did not exceed ADEQ rSRLs, where
detected.
Four Corners recommended that the waste be disposed at a lined landfill permitted to accept the waste
materials. The City of Phoenix reportedly contracted Environmental Response Inc to dispose of the waste
soil at Butterfield Station Landfill.
